Pete Hegseth Might Be Trump’s Most Dangerous Cabinet Pick

For a few hours, Pete Hegseth’s nomination as secretary of defense was the most disturbing act of Donald Trump’s presidential transition. Surely the Senate wouldn’t confirm an angry Fox News talking head with no serious managerial experience, best known for publicly defending war criminals, to run the largest department in the federal government. Then, in rapid succession, Trump announced appointments for Matt Gaetz, Tulsi Gabbard, and Robert F. Kennedy Jr. The appearance of these newer and even more aberrant characters, like a television show introducing a more villainous heel in its second season, muted the indignation over Hegseth.

Obscured in this flurry of shocking appointments is the fact that Hegseth’s drawbacks are not limited to his light résumé or to the sexual-assault allegation made against him. Inexperienced though he may be at managing bureaucracies, Hegseth has devoted a great deal of time to documenting his worldview, including three books published in the past four years. I spent the previous week reading them: The man who emerges from the page appears to have sunk deeply into conspiracy theories that are bizarre even by contemporary Republican standards but that have attracted strangely little attention. He considers himself to be at war with basically everybody to Trump’s left, and it is by no means clear that he means war metaphorically. He may be no less nutty than any of Trump’s more controversial nominees. And given the power he is likely to hold—command over 2 million American military personnel—he is almost certainly far more dangerous than any of them.

Hegseth began his involvement in conservative-movement politics as a Princeton undergraduate. He then joined the Army and quickly developed a profile, when not on active duty, as a budding Republican spokesperson. He testified against Elena Kagan’s appointment to the Supreme Court (on the grounds that, while dean of Harvard Law School, she had blocked military recruiters from campus in protest of Don’t Ask, Don’t Tell) and lobbied in favor of the Bush administration’s Iraq policy. As the Republican Party’s foreign-policy orientation changed radically under Donald Trump, Hegseth’s positions changed with it. But his devotion to the party remained constant. After stints running the advocacy groups Vets for Freedom and Concerned Veterans for America, and a failed Senate campaign, he finally settled at Fox News, where he joined a chorus in support of Trump.

Along the way, Hegseth has written five books. The first, extolling Teddy Roosevelt’s legacy, revolves around ideas that Hegseth has since renounced after converting to Trumpism. Another is simply a collection of war stories. The other three, all published in the past four years—American Crusade (2020), Battle for the American Mind (2022), and The War on Warriors (2024)—lay out his worldview in florid, explicit, and often terrifying detail.

A foundational tenet of Hegseth’s philosophy, apparently carrying over from his Roosevelt-worshipping era, is a belief in the traditional masculine virtues and the potential for war to inculcate them. Hegseth maintains that boys require discipline and must aspire to strength, resilience, and bravery. His preferred archetype for these virtues appears to be Pete Hegseth, whose manful exploits either on the basketball court (he played for Princeton) or the battlefield are featured in all three books.

Hegseth complains that society no longer gives veterans like him their proper measure of deference. “Being a veteran no longer demands respect of the coastal elites or reverence from large swaths of the public,” he writes—an observation that will sound strange to anybody who has ever attended a football game or listened to a speech by a politician from either party. “In previous generations, men had to find ways to salvage their honor if they didn’t get to fight in a war.” (The single strongest piece of evidence for Hegseth’s thesis—the popularity of lifelong coastal elitist, proud war-avoider, and POW-mocker Donald Trump—goes unmentioned).

Hegseth’s demand for greater respect grows out of his belief that he personally succeeded in the face of forbidding odds. “I had been an underdog my whole life,” he writes. “I persisted. I worked my ass off.” But the woke military, he complains, doesn’t reward that kind of individual merit and grit. Instead, it has grown so obsessed with diversity that it promotes unqualified minorities and allows women in combat, reducing its effectiveness and alienating hard-working, meritorious soldiers such as, well, him. He also frets that the inclusion of women in combat erodes traditional gender norms. “How do you treat women in a combat situation,” he asks, “without eroding the basic instinct of civilization and the treatment of women in the society at large?”

(The treatment of women by Hegseth specifically happens to be the subject of a recently disclosed police report detailing an alleged sexual assault of a woman at a 2017 political conference. Hegseth denies the allegation and says that the encounter, which took place while he was transitioning between his second and third wives, was consensual. He paid the alleged victim an undisclosed sum in return for her signing a nondisclosure agreement.)

One episode looms especially large in Hegseth’s mind as the embodiment of the wokification of the military and its abandonment of traditional merit. In 2021, Hegseth, an active National Guard member, wished to join the Washington, D.C., unit protecting incoming President Joe Biden’s inauguration. The National Guard, however, excluded him from the detail because he was deemed a security risk on account of a bicep tattoo of the “Deus Vult” symbol—a reference to the Crusades that is popular with some far-right activists.

The logic of the snub was straightforward. Biden’s inauguration took place in the immediate aftermath of an insurrection attempt that had included many members of the armed forces, some operating within far-right networks. But to Hegseth—who protests that the Deus Vult tattoo is simply an expression of his Christian faith, not a white-nationalist symbol—the decision was an unforgivable personal affront.

He expresses indignation at the notion that he could even be suspected of harboring radical ideas. “I fought religious extremists for over twenty years in uniform,” he writes. “Then I was accused of being one.” This is not as paradoxical as Hegseth makes it sound. Many of the people most eager to fight against extremists of one religion are extremist adherents of another religion. An example of this would be the Crusades, an episode that Hegseth highlights in American Crusade as a model to emulate.

In any case, evidence of Hegseth’s extremism does not need to be deduced by interpreting his tattoos. The proof is lying in plain sight. In his three most recent books, Hegseth puts forward a wide range of familiarly misguided ideas: vaccines are “poisonous”; climate change is a hoax (they used to warn about global cooling, you know); George Floyd died of a drug overdose and was not murdered; the Holocaust was perpetrated by “German socialists.”

Where Hegseth’s thinking begins venturing into truly odd territory is his argument, developed in Battle for the American Mind, that the entire basic design of the public education system is the product of a century-long, totally successful communist plot. Hegseth is not just hyperventilating about the 1619 Project, Howard Zinn, or other left-wing fads, as conservatives often do. Instead he argues that the entire design of the U.S. education system is a Marxist scheme with roots going back to the founding of the republic. The deist heresies of Ben Franklin and Thomas Jefferson, he writes, laid the groundwork to implant communist thought into the school system. Then, “American Progressives in the late 1800s blended the idea of Marxist government with aspects from the Social Gospel and the belief in an American national destiny in order to make Marxism more palatable to Americans.”

The nefarious plan to turn America communist involves steps that appear anodyne to the untrained eye. “Yes, our modern social sciences—like ‘political science,’ previously known as ‘politics,’ and ‘social studies,’ previously known as individual disciplines like ‘history, economics, geography and philosophy’—are byproducts of Marxist philosophy,” he writes. “Let that sink in: the manner in which we study politics, history, and economics in American schools—public and private—today is the product of Marxists. That was always the plan, and it worked.” Hegseth will no longer sit back and allow communist indoctrination to sap and impurify our precious bodily fluids.

The Marxist conspiracy has also, according to Hegseth, begun creeping into the U.S. military, the institution he is now poised to run. His most recent book calls for a straightforward political purge of military brass who had the gall to obey Democratic administrations: “Fire any general who has carried water for Obama and Biden’s extraconstitutional and agenda-driven transformation of our military.” Trump appears to be thinking along similar lines. He is reportedly working on an executive order that will fast-track the removal of officers “lacking in requisite leadership qualities” and compiling a list of officers involved in the Afghanistan retreat, who will likewise be shoved out.

To what end? Trump has already signaled his interest in two revolutionary changes to the Defense Department’s orientation. One is to legalize war crimes, or at least cease enforcement of the rules of war. The president-elect has enthusiastically endorsed the use of illegal military methods and has pardoned American soldiers who committed atrocities against detainees and unarmed civilians, following a loud campaign by Hegseth on Fox News.

In The War on Warriors, Hegseth makes plain that he considers the very idea of “rules of war” just more woke nonsense. “Modern war-fighters fight lawyers as much as we fight bad guys,” he writes. “Our enemies should get bullets, not attorneys.” He repeatedly disparages Army lawyers (“jagoffs”), even claiming that their pointless rules are “why America hasn’t won a war since World War II.” (Ideally, the secretary of defense would be familiar with historical episodes such as the Gulf War.)

Writing about his time guarding prisoners at Guantánamo Bay—where, as even the Bush administration eventually admitted, most detainees were innocent men swept up by American forces—Hegseth describes calls for due process as a stab-in-the-back against brave soldiers like himself. “The nation was dealing with legal issues (mostly led by weak-kneed, America-hating ACLU types) concerning enemy combatants, ‘international rights’ of illegal combatants, and the beginnings of extrajudicial drone attacks,” he writes. “Not to mention the debate about the ‘rights’ of assholes (I mean, ‘detainees’) at Gitmo.”

Trump’s second and even more disturbing interest in having a loyalist run the department is his enthusiasm for deploying troops to curtail and if necessary shoot domestic protesters. His first-term defense secretaries blanched at these demands. Hegseth displays every sign of sharing Trump’s impulses, but in a more theorized form.

The clearest throughline of all three books is the cross-application of Hegseth’s wartime mentality to his struggle against domestic opponents. American Crusade calls for the “categorical defeat of the Left,” with the goal of “utter annihilation,” without which “America cannot, and will not, survive.” Are the Crusades just a metaphor? Sort of, but not really: “Our American Crusade is not about literal swords, and our fight is not with guns. Yet.” (Emphasis—gulp—his).

Battle for the American Mind likewise imagines the struggle against the communist educational plot as a military problem: “We are pinned down, caught in an enemy near ambush. The enemy has the high ground, and is shooting from concealed and fortified positions.”

And The War on Warriors repeatedly urges Hegseth’s readers to treat the American left exactly like foreign combatants. Describing the military’s responsibility to the nation, he writes, “The expectation is that we will defend it against all enemies—both foreign and domestic. Not political opponents, but real enemies. (Yes, Marxists are our enemies.)” The Marxist exception swallows the “not political opponents” rule, because pretty much all of his political opponents turn out to be Marxists. These include, but are not limited to, diversity advocates (“They are Marxists … You know what they are? They’re traitors”), newspapers (“the communist Star Tribune”), and, as noted, almost anybody involved in public education.

Lest there be any ambiguity, Hegseth incessantly equates the left to wartime enemies. “They do not respect cease-fires, do not abide by the rules of warfare, and do not respect anything except total defeat of their enemy—and then total control,” he writes at one point. At another, he argues, “We should be in panic mode. Almost desperate. Willing to do anything to defeat the ‘fundamental transformation’ of the American military and end the war on our warriors.”

Hegseth’s idea of illegitimate behavior by the domestic enemy is quite expansive. Consider this passage, recalling his time advocating for the Iraq War: “While I debated these things in good faith, the Left mobilized. Electing Obama, railroading the military, pushing women in combat—readiness be damned. The left has never fought fair.” The most remarkable phrase there is “electing Obama.” Hegseth’s notion of unfair tactics used by the left includes not only enacting administrative policies that he disagrees with, but the basic act of voting for Democrats. The inability or unwillingness to distinguish between legitimate and illegitimate political opposition likely endeared Hegseth to Trump, who shares the trait.

A Defense Secretary with a tenuous grip on reality, who can’t differentiate foreign enemies from domestic political opponents, and who seems to exist in a state of permanent hysteria is a problem that the United States has never had to survive. The main question I was looking to answer when I started reading Hegseth’s collected works was whether he would follow a Trump command to shoot peaceful protesters. After having read them, I don’t think he would even wait for the order.

Washington Is Shocked

At a rally in Las Vegas in September, the reggaeton star Nicky Jam came onstage in a Make America Great Again hat and endorsed Donald Trump. “We need you. We need you back, right? We need you to be the president,” he said. But after a comedian at Trump’s rally at Madison Square Garden last month called Puerto Rico “a floating island of garbage,” the singer—whose father is Puerto Rican and who was raised partly on the island—had second thoughts.

“Never in my life did I think that a month later, a comedian was going to come to criticize my country and speak badly of my country, and therefore, I renounce any support for Donald Trump,” Nicky Jam said.

He had no right to be surprised. Trump himself had previously gone after Puerto Rico—he punished its leaders for criticizing him after Hurricane Maria, and sought to swap it for Greenland—but even if Nicky Jam had missed or forgotten that, he had to know who Trump was.

Nicky Jam was ahead of the curve. Since the election, Trump has moved swiftly to do things he’d said he’d do, and yet many people—especially his own supporters—seem stunned and dismayed. This is absurd. Surprise was perhaps merited in late 2016 and early 2017, when Trump was still an unknown quantity. But after four years as president, culminating in an attempt to erase an election he lost, Trump has demonstrated who he is. Somehow, the delusion of Trump à la carte—take the lib-owning, take the electoral wins, but pass on all of the unsavory stuff—persists.

In an article about how Trump’s transition is “shocking the Washington establishment,” Peter Baker of The New York Times writes: “Nine years after Mr. Trump began upsetting political norms, it may be easy to underestimate just how extraordinary all of this is.” He’s right that the aberrant nature of the picks may be overlooked, as I have warned, yet it is also true that the actual unpredictability of them is overestimated.

On K Street, Politico reports, health-care-industry lobbyists can’t believe that Trump has nominated Robert F. Kennedy Jr. to lead the Department of Health and Human Services. They were “expecting a more conventional pick,” even though Trump emphasized Kennedy’s “Make America Healthy Again” agenda late in the campaign, and even though Kennedy said that Trump had promised him control of HHS. To be sure, Kennedy is a shocking and disturbing pick, as Benjamin Mazer and my colleague Yasmin Tayag have recently written for The Atlantic, but his nomination should not come as a surprise—especially for people whose entire business proposition is being highly paid to advise clients on how Washington actually works. (The influence peddlers reportedly hope that senators will block Kennedy. The fact that they’re still waiting for someone else to solve their problems is further evidence of how little they’ve learned, years into the Trump era.)

Meanwhile, the New York Post, a key pillar of Rupert Murdoch’s right-wing media juggernaut, is similarly jittery about the Kennedy choice. Back when Kennedy was a thorn in President Joe Biden’s side, threatening to run against him in the Democratic primary, the Post’s editorial board was all too happy to elevate him. Now the board condemns his nomination and tells us that it came out of a meeting with him last year “thinking he’s nuts on a lot of fronts.” The columnist Michael Godwin, who beamed on November 9 that Trump’s victory “offers the promise of progress on so many fronts that it already feels like Morning in America again,” was back a week later to complain that “it’s not a close call to say” that Kennedy and Matt Gaetz, Trump’s pick for attorney general, are “unfit” for the roles.

The lobbyists and editorialists are in good company, or at least in some sort of company. On Capitol Hill, Republican senators say they are shocked by many of Trump’s Cabinet picks. Senator Susan Collins of Maine, who notoriously professed surprise when Justices Neil Gorsuch and Brett Kavanaugh voted to overturn Roe v. Wade, is “shocked” at the Gaetz nomination. Gaetz’s House Republican colleagues are “stunned and disgusted.”

Reactions to Pete Hegseth’s nomination as secretary of defense are less vitriolic, if no less baffled. “Wow,” Senator Lisa Murkowski of Alaska told NBC. “I’m just surprised, because the names that I’ve heard for secretary of defense have not included him.” Senator Bill Cassidy of Louisiana was even blunter. “Who?” he said. “I just don’t know anything about him.”

If this is true, the senators could perhaps do with some better staff work. Hegseth was a real possibility to lead the Department of Veterans Affairs in the first Trump administration; more to the point, he was a prominent figure on Fox News, which is a dominant force in the Republican Party, from whose ranks Trump has repeatedly drawn appointees.

Staffers at the affected agencies have also expressed shock and horror at the prospect of an Attorney General Gaetz, a Defense Secretary Hegseth, or a Director of National Intelligence Tulsi Gabbard.

Ordinary Americans may also be taken aback. As I reported last month, Trump critics were concerned about a “believability gap,” in which voters opposed some of Trump’s big policy ideas, sometimes quite strongly, but just didn’t trust that he would really do those things. Although they perhaps deserve more grace than the Republican officials and power brokers who are astonished, they also had ample warning about who Trump is and how he’d govern.

Throughout his presidential campaign, Trump vowed to deport undocumented immigrants en masse. He’s appointing officials such as Stephen Miller and Tom Homan who are committed to that, and yesterday morning, Trump confirmed on Truth Social a report that he would declare a national emergency and use the military to conduct mass deportations. And yet, when the roundups start in January, many people are somehow going to be taken by surprise.

We’re About to Find Out How Much Americans Like Vaccines

Robert F. Kennedy Jr., the nominee to be the next secretary of Health and Human Services, is America’s most prominent vaccine skeptic. An advocacy organization that he founded and chaired has called the nation’s declining child-immunization rates “good news,” and referred to parents’ lingering doubts about routine shots as COVID-19’s “silver lining.” Now Kennedy may soon be overseeing the cluster of federal agencies that license and recommend vaccines, as well as the multibillion-dollar program that covers the immunization of almost half the nation’s children.

Which is to say that America’s most prominent vaccine skeptic could have the power to upend, derail, or otherwise louse up a cornerstone of public health. Raising U.S. vaccination rates to where they are today took decades of investment: In 1991, for example, just 82 percent of toddlers were getting measles shots; by 2019, that number had increased to 92 percent. The first Trump administration actually presided over the historic high point for the nation’s immunization services; now the second may be focused on promoting vaccines’ alleged hidden harms. Kennedy has said that he doesn’t want to take any shots away, but even if he were to emphasize “choice,” his leadership would be a daunting test of Americans’ commitment to vaccines.

In many ways, the situation is unprecedented: No one with Kennedy’s mix of inexperience and paranoid distrust has ever held the reins at HHS. He was trained as a lawyer and has no training in biostatistics or any other research bona fides—the sorts of qualifications you’d expect from someone credibly evaluating vaccine efficacy. But the post-pandemic era has already given rise to at least one smaller-scale experiment along these lines. In Florida, vaccine policies have been overseen since 2021 by another noted skeptic of the pharmaceutical industry, State Surgeon General Joseph Ladapo. (Kennedy has likened Ladapo to Galileo—yes, the astronomer who faced down the Roman Inquisition.) Under Ladapo’s direction, the state has aggressively resisted federal guidance on COVID-19 vaccination, and its department of health has twice advised Floridians not to get mRNA-based booster shots. “These vaccines are not appropriate for use in human beings,” Ladapo declared in January. His public-health contrarianism has also started spilling over into more routine immunization practices. Last winter, during an active measles outbreak at a Florida school, Ladapo abandoned standard practice and allowed unvaccinated children to attend class. He also seemed to make a point of not recommending measles shots for any kids who might have needed them.

Jeffrey Goldhagen, a pediatrics professor at the University of Florida and the former head of the Duval County health department, believes that this vaccine skepticism has had immense costs. “The deaths and suffering of thousands and thousands of Floridians” can be linked to Ladapo’s policies, he said, particularly regarding COVID shots. But in the years since Ladapo took office, Florida did not become an instant outlier in terms of COVID vaccination numbers, nor in terms of age-adjusted rates of death from COVID. And so far at least, the state’s performance on other immunization metrics is not far off from the rest of America’s. That doesn’t mean Florida’s numbers are good: Among the state’s kindergarteners, routine-vaccination rates have dropped from 93.3 percent for the kids who entered school in the fall of 2020 to 88.1 percent in 2023, and the rate at which kids are getting nonmedical exemptions from vaccine requirements went up from 2.7 to 4.5 percent over the same period. These changes elevate the risk of further outbreaks of measles, or of other infectious diseases that could end up killing children—but they’re not unique to Ladapo’s constituents. National statistics have been moving in the same direction. (To wit: The rate of nonmedical exemptions across the U.S. has gone up by about the same proportion as Florida’s.)

All of these disturbing trends may be tied to a growing suspicion of vaccines that was brought on during COVID and fanned by right-wing influencers. Or they could be a lingering effect of the widespread lapse in health care in 2020, during which time many young children were missing doses of vaccines. (Kids who entered public school in 2023 might still be catching up.)

In any case, other vaccination rates in Florida look pretty good. Under Ladapo, the state has actually been gaining on the nation as a whole in terms of flu shots for adults and holding its own on immunization for diphtheria, tetanus, and pertussis in toddlers. Even Ladapo’s outlandish choice last winter to allow unvaccinated kids back into a school with an active measles outbreak did not lead to any further cases of disease. In short, as I noted back in February, Ladapo’s anti-vaccine activism has had few, if any, clear effects. (Ladapo did not respond when I reached out to ask why his policies might have failed to sabotage the state’s vaccination rates.)

  

If Florida’s immunization rates have been resilient, then America’s may hold up even better in the years to come. That’s because the most important vaccine policies are made at the state and local levels, Rupali Limaye, a professor and scholar of health behavior at Johns Hopkins University, told me. Each state decides whether and how to mandate vaccines to school-age children, or during a pandemic. The states and localities are then responsible for giving out (or choosing not to give out) whichever vaccines are recommended, and sometimes paid for, by the federal government.  

But the existence of vaccine-skeptical leadership in Washington, and throughout the Republican Party, could still end up putting pressure on local decision makers, she continued, and could encourage policies that support parental choice at the expense of maximizing immunization rates. As a member of the Cabinet, Kennedy would also have a platform that he’s never had before, from which he can continue to spread untruths about vaccines. “If you start to give people more of a choice, and they are exposed to disinformation and misinformation, then there is that propensity of people to make decisions that are not based on evidence,” Limaye said. (According to The New York Times, many experts say they “worry most” about this aspect of Kennedy’s leadership.)

How much will this really matter, though? The mere prominence of Kennedy’s ideas may not do much to drive down vaccination rates on its own. Noel Brewer, a behavioral scientist and public-health professor at the UNC Gillings School of Global Public Health, told me that attempts to change people’s thoughts and feelings about vaccines are often futile; research shows that talking up the value of getting shots has little impact on behavior. By the same token, one might reasonably expect that talking down the value of vaccines (as Kennedy and Ladapo are wont to do) would be wasted effort too. “It may be that having a public figure talking about this has little effect,” Brewer said.

Indeed, much has been made of Kennedy’s apparent intervention during the 2019 measles crisis in Samoa. He arrived there for a visit in the middle of that year, not long after measles immunizations had been suspended, and children’s immunization rates had plummeted. (The crisis began when two babies died from a vaccine-related medical error in 2018.) Kennedy has been linked to the deadly measles outbreak in the months that followed, but if his presence really did give succor to the local anti-vaccine movement, that movement’s broader aims were frustrated: The government declared a state of emergency that fall, and soon the measles-vaccination rate had more than doubled.

As head of HHS, though, Kennedy would have direct control over the federal programs that do the sort of work that has been necessary in Samoa, and provide access to vaccines to those who need them most. For example, he’d oversee the agencies that pay for and administer Vaccines for Children, which distributes shots to children in every state. All the experts I spoke with warned that interference with this program could have serious consequences. Other potential actions, such as demanding further safety studies of vaccines and evidence reviews, could slow down decision making and delay the introduction of new vaccines.

Kennedy would also have a chance to influence the nation’s vaccine requirements for children, as well as its safety-and-monitoring system, at the highest levels. He’d be in charge of selecting members for the Advisory Committee on Immunization Practices, which makes recommendations on vaccines that are usually adopted by the states and result in standardized insurance coverage. He’d also oversee the head of the CDC, who in turn has the authority to overrule or amend individual ACIP recommendations.

Even if he’s not inclined to squelch any determinations outright, Kennedy’s goal of giving parents latitude might play out in other ways. Brewer, who is currently a voting member of ACIP (but emphasized that he was not speaking in that capacity), said that the committee can issue several different types of rulings, some of which roughly correspond to ACIP saying that Americans should rather than may get a certain vaccine. That distinction can be very consequential, Brewer said: Shots that are made “routine” by ACIP get prioritized in doctor’s offices, for instance, while those that are subject to “shared clinical decision-making” may be held for patients who ask for them specifically. Shifting the country’s vaccination program from a should to a may regime “would destroy uptake,” Brewer told me.

Those would seem to be the stakes. The case study of vaccine-skeptical governance that we have in Florida may not look so dire—at least in the specifics. But Kennedy’s ascendancy could be something more than that: He could steer the public-health establishment off the course that it’s been on for many years, and getting back to where we are today could take more years still.

Voters Just Didn’t Believe in Biden’s Economy

The Biden administration passed $3 trillion of legislation aimed at revitalizing the American economy and fostering green, equitable, “middle-out” growth. It sent checks to voters, canceled student-loan debt, made direct deposits to parents, showered the country in tax credits, and financed the construction of roads, transmission lines, and bridges. Kamala Harris ran as Joe Biden’s successor in the midst of what some financial analysts described as the greatest economy ever, characterized by strong wage growth, low unemployment, falling inequality, and world-beating GDP.

Harris’s loss has spurred finger-pointing, soul-searching, and garment-rending. For years, thinkers on the left had urged the White House to not just talk about popular issues but also deliver on them—a concept referred to by wonks as deliverism. The Biden-Harris team embraced the idea, and many staffers believed they’d delivered.

Deliverism is just a long word for one of the most basic tenets of electoral politics, buttressed by decades of studies as well as by common sense: Make voters richer, win more of them. Why, if Biden did that, did the Democrats lose?

“When the economy does well for most households, and when programs help create security and opportunity for more people to participate in that economy, political rewards follow,” Mark Schmitt of New America wrote the week before the election, when polls showed the contest as close but likely lost for the liberal side. “What I’m looking for in the 2024 election is some indication of whether this feedback loop still works at all, and if not, whether we can ever hope to recreate some connection” between policy and politics.

Democrats may be tempted now to answer in the negative. But there is a strong case to be made that the 2024 election demonstrates that the feedback loop between policy choices and electoral outcomes does in fact endure—even if it is weakening and weirding. The issue is not that deliverism failed. It is that Democrats convinced themselves that they had delivered, without listening to the voters telling them they had not.

If you look at the headline economic statistics, Donald Trump’s broad-based and definitive win makes little sense. The jobless rate has been below 4.5 percent for three years. The inflation rate has been subdued for more than a year. Real wages—meaning wages adjusted for inflation—are climbing for all workers, and particularly the lowest-income workers. Inequality is easing. The stock market is on fire. Productivity is strong, and start-ups are booming. The United States’ GDP growth rate is double that of the European Union.

The Biden administration helped create that economy. With a narrow legislative window, the administration nevertheless passed a gigantic COVID stimulus bill, the American Rescue Plan. It sent $1,400 checks to millions of families, provided thousands of dollars to parents to defray child-care costs, and shored up local-government coffers.

Then it passed a trio of heavy-infrastructure bills aimed at reshoring the semiconductor industry, transitioning businesses and homes to green energy, and fixing up transportation infrastructure across the country. Biden staffers talked about the trio as a kind of New Deal Lite. Folks might “one day come to remember this as the Big Deal,” Pete Buttigieg, the transportation secretary and eternal political hopeful, told The New Yorker this past summer. “Its bigness is the defining factor.”

Yet one could select other defining factors, among them the infrastructure bills’ lack of easy-to-grasp deliverables. I cover economic policy. I would be hard-pressed to explain what constitutes the Big Deal without putting someone to sleep; when I summarize the legislation, I often say “green-energy stuff.” Moreover, many of those deliverables were not instantaneous; today, it is hard, though certainly not impossible, to point to projects that Bidenomics built. “Much of the work we’ve done is already being felt by the American people, but the vast majority of it will be felt over the next ten years,” Biden said on X last week.

The much bigger issue has to do with the Biden-Harris administration’s social policies and the economy it fostered. To be clear, the headline economic numbers are strong. The gains are real. The reduction in inequality is tremendous, the pickup in wage growth astonishing, particularly if you anchor your expectations to the Barack Obama years, as many Biden staffers do.

But headline economic figures have become less and less of a useful guide to how actual families are doing—something repeatedly noted by Democrats during the Obama recovery and the Trump years. Inequality may be declining, but it still skews GDP and income figures, with most gains going to the few, not the many. The obscene cost of health care saps family incomes and government coffers without making anyone feel healthier or wealthier.

During the Biden-Harris years, more granular data pointed to considerable strain. Real median household income fell relative to its pre-COVID peak. The poverty rate ticked up, as did the jobless rate. The number of Americans spending more than 30 percent of their income on rent climbed. The delinquency rate on credit cards surged, as did the share of families struggling to afford enough nutritious food, as did the rate of homelessness.

Government transfers buoyed families early in the Biden administration. But they contributed to inflation, and much of the money went away in the second half of Biden’s term. The food-stamp boost, the extended child tax credit, the big unemployment-insurance payments—each expired. And the White House never passed the permanent care-economy measures it had considered.

Interest rates were a problem too. The mortgage rate more than doubled during the Biden-Harris years, making credit-card balances, car payments, and homes unaffordable. A family purchasing a $400,000 apartment with 20 percent down would pay roughly $2,500 a month today versus $1,800 three years ago.

Indeed, the biggest problem, one that voters talked about at any given opportunity, was the unaffordability of American life. The giant run-up in inflation during the Biden administration made everything feel expensive, and the sudden jump in the cost of small-ticket, common purchases (such as fast food and groceries) highlighted how bad the country’s long-standing large-ticket, sticky costs (health care, child care, and housing) had gotten. The cost-of-living crisis became the defining issue of the campaign, and one where the incumbent Democrats’ messaging felt false and weak.

Rather than acknowledging the pain and the trade-offs and the complexity—and rather than running a candidate who could have criticized Biden’s economic plans—Democrats dissembled. They noted that inflation was a global phenomenon, as if that mattered to moms in Ohio and machinists in the Central Valley. They pushed the headline numbers. They insisted that working-class voters were better off, and ran on the threat Trump posed to democracy and rights. But were working-class voters really better off? Why wasn’t anyone listening when they said they weren’t?

A better economy might not have delivered the gains that Democrats once could have relied on. Voters do seem to be less likely to vote in their economic self-interest these days, and more likely to vote for a culturally compelling candidate. As my colleague Rogé Karma notes, lower-income white voters are flipping from the Democratic Party to the Republican Party on the basis of identitarian issues. The sharp movement of union voters to Trump seems to confirm the trend. At the same time, high-income voters are becoming bluer in order to vote their cosmopolitan values.

But I would not assume that we are in a post-material world just yet. “You got to tell people in plain, simple, straightforward language what it is you’re doing to help,” Biden said after passing his sweeping COVID rescue bill. “You have to be able to tell a story, tell the story of what you’re about to do and why it matters, because it’s going to make a difference in the lives of millions of people and in very concrete, specific ways.”

The Biden-Harris administration did make a difference in concrete, specific ways: It failed to address the cost-of-living catastrophe and had little to show for its infrastructure laws, even if it found a lot to talk about. And it dismissed voters who said they hated the pain they felt every time they had to open their wallet.

No wonder voters decided to see what Donald Trump might deliver.

The Democrats’ Senate Nightmare Is Only Beginning

Democrats in mourning over Donald Trump’s victory can comfort themselves with the fact that, if the United States follows the pattern of other democracies that elect wannabe strongmen, their party should have a very good chance to win back the White House in 2028. The same cannot be said for the United States Senate.

With very few votes left to count in last week’s election, the Republican Party appears to have flipped four Senate seats—in Pennsylvania, Ohio, West Virginia, and Montana—giving it a presumptive 53–47 majority. On the surface, that outcome may not seem dramatic, and in fact represents a fine performance for Democrats. The party had no realistic pickup opportunities this election cycle. Meanwhile, it had to defend three seats in red states and five seats in swing states. Democratic incumbents lost all the red-state races, but won four of the five purple-state contests: in Arizona, Nevada, Wisconsin, and Michigan—all states that voted for Trump.

The real problem for Democrats is that the 2024 map was only slightly harsher than usual. Going forward, every Senate election is going to be brutal. The institution is so skewed in favor of the current Republican coalition that Democrats need at least a few red-state seats to win consistent majorities. Now they have none.

The partisan divide of the 50 states is not an immutable fact of nature, but here’s how things look for the foreseeable future: 24 states are solidly red; 17 are solidly blue. Over the past three presidential cycles, only six states have swung back and forth: Pennsylvania, Michigan, Wisconsin, Georgia, Arizona, and Nevada. Throw in New Hampshire, North Carolina, and Minnesota—where Trump or Kamala Harris won by about four points or less—and America has nine purple states in total, representing 18 Senate seats. To hold the chamber, Republicans need to win just two of those seats if they control the presidency, and three if they don’t. Democrats need to sweep almost all of them. They must pitch perfect game after perfect game to have a shot at even the narrowest majorities.

And even a perfect game will not be enough in the 2026 midterms. That year’s map features just two realistic pickup opportunities: Maine and North Carolina. Democrats, meanwhile, will need to defend seats in Georgia, Michigan, New Hampshire, and Minnesota. Unless they pull off a major upset, they can at most cut the GOP majority to 51. In that best-case scenario, they will then need to flip either North Carolina or Wisconsin in 2028 without losing seats in Georgia, Pennsylvania, Nevada, Arizona, or New Hampshire. Barring any unexpected deaths or retirements, Democrats can afford to lose only one swing-seat race over the next four years to have a shot at 50 senators.

Anything short of that means that, even if a Democrat retakes the White House in 2028, that president will be immediately hamstrung. Even a narrow GOP majority will make it impossible for, say, President Josh Shapiro or Gretchen Whitmer to pass liberal legislation. They would instead, from the moment they’re sworn in, have to contend with congressional investigations, government shutdowns, and debt-ceiling hostage negotiations.

Their troubles would hardly end there. A GOP Senate majority would slow-walk or even block a Democratic president’s Cabinet nominations and personnel appointments. An administration without administrators would be unable to issue new regulations and rules. Whatever policies the administration did manage to make would then be tied up by an ever more hostile judiciary. Without control of the Senate, Democratic presidents will struggle to get nominees confirmed at even the district and circuit levels. They can forget about the Supreme Court.

Democrats have been aware of their Senate problem for years. That’s why, during the first Trump term, many liberals urged the party to prioritize scrapping the filibuster and making Washington, D.C., and Puerto Rico states as soon as it had the opportunity. But the opportunity never truly arrived, because the Democrats’ brief trifecta under Joe Biden depended on moderate senators, such as Joe Manchin and Kyrsten Sinema, who refused to entertain any such hardball tactics. Addressing the Democrats’ Senate problem legislatively would appear to require a more substantial Democratic Senate majority, which is precisely the issue.

And so, if they are to expand their options in the Senate, Democrats will have to find some way to broaden their appeal in the states where voters seem to have irrevocably abandoned them. That is not a new idea, and it is not an idea that anyone has yet figured out how to implement. But it is the only option. If Democrats don’t figure out how to compete in more states, Trump and his allies won’t need to dismantle the free press, imprison their enemies, or overturn election results to ensure perpetual GOP dominance. The basic math of the Senate will do that for them.

The Strategist Who Predicted Trump’s Multiracial Coalition

“For all his apparent divisiveness,” wrote the Republican pollster Patrick Ruffini, “Trump assembled the most diverse Republican presidential coalition in history and rode political trends that will prove significant for decades to come.” That statement neatly describes Donald Trump’s sweeping electoral victory this week. But Ruffini wrote it more than a year ago.

Even though Donald Trump lost the 2020 election, he dramatically improved his performance that year among Black and, especially, Latino voters compared with 2016. According to Ruffini’s 2023 book, Party of the People, this was no fluke. American politics was undergoing a fundamental reordering in which the old dividing lines of race and wealth were being supplanted by new ones, namely education and trust in institutions. The ties that once bound low-income and nonwhite voters to the Democratic Party, he argued, were breaking. “If this trend continues,” Ruffini wrote, “it would mean the birth of a new party system, replacing the old twentieth-century class divide between the parties.”

Then came 2024. We don’t yet have precise data on how different groups voted, but the geographic swings make certain conclusions unavoidable. Trump made gains everywhere on Tuesday, but the places where he improved the most compared with 2020 were heavily nonwhite counties that have overwhelmingly supported Democrats for decades. Miami-Dade County, which is majority-Hispanic, voted for the Republican candidate for the first time since 1988; Baldwin County, Georgia, which is 42 percent Black, went red too. In 2016, Hillary Clinton carried the 97 percent–Latino Starr County, Texas, by 60 points. In 2024, Trump won it by 16 points.

In Ruffini’s view, the Democratic Party can no longer take the votes of nonwhite Americans for granted. “I think if they want to win back some of these voters,” he told me, “Democrats need to stop presenting themselves solely as the defenders of American institutions and instead as a party committed to change.”

This interview has been condensed and edited for clarity.

Rogé Karma: On Election Day, you wrote on X that “the FDR coalition is being dismantled piece by piece and being reassembled in Donald Trump’s GOP.” That’s a pretty provocative statement. So tell me what you were actually seeing in the data on Tuesday that made you think that was happening.

Patrick Ruffini: I often cringe a little bit when this is described primarily in terms of a “racial realignment.” In many ways, it’s a racial de-alignment, because the parties are realigning on educational lines.

If you look at a place like South Texas, which is very heavily Hispanic, Democrats were winning by 50, 60 points in 2012. And now we are at a point where it’s not just trending red but objectively red. You look at a place like Miami-Dade County, Florida, obviously home to a lot of Hispanics—Trump won it by 11 points.

But I think the more interesting county to me was Osceola County, outside of Orlando, a heavily Puerto Rican community. There was obviously a lot of focus on Puerto Rican voters in the closing days of the campaign because of the joke told at Trump’s Madison Square Garden rally. But Trump actually wins that county, which is unheard of. And if you believe the exit polls, then there’s evidence that this is happening with Black voters and Asian voters as well.

So when I use the term FDR coalition, I’m referring to a lot of groups that have a lot of disparate interests. To me, that has been the character of the Democratic Party for decades. You have groups who are not necessarily ideologically aligned on everything but can all find a home in this big tent. And you’re seeing that more and more in the Republican Party now. Since 2016, educated white voters have shifted left but every other group has shifted right. That was only enough for a near win for Trump in 2020, but this time it was enough for a popular majority in the country.

Karma: The data here are still preliminary, but let’s say you’re right and we are indeed experiencing this racial depolarization. I think the big question is why. One way of viewing it, as you do, is as a continuation of this broader educational realignment in our politics. But another way of looking at it is we’re in the midst of a global anti-incumbent backlash. Ruling parties in countries all over the world are losing left and right, mostly driven by what you once described to me as a “post-COVID inflationary malaise.”

[Rogé Karma: Age isn’t Biden’s only problem]

Ruffini: I think you’re completely right. Absolutely this was an election about the economy. Absolutely it was a change election. But underlying it is a divide in the electorate that has been building for a while now.

I’m not even sure I’d describe it as strictly educational sorting. What happened in 2020—and I think what we’ll continue to see in 2024—is an ideological sorting. Lots of nonwhite voters identify ideologically as conservatives but historically have tended to vote for Democrats anyway. That started to change in 2020. You had data suggesting that Hispanic conservatives, Asian American conservatives, Black conservatives moved by about 35 to 40 points toward Trump. I think that tells us that politics is sorting on an ideological axis.

And I think the reason that’s happening is because the forces that have long kept certain racial and racial-identity groups within the Democratic fold are no longer binding them to the Democratic Party. I think you have large numbers of folks in these groups who are temperamentally not on board with what they perceive to be the race-and-gender identity politics of the left. And that’s very problematic, potentially, for Democrats.

Karma: This is one of the big themes of your book: Democrats have alienated working-class voters of color by moving far too far to the left on issues around race and gender identity. But it seems to me that Democrats really learned their lesson from 2020. Kamala Harris ran way to the right on immigration. She talked about the importance of having a strong military. She played up her background as a prosecutor. She hardly mentioned race. And yet we saw even bigger shifts than we did in 2020. How do you explain that?

Ruffini: Harris ran a very clinically competent campaign. Speaking as a Republican, I was pretty concerned that she was going to successfully erase the taint associated with the Biden policies. I think it was clear she was trying to pivot the party in a more moderate direction on these issues.

But as the campaign wore on, she was unable to articulate how she would be different from Biden. And Trump got more and more effective at painting her as an extremist. He ran ads saying things like “Kamala is for they/them. President Trump is for you,” in the voice of a Black man. Sometimes campaigns are not just about what you say about yourself. Campaigns are about how the opposition is able to define you.

The big problem for Democrats is there’s a powerful lingering perception that they are too progressive on some of these issues. And I don’t think anything short of an act of full-on repudiation is going to change that. Some kind of decisive action to distance themselves from that agenda—a kind of modern Sister Souljah moment. And Harris didn’t have any of those.

Karma: I’m interested in what you think that kind of moment would look or sound like. Because one critique I think you could make of her campaign is that you can take moderate positions all you want, but what really tells voters you are serious is when you pick fights with your own side. And she didn’t really do that. She wasn’t getting in fights with the immigration groups or the racial-justice groups. And in areas where she did get into fights, like the corporate-price-gouging proposal, she pretty quickly backed down.

Ruffini: I would put it almost exactly in those terms, because obviously conflict and controversy can be incredibly clarifying for voters. When the differences are subtle, voters are not necessarily going to get the message.

Karma: But there is an area where the difference between the parties isn’t so subtle, and that’s on economics. Nonwhite voters are much more likely to vote their material interests and prioritize economic issues. And when you look at where the two parties stand on those issues, Democrats have embraced a very progressive, redistributive economic agenda. That’s included these huge investments in clean-energy and manufacturing jobs. Lowering prescription-drug prices. Expanding the child tax credit in a way that slashes child poverty. Meanwhile, Trump has sort of gone in the other direction: He’s promising huge corporate-tax cuts and joking with Elon Musk about firing striking workers. Wouldn’t you think that kind of difference would make working-class voters more likely to vote Democratic, not less?

[Rogé Karma: Trump isn’t even pretending anymore]

Ruffini: It’s true that nonwhite working-class voters in general are much more materialist. I simply just don’t think that those policies that you mentioned actually register in the same way as the underlying state of the economy. Maybe sometime down the road these things will bear fruit and Democrats will get credit for these programs. But the economic issue that matters most for voters right now is inflation. And that’s poisonous for the Democratic Party.

Karma: We’ve really only seen this shift among nonwhite voters in the past two election cycles. How much of this is a product of just Donald Trump himself? And would these same shifts still hold in a future where a non-Trump figure was at the top of the Republican ticket?

Ruffini: That’s the big question, because I think, in many ways, Trump ran the perfect campaign that was optimized to exactly this coalition.

Karma: Okay, I have to stop you there. Because, if anything, I think the liberal perspective is that Trump ran a way more unhinged campaign. A way more dark, xenophobic campaign. Alongside some super gimmicky things like serving french fries at McDonald’s. So what about his campaign do you think was so good at breaking through?

Ruffini: In response to the McDonald’s thing, you had some Democrats saying, “That’s crazy. That looks weird. The garbage-truck thing backfired.” But that’s the opposite of how it played. Trump was masterful in this election at crafting these images and these contrasts between him and Kamala Harris, where she was very cautious and scripted. And you’ve got that versus somebody like Trump, who is able to go on Joe Rogan and mix it up and just shoot from the hip for hours.

Look, elections are not clinical exercises of people evaluating competing sets of policy proposals and making rational decisions. They are, in a sense, popularity contests and image-making contests. And something remarkable Trump did was, through the Musk endorsement and the podcast appearances and the UFC matches, he was able to bootstrap his own version of pop culture. And he was able to project that forward as something that voters in his target groups could gravitate toward.

I think that was fundamental. And I think that very few Republicans or Democrats understand how to do it well.

Karma: What advice would you give to Democrats who are dismayed by this election, by the fact that they’re losing so many of their core voters, and want to reverse that trend?

Ruffini: I think the thing they can do to best respond to it is take a page out of Bill Clinton’s playbook. On the one hand, he openly repudiated some of the toxic tendencies within the party. But I think fundamentally what he did was, he was able to address himself as a change agent. People outside the political system don’t like Washington. And I think, unfortunately for the Democrats, their position right now, especially on these issues of democracy and upholding institutional norms, is just completely the opposite temperamentally of where most Americans are when it comes to institutions in Washington, D.C., and Beltway politics.

Karma: Say more on that. It seems pretty clear that at its core, the college-versus-noncollege divide is really a high-trust-versus-low-trust-in-institutions divide. Why are Democrats losing those low-trust voters, and can they do anything about it?

Ruffini: I understand why Democrats are so focused on the need to preserve democracy. Obviously, that’s a message a lot of people can agree with. But think about somebody who is disaffected, angry, who dislikes everything about traditional politics. When they hear that, they immediately think that this is a pro-system party. That this is a party that doesn’t share the dislike and distrust they have—maybe not of institutions generally but of Washington, D.C., in particular. And so I think it was a big mistake for Kamala, in the final days of her campaign, to pivot back to defending democracy with Liz Cheney at her rallies.

Barack Obama was a change candidate. Bill Clinton was a change candidate. I think if they want to win back some of these voters, Democrats need to stop presenting themselves solely as the defenders of American institutions and instead as a party committed to change.

An Uncertain Future Beat an Unacceptable Present

Donald Trump’s decisive victory may proclaim an unpredictable new era for American government and society, but it also reaffirmed an enduring political truth: It is virtually impossible for the incumbent president’s party to hold the White House when Americans are discontented with that president’s performance.

Americans provided Trump with a sweeping victory after a campaign in which he had darkly promised “retribution” against a long list of enemies and offered an agenda centered on mass deportation of undocumented immigrants. Trump seems within reach of winning the popular vote, becoming the first Republican to do so since 2004. Republicans, exulting in winning at least three Senate seats as well as the White House, instantly called the magnitude of the victory “a mandate”—and Trump seems sure to treat it as a license to pursue his most aggressive ideas.

Vice President Kamala Harris and her team, recognizing the threat of widespread disillusionment with President Joe Biden, tried to transform the Democratic campaign from a retrospective referendum on the performance of the administration in which she served into a prospective choice about the agenda and style of leadership she and Trump would bring to the next four years. Ultimately, she could not overcome the widespread unhappiness over the country’s current conditions. Biden’s approval rating among voters never exceeded 43 percent in any of the major swing states, according to exit polls. At least 55 percent of voters in each of those states said that they disapproved of Biden’s performance, and Trump typically won four-fifths or more of them.

Overall, despite any expectation to the contrary, the gender gap was not especially large. Harris’s inability to amass a greater advantage among women likely reflected the fact that they were at least as dissatisfied with the economy and Biden’s performance as men were, according to exit polls. Just 44 percent of women in exit polls said they approved of Biden’s performance, and nearly seven in 10 described the economy in negative terms—a view even more emphatic than the one men expressed.

Disapproval of Biden’s record and disaffection over the economy proved a headwind that Harris could not overcome. Exit polls showed that Americans remained concerned about the possible excesses of a second Trump presidency. But in their deep frustration over current conditions, they placed less weight on those worries.

As Doug Sosnik, the top White House political adviser to Bill Clinton, wrote in an email yesterday: “The 2024 election marks the biggest shift to the right in our country since Ronald Reagan’s victory in 1980.” The New York Times calculated that nine in 10 U.S. counties moved at least somewhat toward Trump in this cycle. A striking sign of that change was his dramatic improvement in big urban centers with large populations of Black and/or Latino voters, including the counties encompassing Philadelphia, Detroit, and Las Vegas. But Trump also improved (compared with 2020) in communities dominated by working-class white voters, such as Macomb in Michigan, Luzerne in Pennsylvania, and Kenosha and the small cities around Green Bay in Wisconsin.

Harris maintained the Democratic hold on the prosperous, well-educated inner suburbs around major cities. But in most of them, her party’s margins declined relative to its 2020 results. She slipped just slightly in predominantly white-collar areas such as Montgomery and Delaware Counties outside Philadelphia, and Oakland outside Detroit, and failed to improve on Biden’s deficit in Waukesha, around Milwaukee. The result was that in Michigan, Pennsylvania, and Wisconsin, Harris’s margins in these big suburbs were closer to Hillary Clinton’s in 2016 than Biden’s in 2020. That wasn’t enough to withstand what I’ve called the “pincer” move of Trump’s concurrent gains in the smaller, mostly white, blue-collar places and the much more diverse urban cores.

The geographic pattern of actual vote tallies for Trump captured the magnitude of the red shift more vividly than the two major surveys that try to measure voters’ behavior for media organizations: the exit polls conducted by Edison Research and the VoteCast survey done by NORC. Neither found any increase from 2020 in the national level of support for Trump among white voters; nor did the exit polls show more than minimal improvement for him among white voters in the Rust Belt states. The exit polls recorded modest improvements for Trump among Black voters, with his gains coming entirely from men, and a big improvement among Latinos. (VoteCast found solid advances for Trump among both Black and Latino voters.) In each survey, Trump made his most dramatic gains with Latino men but scored notable improvements among Latina women as well. Young voters, in both data sets, moved notably toward Trump as well.

The exit polls showed Harris winning women (of all races) by eight percentage points and losing men by 13 points. The VoteCast study similarly showed Harris winning women by seven points and Trump winning men by 10 percentage points. At that level, Harris’s lead with women was much smaller than Biden’s in 2020, and even smaller than Clinton’s advantage in 2016.

The story on the economy was similar. Two-thirds of voters in the national exit polls described the economy as only fair or poor; roughly that many expressed negative views in each of the three former “Blue Wall” states and Arizona, with discontent rising to about seven in 10 in North Carolina and Nevada, and beyond that in Georgia. Solid majorities of those economically discontented voters backed Trump in each state. So did a big majority of the roughly 45 percent of voters who said they were worse off than four years ago.

Harris did win handsomely among those who said they were better off, but they constituted just one in four voters. She also won the narrow backing of those who said their condition was unchanged. But none of that was enough to overcome Trump’s preponderant advantage among those who thought their condition had deteriorated under Biden.

Working-class voters without a college degree—many of them living paycheck to paycheck—were especially down on the economy. More than three-fourths of white voters without a college degree nationwide described the economy in negative terms—as did seven in 10 Latino voters. (An even more telling eight in 10 Latinos did so in the Sun Belt swing state of Nevada.)

The issues that Harris and the Democrats had hoped would offset economic discontent simply did not have enough bite. Two-thirds of voters in the national exit polls said that abortion should be legal in all or most circumstances, but about three in 10 of those voters supported Trump anyway. More than a quarter of women nationwide who supported legal abortion backed Trump.

The muting of the abortion issue was especially dramatic in the former Blue Wall states that ultimately settled Harris’s fate. In 2022, the first election after the Supreme Court rescinded the constitutional right to abortion, Democratic gubernatorial candidates Gretchen Whitmer in Michigan and Josh Shapiro in Pennsylvania each won about four-fifths of voters who supported legal abortion, while Tony Evers in Wisconsin carried about three-fourths of them. But, in a crucial erosion of that pro-choice support, Harris won only about two-thirds of those voters in Michigan and Wisconsin and about seven in 10 in Pennsylvania. A much smaller share of voters in each state said abortion should be illegal most of the time, but Trump won about nine in 10 of those.

Harris did not entirely fail at raising alarms about Trump. In the national exit polls, 54 percent of voters agreed that Trump was “too extreme.” But about one in nine voters who viewed Trump as too extreme voted for him anyway—a striking measure of their willingness to risk an uncertain future over an unacceptable present. Likewise, in the VoteCast survey, 55 percent of voters said they were very or somewhat concerned that Trump would steer the U.S. in a more authoritarian direction; yet nearly one in six of those voters supported him.

“I think that Trump has been helped by this sense that things are careening out of control at home and abroad, and it makes people more willing to contemplate the smack of authority,” William Galston, a senior fellow at the center-left Brookings Institution, told me.

Jackie Payne, the founder and executive director of Galvanize Action, which studies moderate white women, told me that according to her research, many female voters who believed Trump would improve their economic situation simply brushed aside rhetoric and proposals from him that they found troubling. “They were choosing to believe a vision of him that was aligned with what they wanted to get out of him—a strong economy—and they were absolutely discounting anything that felt extreme as disinformation or hyperbole, even if he said he would do it,” she said.

Voters around the world have reached similar judgments this year in the aftermath of the inflation that followed the coronavirus pandemic: As a Financial Times analyst pointed out this week, incumbent parties have lost ground, or lost power altogether, in all 10 major democracies that held elections in 2024. The priority voters gave to current economic conditions in their decision making followed a long U.S. tradition too. Incumbent presidents with low public-approval ratings almost never win reelection—as Jimmy Carter in 1980, George H. W. Bush in 1992, and Trump himself in 2020 demonstrated. The similar but less discussed scenario is the difficulty facing a party seeking to hold the White House even when its unpopular president isn’t running. That applied when Harry Truman in 1952, Lyndon B. Johnson in 1968, and George W. Bush in 2008 were off the ballot; their party lost the race to replace them in each case. Biden now joins that dour procession.

But the most apt precedent for this election may be 1980. Laboring under widespread discontent, including over a raging bout of inflation, Carter tried to use his campaign to shift attention to the risks he said his right-wing rival, Ronald Reagan, represented, with some success: Doubts about Reagan did keep Carter close in the polls. But in the campaign’s final days, voters decided that continuity with Carter represented a greater risk than change with Reagan—and flocked to the challenger in crushing numbers.

Voters were willing to take an even greater leap this time. Trump made almost no accommodation for voters uneasy about him. Instead, he intensified his false accusations, inflammatory racist rhetoric, and profane personal attacks. Trump has surrounded himself with extreme figures who promise a revolution in government and society.

His senior immigration advisers have promoted plans for a militarized mass-deportation operation, complete with internment camps, and the possible removal of U.S.-citizen children of undocumented adults. His party is likely to control both chambers of Congress—and in any case, the president has broad unilateral authority to set immigration policy, as well as to impose the large tariffs Trump has pledged. The Supreme Court’s conservative majority has already rendered him virtually immune to criminal prosecution for any action he takes as president. Trump is returning to the White House unbound.

Reagan’s victory in 1980 solidified a realignment in American politics that began under his Republican predecessor, Richard Nixon. Reagan cemented working-class white voters into the conservative movement’s electoral coalition—both white southern evangelical Christians and northern industrial workers in places such as Michigan’s Macomb County—who became lastingly known as “Reagan Democrats.” Those voters remain a cornerstone GOP constituency: Even four-plus decades later, they were the two groups that supported Trump in the largest numbers on Tuesday.

Many Republicans believe that Trump now has the chance to secure an equally significant shift in the party allegiance of Black men and Latino voters of both genders, who voted for him in historic numbers this week. That opportunity surely exists. But realizing it in a lasting way will require Trump and the Republican Party to maintain the support of millions of voters of color and justify their faith in him on the economy over any concern about policies such as mass deportation and more aggressive law enforcement.

Now those communities, along with all of the other Americans disappointed in Biden over the past four years, will learn whether Trump can deliver the economic benefits he promised without plunging the country into deeper acrimony.

Trump Won. So Did Abortion Rights.

The morning after the election, a second result emerged beside the blindingly obvious one that Donald Trump will once again be president of the United States: In some places, abortion rights remained a winning issue.

Ballot measures to expand abortion access passed in seven states, including Missouri, Arizona, and Montana, three places that Trump won. Previous polling and election outcomes had shown that most Americans support abortion rights. Less clear was how they’d behave with Trump on the ballot. The issue of abortion may have shed its partisan salience—just not in a way that helped Kamala Harris and other Democrats. Abortion access “is becoming less partisan, ironically, in the sense that Republicans and independents are more likely to support abortion rights,” Mary Ziegler, a law professor at UC Davis and an Atlantic contributor, told me, “while not translating that into support for Democratic candidates.”

For Democrats and abortion-rights activists, last night’s referendums were glittering pinpricks of light in an otherwise long, dark night of defeats. The White House—gone; control of the Senate—gone; the House of Representatives—clearly leaning Republican. Missouri, which went for Trump by 18 percent and had one of the strictest abortion bans in America, voted 52 to 48 percent to establish a constitutional guarantee to the “fundamental right to reproductive freedom.” Similar measures passed in Arizona and Montana, by 23 and 15 points so far, respectively. Four other states—Nevada, Maryland, New York, and Colorado—passed their own abortion measures, though these were less politically revealing, given the existing abortion-rights protections there.

Not all the news was rosy for abortion-rights activists. Ballot measures failed in Nebraska by 2.6 points and in South Dakota by 17. Different reasons might account for those losses, Ziegler said. Nebraska had two abortion referendums on the ballot, each proposing contrary changes to state law, which could easily have confused voters. In Florida, a large majority of voters did support an effort to overturn the state’s six-week abortion ban—but it fell a few points short of the 60 percent needed to pass.

Those three state results were the biggest wins the anti-abortion movement has achieved since the Supreme Court’s Dobbs decision overturned Roe v. Wade in 2022. Expect to hear this example touted more widely, Ziegler said. “Activists will take that to Republicans and say, ‘Hey, you don’t need to be afraid of being pro-life. You can take aggressive positions,’” she told me. “This should be a huge encouragement to the pro-life movement,” the conservative political commentator Matt Walsh wrote on X yesterday afternoon. “We have a lot of work to do. But the people are on our side.”

That would be an overstatement, based on last night’s results. Harris had worked to make abortion rights a strong campaign issue—though not enough, evidently, to carry her party to victory. But abortion-rights groups achieved victories in spite of the Democrats’ failed presidential efforts. Several factors are involved: Abortion access is popular. And Trump, through his chaotic and confusing abortion tightrope walk, may have successfully neutralized the issue for now, for his voters: assuring enough pro-choice voters that he would protect their reproductive rights, while hanging on to pro-life base voters who want him to further restrict abortion access. “Trump created this possibility of being all things to all people,” Ziegler told me.

But when you’re president, you have to pick. A near future in which Trump continues to downplay any talk of restricting abortion and focuses instead on issues that do not divide his voter coalition, such as immigration, is easy to imagine. “And then there’s a scenario where he doesn’t, and the partisan divide springs back as ever,” Ziegler said. If that happens, then what the anti-abortion movement will be demanding from a second Trump administration is immediate executive action to restrict abortion. That could mean appointments of committed anti-abortion officials to important Cabinet positions—former Texas solicitor general Jonathan Mitchell for attorney general, say, or Heritage Foundation adviser Roger Severino as the head of the Department of Health and Human Services. It could also involve a reinterpretation of the Comstock Act, which could see abortion banned across the country de facto, without any congressional legislative action at all.

The anti-abortion movement may not be successful in these maneuvers. Little suggests, right now, that Trump is interested in cementing his legacy as the most pro-life president in history. But the one thing Americans can almost certainly count on is a slew of new anti-abortion judges appointed to the federal courts. Conservative groups are already floating favored names—such as the Fifth Circuit’s James Ho and Kristen Waggoner, the chief executive of the pro-life group Alliance Defending Freedom—for the Supreme Court. With a Republican Senate, these could be easy appointments. “That may be how Trump has his cake and eats it too,” Ziegler said. “Put conservatives on the courts, and their decisions may not happen until years after he’s no longer in office.”

After last night, abortion-rights activists can take a measure of comfort in the confirmation that their position is still popular. But cutting against that is the fact that abortion rights are no cure-all for Democrats—especially when the leader of the Republican Party has apparently managed to detoxify the issue.

There Is No Constitutional Mandate for Fascism

Former President Donald Trump won a sweeping victory in the Electoral College, four years after executing multiple schemes to overthrow an election he lost and seize power by force, and months after being convicted of state crimes in New York. He ran a race of slander and lies against immigrants and his political opponents, vowing to seize dictatorial powers in a campaign of vengeance.  

But he won. When all the votes are counted, he may not have won the popular vote, but he will have won a decisive victory in the Electoral College nonetheless. Behind him are Republican Party apparatchiks who see the devotion of Trump’s followers as a vehicle for their most extreme ideological schemes, including national bans on abortion, a mass deportation that could wreck the economy and subject Americans of any immigration status to invasive state scrutiny and force, and an immense distribution of income upward. The Democrats’ reward for steering the economy out of the post-pandemic economic crisis will be watching their opponent claim credit for the prosperity that their work created—an economy unencumbered by inflation and the high interest rates once needed to tame it. If Trump seems popular now, he will likely be much more popular in a year.

Trump will claim a popular mandate for everything he does. He did that when he eked out a narrow Electoral College victory in 2016, and he will do it now. But there is no constitutional mandate for authoritarianism. No matter what the Roberts Supreme Court says, the president is not a king, and he is not entitled to ignore the law in order to do whatever he pleases.

Americans cannot vote themselves into a dictatorship any more than you as an individual can sell yourself into slavery. The restraints of the Constitution protect the American people from the unscrupulous designs of whatever lawless people might take the reins of their government, and that does not change simply because Trump believes that those restraints need not be respected by him. The Constitution does not allow a president to be a “dictator on day one,” or on any other day. The presidency will give Trump and his cronies the power to do many awful things. But that power does not make them moral or correct.

The Trump administration’s record of union busting, repealing workplace regulations, and cutting the welfare state to enrich the already wealthy will have few obstacles. The coterie of extremists that surrounds Trump has a radical conception of what America should be that includes suppressing the speech and expression of their political opponents; a racial hierarchy entitled to legal protection and enforcement; a society in which women’s bodies are treated as state property and LGBTQ people have few rights that others need respect. They will have a willing partner in an already extreme-right Supreme Court, which will be emboldened to enable this agenda of discrimination, deportation, and domination, using a fictionalized historical jurisprudence to justify it.

The Biden administration sought to bring down the temperature of the Trump era by offering aid to families, revitalizing American manufacturing, and easing inflation without increasing unemployment. That politics brought them few rewards, and the Democrats are unlikely to pursue such an agenda again, if they ever return to power. Trump has expressed admiration for nationalist strongmen such as Hungary’s Viktor Orbán, who holds power in a country that still has elections but where there is little chance of the opposition succeeding, because both the state and social levers of power are under the purview of one man. The Trump entourage will return with more detailed plans for authoritarian governance; perhaps the only guardrail they now face is that they prize loyalty over genuine expertise. But fewer people will be willing to stand up to Trump than last time.

I believe that, as in previous eras when the authoritarian strain in American politics was ascendant, the time will come when Americans will have to face the question of why democracy was so meaningless to them that they chose a man who tried to overthrow their government to lead it. They’ll have to decide why someone who slandered blameless immigrants as pet-eating savages and vowed to deport them for the crime of working hard and contributing to their community, something conservatives claim they want from newcomers, should lead a nation where all are supposed to be created equal. They’ll have to determine why a country conceived in liberty would hand power to the person most responsible for subjecting women to state control over their bodies, to the point of treating them as mere reproductive vessels not worth saving until they are bleeding out in an emergency room.

Millions of Americans are already asking themselves these questions this morning. All of the potential answers are disquieting. Choosing Trump in 2016, prior to everything he did as president, was frightening enough. Choosing him in full knowledge of how he would govern is worse. But there is no sunset on the right and duty of self-determination; there are no final victories in a democracy. Americans must continue to ensure that they live in one.
