Trump’s Stop-and-Frisk Agenda

Even as Donald Trump relies on unprecedented support from Black and Latino voters, he is embracing policies that would expose their communities to much greater police surveillance and enforcement. The policies that Trump is pledging to implement around crime and policing in a second presidential term would reverse the broad trend of police reform that accelerated after the murder of George Floyd, four years ago today.

Trump has endorsed a suite of proposals that would provide cities with more funds to hire police officers; pressure officials in major cities to employ more aggressive policing tactics, such as “stop and frisk,” in high-crime neighborhoods; and strengthen legal protection for law-enforcement officers accused of misconduct.

“I suspect that in many places, you would see policing that is much harsher, much more punitive, [and] not nearly as concerned about the racial disparities in the way that policing happens,” Christy Lopez, a former Justice Department attorney who led multiple federal investigations of racial bias in police departments around the country, told me. “All of those things that we have been working for years to dismantle will be built up again.”

The cumulative effect of Trump’s proposals would be to push local police departments toward arresting more people. That dynamic would inevitably increase the number of Black and Latino people entangled in the criminal-justice system, after years of declines in the total number of arrests.

The magnitude of Trump’s plans on policing and crime has drawn little attention in the presidential race so far. But on virtually every front, Trump proposes to use federal influence to reverse the efforts toward police reform that have gained ground over roughly the past decade, and especially since Floyd’s murder by the Minneapolis police officer Derek Chauvin in 2020 spurred the largest nationwide protests since the 1960s. “We will give our police back their power and their respect,” Trump declared in his appearance at the National Rifle Association convention last weekend.

In a campaign video last year, Trump laid out a sweeping second-term agenda on crime and policing. He promised “a record investment” in federal funds to help cities hire and train more police. He said he would require local law-enforcement agencies receiving federal grants to implement an array of hard-line “proven policing measures” including “stop-and-frisk, strictly enforcing existing gun laws, cracking down on the open use of illegal drugs,” and cooperating with federal immigration agencies “to arrest and deport criminal aliens.”

Trump has also pledged to launch federal civil-rights investigations against the reform-oriented progressive prosecutors (or “radical Marxist prosecutors,” in Trump’s terms) who have been elected in New York, Chicago, Los Angeles, and Philadelphia, among other big cities. He has promised to pursue the death penalty for drug dealers and has repeatedly called on police to shoot shoplifters: “Very simply, if you rob a store, you can fully expect to be shot as you are leaving that store,” he said in one speech.

Perhaps most dramatically, Trump has indicated that he will dispatch the National Guard and other federal law-enforcement personnel “to restore law and order” in cities where “local law enforcement refuses to act.” Trump, in fact, has said on multiple occasions that one of his biggest regrets from his first term is that he deferred to city officials, who resisted his calls to deploy the National Guard or other federal law-enforcement forces onto their streets. Trump and Stephen Miller, his top immigration adviser, have also said they intend to dispatch the National Guard to major cities to participate in his planned mass-deportation campaign.

Trump has not provided detail on his crime proposals; some experts say that makes it difficult to evaluate their potential impact. “Reading over the Trump plan, I would say it is a mix of the good, the bad, the puzzling, and the incoherent,” Jens Ludwig, director of the University of Chicago’s crime lab, told me.

Trump’s most frequent promise has been his pledge “to indemnify all police officers and law-enforcement officials,” as he put in his NRA speech, “to protect them from being destroyed by radical-left lunatics who are angry that they are taking strong action on crime.”

Exactly how Trump, at the federal level, could provide more legal protection to police officers is unclear. Experts point out that police officers already are shielded by the doctrine of “qualified immunity” against litigation, which the Supreme Court has upheld in multiple cases. Even in cases where law-enforcement agencies admit to misconduct, the damages are virtually always paid by the city, not the individual police officer.

In 2021, with President Joe Biden’s support, House Democrats did pass police-reform legislation, named the George Floyd Justice in Policing Act, that limited qualified immunity and would have made suing police for misconduct easier, but that bill died in the Senate. Some states and local governments have since moved to weaken qualified immunity as a defense in state courts. Trump appears to envision passing national legislation that codifies broad protection for police and preempts any state effort to retrench it.

Trump could also face problems precisely defining the policing tactics he wants to require local officials to adopt as a condition for receiving federal law-enforcement grants. Trump, for instance, has repeatedly praised the stop-and-frisk program launched in New York City by then-Mayor Rudolph Giuliani. Under that program, the New York Police Department stopped large numbers of people—many of them young Black and Latino men—and claimed to be searching for drugs or guns. But eventually a federal district judge declared that the program violated the Constitution’s protections against unreasonable search and seizure, as well as its guarantee of equal protection, and the city later abandoned the tactic.

Lopez, now a professor at Georgetown University Law School, says that Trump can’t order other police departments to precisely replicate the aggressive stop-and-frisk practices from New York City that have been found unconstitutional. But, she says, tying federal aid to stop-and-frisk and the other hard-line policies Trump is promoting could nonetheless exert a powerful signaling effect on local law enforcement.

“At the federal level, you can use your influence, your dollars, your training to encourage practices that are more or less alienating to communities,” she told me. Trump’s touting of stop-and-frisk, Lopez added, is “a signal that his administration is going to really promote some of the most aggressive, alienating practices that police departments have partaken in.”

Reinforcing the funding message is the approach Trump has laid out for civil-rights oversight of policing. Trump’s Justice Department stopped nearly all federal investigations into allegations of bias in police enforcement: His administration launched only one investigation of a police department (a single unit in Springfield, Massachusetts), abandoned a consent decree that Barack Obama’s Justice Department had negotiated for reforms in Chicago, and ultimately effectively banned department lawyers from seeking further consent decrees with other localities.

Now Trump is pledging to instead pursue federal civil-rights investigations against the reform prosecutors who are challenging local policing and charging practices. That shift in emphasis would likely provide another nudge for cities toward more intrusive enforcement approaches. The rollback “in federal oversight of policing” that Trump pursued in his first term, Lopez says, “will look like child’s play if Trump is reelected.”

Public-safety analysts sympathetic to Trump’s vision say it represents a necessary course correction after the array of criminal-justice reforms that policy makers have advanced roughly since the death of Michael Brown in Ferguson, Missouri, in 2014. Rafael Mangual, a fellow at the conservative Manhattan Institute, argues that, partly because of those reforms, policing has “become a much harder job to do.” Mangual agrees that Trump’s agenda could result in more arrests of minority young people, but says that would be an acceptable cost for improving safety in the low-income, heavily minority neighborhoods where crime is often most prevalent. “If you are talking about things like adding more police and having them be more proactive in the field, I think it is absolutely the case, especially in high-crime communities, what you are going to see is improvement on those measures,” he told me.

But critics believe that Trump’s approach would reduce police accountability and increase incarceration rates without providing more public safety. The unifying idea in Trump’s proposals seems to be “that all we need for public safety is more enforcement and punishment,” says Daniela Gilbert, director of Redefining Public Safety at the Vera Institute for Justice, a liberal police-reform advocacy group. “If that was effective, we’d already have safer communities.”

Ludwig agrees with Mangual that low-income minority neighborhoods would gain the most from a reduction in crime. But, like Gilbert, Ludwig says it’s not clear that the agenda Trump has laid out would achieve that goal. “He’s saying two things: more policing and more aggressive policing,” Ludwig told me. “I think the more policing [is] good, the more aggressive policing—not helpful.”

Although some other criminologists disagree, Ludwig says the evidence is that hiring and training more police does lower crime, and that those benefits will be felt “disproportionately in low-income communities of color.” But, Ludwig adds, the aspects of Trump’s agenda that are designed to pressure cities to stop and arrest more people for nonviolent offenses or to participate in deportation efforts would likely prove counterproductive by heightening tension and reducing cooperation between police and minority communities.

The backdrop for this policy debate is an extremely volatile political environment on crime.

Polls consistently show that significantly more voters say they trust Trump than Biden to handle crime. Although Biden usually leads on that question among nonwhite voters, even a substantial minority of Blacks and Latinos typically say they trust Trump more to address the problem. Trump’s strength on those measures is one component of the overall racial inversion evident in polling so far about the 2024 race, with Biden largely holding his 2020 support among white voters but suffering substantial erosion to Trump among racial minorities.

A crucial question for the election is whether Trump can maintain those inroads among nonwhite voters while offering such a racially polarizing agenda across a wide range of issues. Trump’s embrace of criminal-justice and policing policies that could disproportionately affect Black and Latino communities is a prime example of that dynamic.

Biden, in a manner reminiscent of Bill Clinton during the 1990s, has tried to find a “third way” on crime between Trump and the most liberal reformers in his own party. Biden backed the sweeping police-reform bill that the Democratic-controlled House passed in 2021 and issued a 2022 executive order prescribing various reforms on federal law-enforcement agencies. But he has also touted the $15 billion he won in the 2021 COVID-recovery act to support local law-enforcement budgets, and he has continued to push for federal aid to help cities hire 100,000 more police officers.

Biden’s Justice Department has released findings of civil-rights investigations into the police departments of Minneapolis, where Floyd was murdered, and Louisville, where Breonna Taylor was killed during a botched raid on her apartment, and is conducting investigations of nine other jurisdictions. But the department has not completed legal consent decrees with any local police departments, a stark contrast with the 14 that Obama reached over his two terms. Lopez, who led those efforts for Obama, praises the quality of the Biden investigations into Minneapolis and Louisville, but says the diminished quantity of agreements reflects Biden’s general sympathy for traditional approaches to policing. “I think there is much more ambivalence under the Biden administration about this work than there was under the Obama administration,” she told me.

But, as on many issues, a huge gulf still separates Biden’s careful balancing act from Trump’s sweeping plans to unshackle and unleash police. Even if Trump could not implement all the proposals he has unveiled, his overall agenda would likely encourage police to adopt more punitive tactics. “I want to think that we are all being alarmist about all this,” Lopez told me, “but I fear that it’s actually quite realistic that he is going to go much further than he did last time.”

For good or ill, the Trump effect on policing would likely be felt most acutely in the heavily Black and Latino neighborhoods of places such as Detroit, Philadelphia, and Las Vegas that may decide whether he wins a second term and the chance to reverse the past decade’s fitful advances toward rethinking policing and criminal justice.

The Problem With America’s Protest Feedback Loop

The country is stuck in a protest feedback loop. In recent months, students opposed to the Israel-Gaza war have occupied lawns and buildings at college campuses across the country. Emulating climate activists who have stopped traffic on crucial roadways, pro-Palestine demonstrators have blocked access to major airports. For months, the protests intensified as university, U.S., and Israeli policies seemed unmoved. Frustrated by their inefficacy, the protesters redoubled their efforts and escalated their tactics.

The lack of immediate outcomes from the Gaza protests is not at all unusual. In a new working paper at the National Bureau of Economic Research, Amory Gethin of the Paris School of Economics and Vincent Pons of Harvard Business School analyzed the effect of 14 social movements in the United States from 2017 to 2022. They varied in size: About 12,000 people marched against a potential war with Iran in January 2020; 4.2 million turned out for the first Women’s March. Pons told me that these large social movements succeeded in raising the general public’s awareness of their issues, something that he and Gethin measured through Google Trends and data from X.

Yet in nearly every case that the researchers examined in detail—including the Women’s March and the pro–gun control March for Our Lives, which brought out more than 3 million demonstrators—they could find no evidence that protesters changed minds or affected electoral behavior.

As the marginal cost of reaching hundreds of thousands, even millions, of potential protesters drops to zero, organizers have mastered the art of gaining attention through public demonstrations. Mass actions no longer require organized groups with members who pay dues, professional staffers who plan targeted actions, and designated leaders who can negotiate with public officials. They just need someone who can make a good Instagram graphic. But notwithstanding the clear benefits of social media for protest participants, the lure of racking up views on TikTok or X and getting on the homepage of major news sites can overwhelm other strategic goals. Protests are crowding out the array of other organizing tools that social movements need in order to be successful—and that has consequences for our entire political system.

The contours of mass protest have evolved over time. Researchers have found that since roughly 2010—perhaps not coincidentally, when smartphone adoption spiked—political protests have become more frequent around the world, particularly in middle- and high-income countries. The “size and frequency of recent protests,” one analysis claims, “eclipse historical examples of eras of mass protest, such as the late-1960s, late-1980s, and early-1990s.”

Movements learn. Over the years, social movements have internalized the strategic superiority of nonviolence: More people are willing to join a peaceful march than are willing to join one that includes violent confrontations. The UC Berkeley professor Omar Wasow’s research bolsters the argument for strategic adoption of nonviolence by looking at Black-led protests from 1960 to 1972. Wasow found that violent protests increased Republican support in the electorate and may have even tipped the 1968 presidential election toward Richard Nixon and against Hubert Humphrey, the lead author of the Civil Rights Act.

Much of the academic literature on mass protest focuses on movements, in countries around the globe, seeking to topple a government or win independence. According to the Harvard political scientist Erica Chenoweth, violent insurgencies against state power have declined, while nonviolent movements have become more common. (Chenoweth defines violent resistance as including not just “bombings, shootings [and] kidnappings” but also “physical sabotage such as the destruction of infrastructure, and other types of physical harm of people and property.”)

Yet seeking change through peaceful persuasion has also become less effective. Since 2010, Chenoweth wrote in a 2020 essay in the Journal of Democracy, fewer than a third of nonviolent campaigns, and just 8 percent of violent ones, have been successful—down from about two-thirds of nonviolent insurgencies and one-quarter of violent ones in the 1990s.

Mass struggles have come to rely too much on street protests, Chenoweth observes, and to neglect the “quiet, behind-the-scenes planning and organizing that enable movements to mobilize in force over the long term, and to coordinate and sequence tactics in a way that builds participation, leverage, and power.” Past research by the sociologist Kenneth Andrews on the Mississippi civil-rights movement and the War on Poverty found that counties with “strong movement infrastructures” yielded greater funding for anti-poverty programs; activists in these areas had better access to decision-making bodies and more influence over how social programs worked. “Movements were most influential,” Andrews explained, “when they built local organizations that allowed for an oscillation between mass-based tactics and routine negotiation with agency officials.”

Even under the most favorable circumstances, public protest will never be perfectly orderly. As the prominent sociologist Charles Tilly once wrote, a social movement is not unitary. It’s a “cluster of performances,” a “loosely-choreographed dance,” or even a “jam session with changing players”—all of which, he says, “have well-defined structures and histories, but not one of them is ipso facto a group, or even the actions of a single group.”

Many critics of modern protests are fixated on a picturesque, Tocquevillian vision of democracy—an imaginary world where interest groups always argue respectfully and compromise amiably. This vision isn’t aspirational; it’s fundamentally at odds with how human beings normally behave. Real-life democracy is a marketplace of ideas and emotions and arguments bouncing off one another, scrabbling for purchase in the hearts of voters, the minds of the cultural elite, and the press clippings skimmed by harried politicians.

The Gethin and Pons study about the inefficacy of modern American mass movements identified one glaring exception: the protests over George Floyd’s murder. In the summer of 2020, nearly 2 million people participated in more than 5,000 separate racial-justice protests in the United States. Gethin and Pons found that after the protests, Americans expressed “more liberal answers on racial issues.” They also appeared more likely to vote in the upcoming presidential election and less likely to vote for then-President Donald Trump. This finding about the effectiveness of the 2020 anti-racism protests on the American public is supported by other research.

Policy change did occur in the aftermath of these protests. The Brennan Center for Justice found that, in the year following Floyd’s death, half of American states enacted legislation regarding use-of-force standards, police-misconduct policies, or both.

The Black Lives Matter protests during that period were different in part because they defied the caricature of protesters as radical college students with nothing but time. According to a study led by the Johns Hopkins economist Nick Papageorge, on factors such as gender and race, the demographics of the protests were actually more representative of the American public than the 2020 presidential electorate was.

What’s more striking is that a full third of protest participants identified as Republicans. Underscoring the ideological diversity of the movement, 30 percent of summer 2020 protesters in the researchers’ survey sample had attended BLM rallies as well as demonstrations seeking less stringent pandemic precautions—even though the two causes were widely characterized as coming from opposite sides of the political spectrum.

Another reason the BLM protests succeeded is that they were overwhelmingly peaceful—despite some high-profile outbreaks of violence in cities such as Minneapolis, Seattle, and Portland, Oregon. According to research by Chenoweth and the political scientist Jeremy Pressman, more than 96 percent of the 2020 racial-justice protests resulted in no property damage or police injury, while nearly 98 percent resulted in zero reports of injuries among participants, bystanders, and police.

The Floyd protests did not materialize out of nowhere. The intellectual foundation had been laid by years of previous protests that created some organizational infrastructure and steadily increased the public’s support for the BLM movement until it surged upward in June 2020. Perhaps the other movements in the Gethin and Pons sample will prepare the way for future actions when the circumstances are ripe.

Still, many movements seeking to capitalize on public attention find themselves trampled underneath its power. Media attention flocks to the most radical and provocative elements and emboldens the voices on the fringes. Movement leaders have lost their ability to promote an overall message. Not surprisingly, despite the full slate of potential reforms that could have gained traction after Floyd’s murder, the slogan that everyone remembers is “Defund the police”—a policy demand that represented just a minority of voters’ views even as the majority of Americans were calling for far-reaching reforms of police departments. Who can credibly claim to speak for the campus protesters who oppose the war in Gaza?

Even though nobody knows who the leaders are, some of the protesters’ positions do seem to resonate off campus: Morning Consult polling from late last month suggests that 60 percent of Americans support a cease-fire, 58 percent support humanitarian aid to Palestinians, and fewer than half of voters support military aid to Israel.

Still, other stances taken by protesters—such as pushing universities to divest from companies with ties to Israel or, in some cases, calling for an end to Israeli statehood—have scant support among the general public. And the college protests themselves are widely frowned upon: In another poll from May 2, when asked whether college administrators had responded too harshly to college protesters, just 16 percent of respondents said administrators had responded too harshly; 33 percent thought they weren’t harsh enough.

While even entirely nonviolent protests cannot count on public support, escalatory actions such as trespassing, vandalism, and property destruction undermine and distract from broadly shared goals. People in left-leaning movements know full well that some of their own supporters are undermining message discipline and strategic imperatives. Groups critical of Israel have tried to organize boycotts of a handful of companies that, in their view, have been complicit in harming Palestinians. But among sympathizers on social media, perhaps the most prominent boycott target has been Starbucks, which is not on the list.

Yet even as the burden is on protest organizers to articulate clear, feasible policy and persuade their fellow citizens to go along, everyone should be concerned if protesters whose demands have substantial support fail time and again to register gains in Washington. Civil unrest is inherently delegitimizing to a government. Protests are in part a rejection of traditional methods of registering opinion. Their increasing regularity indicates that people believe voting and calling their representatives are insufficient. In fact, many people who participated in the 2020 protests—both the Floyd ones and the anti-lockdown ones—did not end up voting in the presidential election that year.

In remarks about the campus demonstrations last week, President Joe Biden offered a tepid defense of nonviolent protest, saying, “Peaceful protest is in the best tradition of how Americans respond to consequential issues.” Later on, he added that “dissent must never lead to disorder.”

But the disorder that Biden warned against is not just a matter of college students getting graduation canceled this year; it’s also a matter of some Americans deciding over time that voting may not be worthwhile. Polls suggest that the public is deeply dissatisfied with how the U.S. political system is working. A feedback loop in which demonstrations proliferate to little effect, while radicalized protesters become ever more disillusioned with democracy, is a dangerous one. If you’re worried about the disorder on college campuses now, imagine if Americans lose faith in the power of democratic voice altogether.

When Conservative Parents Revolt

America’s public schools, since their creation, have repeatedly become a locus for our nation’s most divisive fights over politics and civil rights, whether the subject be evolution, segregation, sex ed, or school prayer. After all, it is in its classrooms—in social-studies curricula and civics lessons and mandatory-reading lists—that the country wrestles with how to tell its story to new generations, how to teach kids what’s right and wrong, true and false. And the decisions that society makes about what children ought to learn, or ought not to, have the power to shape culture and the future of democracy.

Thus today we see fights over how to discuss racism in schools, with progressives championing lessons that connect the stain of slavery to modern inequities, conservatives demanding instead that children be taught “not to see color,” and plenty of debate somewhere in between. We see fights over whether first-graders should be allowed to check out picture books featuring LGBTQ characters, whether teens should be made to read literature with graphic depictions of sex, whether the Ten Commandments should be posted inside classrooms. The recent wave of activism targeting schools has sometimes seemed unprecedented in its ferocity and scale. But of course, these types of debates are not new. They fit into a long tradition of reactionary movements seeking to shape what children in America learn.

Early in the 20th century, Christian fundamentalists waged a crusade to stop the teaching of human evolution in public schools, culminating most famously with 1925’s Scopes “monkey trial,” in which a high-school teacher in Tennessee was charged with violating a new state law banning evolution lessons from classrooms. With the United States on the precipice of entering World War II in the late 1930s and early ’40s, groups such as the Daughters of the American Revolution and the American Legion waged a successful nationwide campaign against popular social-studies textbooks written by the progressive educator Harold Rugg; they argued that the books—which raised questions about the unequal distribution of wealth in the U.S. and advocated for civil rights for African Americans—were “subversive.” Attempts to force schools to integrate in the 1950s, ’60s, and ’70s were met with riots and racist protests.

While researching my book on the latest political wars over public education, I came across a 1981 New York Times article that sounded as if it might have been printed this year. It described a coalition of suburban residents who, “armed with sophisticated lobbying techniques,” were fighting to “remove books from libraries” and replace history syllabi with “texts that emphasize the positive side of America’s past.” The article documented efforts by parents’ groups across the country to “cleanse their local schools of materials and teaching methods they consider antifamily, anti-American and anti-God.” Here was a tale of conservative activists waging a national assault on school lessons more than four decades ago, though that earlier generation applied a different label to the threat it perceived than activists do now: secular humanism.

Rooted in 17th- and 18th-century Enlightenment thinking, secular humanism, as it was originally understood, refers to a belief system that rejects religion as the basis for morality and emphasizes the need to test dogma with science, to pursue justice by opposing discrimination, and to focus on improving conditions here on Earth rather than looking to the afterlife. But in the 1970s and ’80s, it was redefined by white Christian conservatives—much like the term critical race theory, decades later—as a catchall to describe any lesson or book they found objectionable. If a text mentioned the struggle for women’s rights, it was secular humanist; if it mentioned the racism of the Jim Crow era, it was secular humanist.

Also much as in today’s fights, the battles over secular humanism, which occurred in the years immediately following the civil-rights movement, were a response to evolving social norms around gender, race, and sexuality. And just as the protests for racial justice following the police murder of George Floyd in 2020 incited school-board conflicts in communities with rapidly changing demographics, many of the battles a generation ago emanated from predominantly white but diversifying suburbs, where angry parents formed groups with such names as Young Parents Alert and Guardians of Education. Portraying teachers, textbook writers, and school bureaucrats as liberal foot soldiers in a shadowy scheme to indoctrinate their children, these citizen activists described their cause as one of good versus evil, a framing that stoked passions—and sometimes violence.

The simmering right-wing movement against secular humanism exploded into national view in the spring of 1974, when white fundamentalists launched a political attack on the public school system in Kanawha County, West Virginia. The district had introduced new multicultural textbooks as required by a recent state mandate. Months of protests were led by Alice Moore, a white school-board member and preacher’s wife who argued—while explicitly invoking the dangers of secular humanism—that new language-arts textbooks would teach students “ghetto dialect” instead of “standard American speech.” Picketers carried homemade signs, including one that read I have a “Bible,” I don’t need those dirty books. Angry parents were soon joined by members of the Ku Klux Klan. An elementary school’s entrance was defaced with a swastika. Arsonists attacked schools with firebombs and Molotov cocktails, vandals cut the fuel lines of school buses to keep them from running, and the county board-of-education building was blasted with 15 sticks of dynamite.

The unrest largely died down after six months, but the school board made a concession. All future textbooks in Kanawha County would have to “encourage loyalty to the United States” and “not defame our nation’s founders”—provisions strikingly like those sought by the GOP today. In states such as Texas and Oklahoma, legislators have passed laws requiring that students be taught a “patriotic” version of America’s past and banning texts that depict slavery as central to the nation’s founding.

There are also parallels in the financing of these movements, with support then and now drawn from a large network of conservative think tanks and activist groups. The campaign against secular humanism was backed by national organizations including the Heritage Foundation, Jerry Falwell’s Moral Majority, Pat Robertson’s National Legal Foundation, and the antigay, anti-feminist crusader Phyllis Schlafly’s Eagle Forum. Some of those same organizations remain involved today, joined by dozens of emergent activist groups, such as Moms for Liberty, No Left Turn in Education, and the 1776 Project PAC.

Some aspects of the right’s new playbook appear to have been copied from history—including its campaign to leverage school-board conflicts to push for a conservative reinterpretation of foundational rights. With help from conservative law firms, parents filed lawsuits in the 1970s and ’80s claiming that secular humanism was itself a religion, and as such should be barred from schools or balanced with Christian perspectives. Others in the movement simultaneously sought to overturn the principle of Church-state separation that was the basis for that argument. Insisting that America’s founding was grounded in biblical principles, activists demanded that educators present Christianity in a favorable light, that children be taught to respect the United States and its military, and that men and women be depicted in “traditional” gender roles in classroom reading assignments.

Although many of these demands were denied by local and state education boards, Christian conservative groups scored major victories throughout the 1980s—largely through targeted lawsuits and local pressure campaigns—before the movement’s power and momentum began to wane, in the ’90s. The biggest win from that era may have come in 1984, when Congress passed a law that included an amendment written by Senator Orrin Hatch of Utah, prohibiting the use of federal funds for the teaching of secular humanism. Hatch failed to clearly define the concept, however, leaving confused educators to guess at which ideas were or were not allowed in classrooms. As one of Hatch’s aides would later concede, the senator’s amendment was meant mostly as a “symbolic thing.”

A similarly vague warning is being broadcast to educators across the country today, leading many to change the way they teach. A recent survey by Rand found that two-thirds of teachers nationally reported choosing to limit instruction about political and social issues, including racism and LGBTQ topics. Even in states and school districts where Republicans haven’t adopted laws or policies restricting lessons on race, gender, and sexuality, educators say their fear of political attacks has caused them to avoid subjects and lessons that might stir backlash.

Now, in many classrooms, dark chapters of America’s history are being softened or skipped. Some students are being taught a distorted narrative about our nation’s past and present, and books challenging that depiction are being pulled from shelves. All of this is helping shape what a new generation of Americans believes about our country—exactly the effect that anti-secularism activists fought for decades ago.

As it turns out, secular humanism itself may be experiencing something of a rebound as a boogeyman. On a recent reporting trip to Virginia Beach, where I was covering a live taping of a pro-Trump, Christian-nationalist television program, I listened to a young political strategist named Luke Ball bemoan the failure by his parents’ generation to teach children what is good and right. “We replaced Christianity with secular humanism in our classrooms,” Ball said. He then proceeded to blame the philosophy’s insidious influence for much of what the Christian right believes is wrong with the country today—pro-Palestine protests on college campuses, LGBTQ pride flags fluttering outside the White House, drag queens reading to children.

But there was still time to turn things around, Ball said. Conservatives just needed to look to the past and learn from their history.

President Joe Biden will make a speech on anti-Semitism on Tuesday, May 7, by way of observing the Holocaust remembrance in the Jewish religious calendar. If the speech is not to fail, or even backfire, the president needs to be very clear in his mind about what he has to say, and why.

The questions Biden needs to answer on Tuesday are not questions about beliefs or values. They are not questions about himself or his personal commitments. They are questions about American liberalism in general, about its ability to defend its stated commitments against challengers who plead victimhood as their justification. Biden hit a lot of the right themes in informal remarks at the White House yesterday. But there’s more to say, and it should be said clearly and without any Trumpian caveats about “good people on both sides.”

Anti-Semitism appears chiefly in two different forms in the United States. There is a right-wing variant based on religious dogmas or delusions of racial supremacy, which was the one on display in the “Jews will not replace us!” chants in Charlottesville, Virginia, in 2017. There is also a left-wing variant, the one on display at American college campuses this spring, in which Jews are presented as the supreme oppressors of all the world’s oppressed. The first version is echoed by Representative Marjorie Taylor Greene’s worry that she might be prevented from accusing Jews of killing Christ. The second is exemplified by Representative Ilhan Omar’s sneer about “pro-genocide” Jews.

Most American Jews accept that mainstream U.S. liberals like Biden reject both variants of anti-Semitism. But very observably, mainstream American liberalism is a lot more comfortable standing up to the Greene version than the Omar one.

This disparity explains why the campus anti-Israel protests have so alarmed many American Jews. The schools are reverberating with slogans such as “From the river to the sea, Palestine must be free” which to many ears means “Destroy the state of Israel and kill, expel, or subjugate its Jewish inhabitants.” We hear chants of “Globalize the Intifada,” which translates as “Bring mass murder to Jews everywhere on Earth.” We hear Jews blamed by association for every problem from police brutality to climate change—even both of those things at once. We see checkpoints on campus where Jews are quizzed on their beliefs before they are allowed to approach the university library.

I would assume that virtually every university president in the country (and surely the great majority of university professors and administrators) disapproves of these behaviors. But these officials have over many years demonstrated that they flinch from acting against such misconduct: Jews are subjected to harassment and intimidation in ways that, if carried out against any other similarly identifiable group of students, would instantly invite the full weight of institutional punishment. Yet those responsible for the harassment and intimidation of Jews enjoy near-total impunity.

The universities provide the most conspicuous current instances of this phenomenon in American society, but they are not unique cases. In every domain where American liberalism holds sway—public education, local politics in deep-blue cities, labor unions, literature and the arts—Jews who share the almost-universal Jewish connection to the land of Israel face insult, threat, ostracism, even outright violence.

All of this presents a tremendous political problem for Biden. Of course, he’s not in charge of the art world or the literary milieu or the unions. He does not have much influence over public education, and even less over local politics. But he personifies American liberalism, and his political hopes in November are deeply intertwined with American liberalism’s image and standing.

Think of a national election as a job interview. The Republican candidate needs an answer to the question “Do you have the heart to care about me?” The Democrat must have an answer for the question “Do you have the guts to protect me?”

When Democrats look too weak to stand up to anti-Israel protests on campuses and in other liberal domains, their problem is not only one of how they handle anti-Semitism. It is a problem that goes to the central risk to their political brand: the perception of weakness.

The anti-Israel protesters get this: There’s a method to their mayhem. They want to punish Biden in November. They don’t have the votes to elect anyone they like better, nowhere near. But if they cannot hope to replace Biden, they can help to defeat him. By creating images of chaos, they support the Republican message that liberals like Biden are to blame for disorder.

Republicans audaciously tried that message during the riots that devolved from protests against the police killing of George Floyd in 2020, when Donald Trump was actually president. They’re eager to repeat the message in 2024.

Biden’s instinct on May 7 will be to speak sympathetically about Jewish fears while stressing his respect for the right to protest. His instinct will be to express compassion for all civilians at risk from the violence in the Middle East, both Palestinians and Israelis. If he does that and stops there, he will be delivering the right answer to the wrong question—the one for a Republican, about caring enough.

The speech he needs to give is not a speech from the heart. It’s a speech about his guts. The message wanted is more than “I care.” The message wanted is “I dare.”  

So after saying the things that are instinctive for him to say, he must keep going. He needs to say that no cause justifies violence on the streets and quads of America. He needs to affirm that universities cannot accept intimidation and unlawful disruption of educational activities. He needs to make clear that he supports those leaders who have protected their universities’ academic function, including their decision to call in the police where required. He should share his firm conviction that protest is not peaceful if it forcibly interferes with the rights of others.

He needs to do all of these things—not as a special favor to Jews on campus or off, but as a basic rule of good government. As president and as a presidential candidate, Trump has played favorites among lawbreakers. With one kind of culprit, he urged the police to crack their heads on the doors of their squad cars. Another kind of culprit he hailed as “hostages” and promised to pardon. If Biden is to campaign against Trump by calling him an inciter of riots, he himself needs to be an unwavering voice against riots, whatever the ideology of the rioter.

The campus protesters may fantasize about a rerun of the disturbances of 1968. Mercifully, I do not see history repeating itself. But one lesson from that year bears applying to this year: Disorder hurts Democrats. When Biden speaks about anti-Semitism on Tuesday, he will be speaking not only for and about Jews; he will be speaking for and about his party and his belief system. Can Democrats enforce rules? Do they uphold equal justice, or do they indulge privileged categories of rule-breakers? Is his party strong enough to lead? Is he strong enough to lead?

In 1843, Karl Marx wrote an essay titled “On the Jewish Question” that argued for “the emancipation of mankind from Judaism.” Marx was calling not for murder, exactly, but for the forced dissolution of Jewishness as a form of self-identification. In the century-plus since that essay, Marxist thinking has mutated in many ways, yet Marxist revolutionary movements have consistently resented Jewish particularity and identified it as a problem to be overcome, one way or another.

Today, Marxism has yielded to Palestinianism as the latest iteration of revolutionary idealism. But if the goal has changed, the obstacle has not. As Marx wrote, “We recognize in Judaism, therefore, a general anti-social element of the present time.” Swap out Judaism for Zionism, which has become protesters’ dog-whistling euphemism, and you could repeat Marx’s vituperation almost word for word at any campus encampment and get applause from your audience.  

Those are the people who also seek, in effect, to swap out Biden for Trump in November. When Biden speaks against them, he is speaking not only for and in defense of American Jews. He is speaking for and in defense of himself and the ideals to which he has devoted his public career.

Colleges Love Protests—When They’re in the Past

Nick Wilson, a sophomore at Cornell University, came to Ithaca, New York, to refine his skills as an activist. Attracted by both Cornell’s labor-relations school and the university’s history of campus radicalism, he wrote his application essay about his involvement with a Democratic Socialists of America campaign to pass the Protecting the Right to Organize Act. When he arrived on campus, he witnessed any number of signs that Cornell shared his commitment to not just activism but also militant protest, taking note of a plaque commemorating the armed occupation of Willard Straight Hall in 1969.

Cornell positively romanticizes that event: The university library has published a “Willard Straight Hall Occupation Study Guide,” and the office of the dean of students once co-sponsored a panel on the protest. The school has repeatedly screened a documentary about the occupation, Agents of Change. The school’s official newspaper, published by the university media-relations office, ran a series of articles honoring the 40th anniversary, in 2009, and in 2019, Cornell held a yearlong celebration for the 50th, complete with a commemorative walk, a dedication ceremony, and a public conversation with some of the occupiers. “Occupation Anniversary Inspires Continued Progress,” the Cornell Chronicle headline read.

As Wilson has discovered firsthand, however, the school’s hagiographical odes to prior protests has not prevented it from cracking down on pro-Palestine protests in the present. Now that he has been suspended for the very thing he told Cornell he came there to learn how to do—radical political organizing—he is left reflecting on the school’s hypocrisies. That the theme of this school year at Cornell is “Freedom of Expression” adds a layer of grim humor to the affair.

University leaders are in a bind. “These protests are really dynamic situations that can change from minute to minute,” Stephen Solomon, who teaches First Amendment law and is the director of NYU’s First Amendment Watch—an organization devoted to free speech—told me. “But the obligation of universities is to make the distinction between speech protected by the First Amendment and speech that is not.” Some of the speech and tactics protesters are employing may not be protected under the First Amendment, while much of it plainly is. The challenge universities are confronting is not just the law but also their own rhetoric. Many universities at the center of the ongoing police crackdowns have long sought to portray themselves as bastions of activism and free thought. Cornell is one of many universities that champion their legacy of student activism when convenient, only to bring the hammer down on present-day activists when it’s not. The same colleges that appeal to students such as Wilson by promoting opportunities for engagement and activism are now suspending them. And they’re calling the cops.

The police activity we are seeing universities level against their own students does not just scuff the carefully cultivated progressive reputations of elite private universities such as Columbia, Emory University, and NYU, or the equally manicured free-speech bona fides of red-state public schools such as Indiana University and the University of Texas at Austin. It also exposes what these universities have become in the 21st century. Administrators have spent much of the recent past recruiting social-justice-minded students and faculty to their campuses under the implicit, and often explicit, promise that activism is not just welcome but encouraged. Now the leaders of those universities are shocked to find that their charges and employees believed them. And rather than try to understand their role in cultivating this morass, the Ivory Tower’s bigwigs have decided to apply their boot heels to the throats of those under their care.

I spoke with 30 students, professors, and administrators from eight schools—a mix of public and private institutions across the United States—to get a sense of the disconnect between these institutions’ marketing of activism and their treatment of protesters. A number of people asked to remain anonymous. Some were untenured faculty or administrators concerned about repercussions from, or for, their institutions. Others were directly involved in organizing protests and were wary of being harassed. Several incoming students I spoke with were worried about being punished by their school before they even arrived. Despite a variety of ideological commitments and often conflicting views on the protests, many of those I interviewed were “shocked but not surprised”—a phrase that came up time and again—by the hypocrisy exhibited by the universities with which they were affiliated. (I reached out to Columbia, NYU, Cornell, and Emory for comment on the disconnect between their championing of past protests and their crackdowns on the current protesters. Representatives from Columbia, Cornell, and Emory pointed me to previous public statements. NYU did not respond.)

The sense that Columbia trades on the legacy of the Vietnam protests that rocked campus in 1968 was widespread among the students I spoke with. Indeed, the university honors its activist past both directly and indirectly, through library archives, an online exhibit, an official “Columbia 1968” X account, no shortage of anniversary articles in Columbia Magazine, and a current course titled simply “Columbia 1968.” The university is sometimes referred to by alumni and aspirants as the “Protest Ivy.” One incoming student told me that he applied to the school in part because of an admissions page that prominently listed community organizers and activists among its “distinguished alumni.”

Joseph Slaughter, an English professor and the executive director of Columbia’s Institute for the Study of Human Rights, talked with his class about the 1968 protests after the recent arrests at the school. He said his students felt that the university had actively marketed its history to them. “Many, many, many of them said they were sold the story of 1968 as part of coming to Columbia,” he told me. “They talked about it as what the university presents to them as the long history and tradition of student activism. They described it as part of the brand.”

This message reaches students before they take their first college class. As pro-Palestine demonstrations began to raise tensions on campus last month, administrators were keen to cast these protests as part of Columbia’s proud culture of student activism. The aforementioned high-school senior who had been impressed by Columbia’s activist alumni attended the university’s admitted-students weekend just days before the April 18 NYPD roundup. During the event, the student said, an admissions official warned attendees that they may experience “disruptions” during their visit, but boasted that these were simply part of the school’s “long and robust history of student protest.”

Remarkably, after more than 100 students were arrested on the order of Columbia President Minouche Shafik—in which she overruled a unanimous vote by the university senate’s executive committee not to bring the NYPD to campus—university administrators were still pushing this message to new students and parents. An email sent on April 19 informed incoming students that “demonstration, political activism, and deep respect for freedom of expression have long been part of the fabric of our campus.” Another email sent on April 20 again promoted Columbia’s tradition of activism, protest, and support of free speech. “This can sometimes create moments of tension,” the email read, “but the rich dialogue and debate that accompany this tradition is central to our educational experience.”

Another student who attended a different event for admitted students, this one on April 21, said that every administrator she heard speak paid lip service to the school’s long history of protest. Her own feelings about the pro-Palestine protests were mixed—she said she believes that a genocide is happening in Gaza and also that some elements of the protest are plainly anti-Semitic—but her feelings about Columbia’s decision to involve the police were unambiguous. “It’s reprehensible but exactly what an Ivy League institution would do in this situation. I don’t know why everyone is shocked,” she said, adding: “It makes me terrified to go there.”

Beth Massey, a veteran activist who participated in the 1968 protests, told me with a laugh, “They might want to tell us they’re progressive, but they’re doing the business of the ruling class.” She was not surprised by the harsh response to the current student encampment or by the fact that it lit the fuse on a nationwide protest movement. Massey had been drawn to the radical reputation of Columbia’s sister school, Barnard College, as an open-minded teenager from the segregated South: “I actually wanted to go to Barnard because they had a history of progressive struggle that had happened going all the way back into the ’40s.” And the barn-burning history that appealed to Massey in the late 1960s has continued to attract contemporary students, albeit with one key difference: Today, that radical history has become part of the way that Barnard and Columbia sell their $60,000-plus annual tuition.

Of course, Columbia is not alone. The same trends have also prevailed at NYU, which likes to crow about its own radical history and promises contemporary students “a world of activism opportunities.” An article published on the university’s website in March—titled “Make a Difference Through Activism at NYU”—promises students “myriad chances to put your activism into action.” The article points to campus institutions that “provide students with resources and opportunities to spark activism and change both on campus and beyond.” The six years I spent as a graduate student at NYU gave me plenty of reasons to be cynical about the university and taught me to view all of this empty activism prattle as white noise. But even I was astounded to see a video of students and faculty set upon by the NYPD, arrested at the behest of President Linda Mills.

“Across the board, there is a heightened awareness of hypocrisy,” Mohamad Bazzi, a journalism professor at NYU, told me, noting that faculty were acutely conscious of the gap between the institution’s intensive commitment to DEI and the police crackdown. The university has recently made several “cluster hires”—centered on activism-oriented themes such as anti-racism, social justice, and indigeneity—that helped diversify the faculty. Some of those recent hires were among the people who spent a night zip-tied in a jail cell, arrested for the exact kind of activism that had made them attractive to NYU in the first place. And it wasn’t just faculty. The law students I spoke with were especially acerbic. After honing her activism skills at her undergraduate institution—another university that recently saw a violent police response to pro-Palestine protests—one law student said she came to NYU because she was drawn to its progressive reputation and its high percentage of prison-abolitionist faculty. This irony was not lost on her as the police descended on the encampment.

After Columbia students were arrested on April 18, students at NYU’s Gallatin School of Individualized Study decided to cancel a planned art festival and instead use the time to make sandwiches as jail support for their detained uptown peers. The school took photos of the students layering cold cuts on bread and posted it to Gallatin’s official Instagram. These posts not only failed to mention that the students were working in support of the pro-Palestine protesters; the caption—“making sandwiches for those in need”—implied that the undergrads might be preparing meals for, say, the homeless.

The contradictions on display at Cornell, Columbia, and NYU are not limited to the state of New York. The police response at Emory, another university that brags about its tradition of student protest, was among the most disturbing I have seen. Faculty members I spoke with at the Atlanta school, including two who had been arrested—the philosophy professor Noëlle McAfee and the English and Indigenous-studies professor Emil’ Keme—recounted harrowing scenes: a student being knocked down, an elderly woman struggling to breathe after tear-gas exposure, a colleague with welts from rubber bullets. These images sharply contrast with the university’s progressive mythmaking, a process that was in place even before 2020’s “summer of racial reckoning” sent universities scrambling to shore up their activist credentials.

In 2018, Emory’s Campus Life office partnered with students and a design studio to begin work on an exhibit celebrating the university’s history of identity-based activism. Then, not long after George Floyd’s murder, the university’s library released a series of blog posts focusing on topics including “Black Student Activism at Emory,” “Protests and Movements,” “Voting Rights and Public Policy,” and “Authors and Artists as Activists.” That same year, the university announced its new Arts and Social Justice Fellows initiative, a program that “brings Atlanta artists into Emory classrooms to help students translate their learning into creative activism in the name of social justice.” In 2021, the university put on an exhibit celebrating its 1969 protests, in which “Black students marched, demonstrated, picketed, and ‘rapped’ on those institutions affecting the lives of workers and students at Emory.” Like Cornell’s and Columbia’s, Emory’s protests seem to age like fine wine: It takes half a century before the institution begins enjoying them.

Nearly every person I talked with believed that their universities’ responses were driven by donors, alumni, politicians, or some combination thereof. They did not believe that they were grounded in serious or reasonable concerns about the physical safety of students; in fact, most felt strongly that introducing police into the equation had made things far more dangerous for both pro-Palestine protesters and pro-Israel counterprotesters. Jeremi Suri, a historian at UT Austin—who told me he is not politically aligned with the protesters—recalls pleading with both the dean of students and the mounted state troopers to call off the charge. “It was like the Russian army had come onto campus,” Suri mused. “I was out there for 45 minutes to an hour. I’m very sensitive to anti-Semitism. Nothing anti-Semitic was said.” He added: “There was no reason not to let them shout until their voices went out.”

As one experienced senior administrator at a major research university told me, the conflagration we are witnessing shows how little many university presidents understand either their campus communities or the young people who populate them. “When I saw what Columbia was doing, my immediate thought was: They have not thought about day two,” he said, laughing. “If you confront an 18-year-old activist, they don’t back down. They double down.” That’s what happened in 1968, and it’s happening again now. Early Tuesday morning, Columbia students occupied Hamilton Hall—the site of the 1968 occupation, which they rechristened Hind’s Hall in honor of a 6-year-old Palestinian girl killed in Gaza—in response to the university’s draconian handling of the protests. They explicitly tied these events to the university’s past, calling out its hypocrisy on Instagram: “This escalation is in line with the historical student movements of 1968 … which Columbia repressed then and celebrates today.” The university, for its part, responded now as it did then: Late on Tuesday, the NYPD swarmed the campus in an overnight raid that led to the arrest of dozens of students.

The students, professors, and administrators I’ve spoken with in recent days have made clear that this hypocrisy has not gone unnoticed and that the crackdown isn’t working, but making things worse. The campus resistance has expanded to include faculty and students who were originally more ambivalent about the protests and, in a number of cases, who support Israel. They are disturbed by what they rightly see as violations of free expression, the erosion of faculty governance, and the overreach of administrators. Above all, they’re fed up with the incandescent hypocrisy of institutions, hoisted with their own progressive petards, as the unstoppable force of years’ worth of self-righteous rhetoric and pseudo-radical posturing meets the immovable object of students who took them at their word.

In another video published by The Cornell Daily Sun, recorded only hours after he was suspended, Nick Wilson explained to a crowd of student protesters what had brought him to the school. “In high school, I discovered my passion, which was community organizing for a better world. I told Cornell University that’s why I wanted to be here,” he said, referencing his college essay. Then he paused for emphasis, looking around as his peers began to cheer. “And those fuckers admitted me.”

The Columbia Protesters Backed Themselves Into a Corner

Yesterday afternoon, Columbia University’s campus felt like it would in the hours before a heat wave breaks. Student protesters, nearly all of whom had wrapped their faces in keffiyehs or surgical masks, ran back and forth across the hundred or so yards between their “liberated zone”—an encampment of about 80 tents—and Hamilton Hall, which they now claimed as their “liberated building.” At midnight yesterday morning, protesters had punched out door windows and barricaded themselves inside. As I walked around, four police helicopters and a drone hovered over the campus, the sound of the blades bathing the quad below in oppressive sound.

And rhetoric grew ever angrier. Columbia University, a protester proclaimed during a talk, was “guilty of abetting genocide” and might face its own Nuremberg trials. President Minouche Shafik, another protester claimed, had licked the boots of university benefactors. Leaflets taped to benches stated: Palestine Rises; Columbia falls.

As night fell, the thunderclap came in the form of the New York Police Department, which closed off Broadway and Amsterdam Avenue and filled the roads with trucks, vans, and squad cars. Many dozens of officers slipped on riot helmets and adjusted vests. On the campus, as the end loomed, a diminutive female student with a mighty voice stood before the locked university gates and led more than 100 protesters in chants.

“No peace on stolen land,” she intoned. “We want all the land. We want all of it!”

Hearing young people mouthing such merciless rhetoric is unsettling. The protester’s words go far beyond what the Palestinian Authority demands of Israel, which is a recognition that a two-state solution is possible—that two peoples have claims to the land between the Jordan River and Mediterranean Sea. It was striking to see protesters playfully tossing down ropes from the second floor to haul up baskets filled with pizza boxes and water, even as they faced the imminent risk of expulsion from the university for breaking into Hamilton.

No one won here. Student protesters took pride in their collective revolutionary power, and yet appeared to have few leaders worthy of the term and made maximalist claims and unrealistic demands. Their call for Columbia to divest from Israel would appear to take in not just companies based in that country but any with ties to Israel, including Google and Amazon.

The protesters confronted a university where leaders seemed alternately stern and panicked. Columbia left it to police to break a siege around 9 p.m. in a surge of force, arresting dozens of protesters and crashing their way into Hamilton Hall.

The denouement was a tragedy that came accompanied by moments of low comedy, as when a student protester seemed to suggest yesterday that bloody, genocidal Columbia University must supply the students of the liberated zone and liberated building with food. “We’re saying they’re obligated to provide food for students who pay for a meal plan here,” she explained. But moments of true menace were evident, such as when some protesters decided to break into and occupy Hamilton Hall.

Rory Wilson, a senior majoring in history, had wandered over to the site early yesterday morning when he heard of the break-in. He and two friends were not fans of this protest, he told me, but they also understood the swirl of passions that led so many Arab and Muslim students to recoil at the terrible toll that Israeli bombings have inflicted on Gaza. To watch Hamilton Hall being smashed struck him as nihilistic. He and his friends stood in front of the doors.

Hundreds of protesters, masked, many dressed in black, surged around them. “They’re Zionists,” a protester said. “Run a circle around these three and move them out!.”

Dozens of masked students surrounded them and began to press and push. Were you scared?, I asked Wilson. No, he said. Then he thought about it a little more. “There was a moment when a man in a black mask grabbed my leg and tried to flip me over,” he said. “That scared me”

One more fact was striking: As a mob of hundreds of chanting students smashed windows and built a barricade by tossing dozens of chairs against the doors and reinforcing them with bicycle locks, as fights threatened to break out that could seriously harm students on either side, Wilson couldn’t see any guards or police officers anywhere around him. Two other students told me they had a similar impression. “I don’t get it,” Wilson said. “There were some legitimately bad actors. Where was the security? Where was the university?” (Columbia officials did not respond to my requests for comment.)

Less than 24 hours later university leaders would play their hand by bringing in police officers.

For more than a decade now, we’ve lived amid a highly specific form of activism, one that began with Occupy Wall Street, continued with the protests and riots that followed George Floyd’s murder in 2020, and evolved into the “autonomous zones” that protesters subsequently carved out of Seattle and Portland, Oregon. Some of the protests against prejudice and civil-liberties violations have been moving, even inspired. But in this style of activism, the anger often comes with an air of presumption—an implication that one cannot challenge, much less debate, the protesters’ writ.

Yesterday in front of Hamilton Hall—which protesters had renamed Hind’s Hall in honor of a 6-year-old girl who had been killed in Gaza—organizers of the Columbia demonstration called a press conference. But when reporters stepped forward to ask questions, they were met with stony stares and silence. At the liberated tent zone, minders—some of whom were sympathetic faculty members—kept out those seen as insufficiently sympathetic, and outright blocked reporters for Israeli outlets and Fox News.

All along, it has never been clear who speaks for the movement. Protesters claimed that those who took over Hamilton Hall were an “autonomous collective.” This elusiveness can all but neuter negotiations.

By 11 p.m., much of the work was done. The police had cleared Hamilton Hall and carted off protesters for booking. At 113th Street and Broadway, a mass of protesters, whose shouts echoed in the night, and a group of about 30 police officers peered at each other across metal barriers. One female protester harangued the cops—at least half of whom appeared to be Black, Asian-American, or Latino—by likening them to the Ku Klux Klan. Then the chants fired up again. “From the river to the sea, Palestine will be free.” There was a pause, as if protesters were searching for something more cutting. “Hey, hey, ho, ho, Zionism has got to go.”

As I left the area, I thought about how Rory Wilson responded earlier when I asked what life on campus has been like lately. The senior, who said he is Jewish on his mother’s side but not observant, had a  take that was not despairing. In polarized times, he told me, having so many Jewish and Israeli students living and attending class on a campus with Arab and Muslim students was a privilege. “Some have lost families and loved ones,” he said. “I understand their anger and suffering.”

After spending two days on the Columbia campuses during the protests, I was struck by how unusual that sentiment had become—how rarely I’d heard anyone talk of making an effort to understand the other. Maximal anger was all that lingered.
