This Is What Happens When the DOGE Guys Take Over

They arrived casually dressed and extremely confident—a self-styled super force of bureaucratic disrupters, mostly young men with engineering backgrounds on a mission from the president of the United States, under the command of the world’s wealthiest online troll.

On February 7, five Department of Government Efficiency representatives made it to the fourth floor of the Consumer Financial Protection Bureau headquarters, where the executive suites are located. They were interrupted while trying the handles of locked office doors.

“Hey, can I help you?” asked an employee of the agency that was soon to be forced into bureaucratic limbo. The DOGE crew offered no clear answer.

Nearby, a frazzled IT staffer was rushing past, attempting to find a way to carry out the bidding of the newcomers.

“Are you okay?” an onlooker asked.

“This is not normal,” the staffer replied.

Similar Trump-administration teams had moved into the U.S. Agency for International Development the previous weekend to, as DOGE leader Elon Musk later wrote on his social network, feed the $40 billion operation “into the woodchipper.” A memo barred employees from returning to the headquarters building but made no mention of the other USAID offices, allowing some civil servants one last look at their desk before the guidance was revised.

“Books were open, and things had been riffled through,” one USAID staffer told us.

A second USAID employee said she had the same experience, finding signs “of activity overnight.” Her brochures and folders had been moved around. Panera cookie wrappers were left on her desk and in the trash can nearby, she said.

“It’s like the panopticon,” one USAID contractor told us, recalling a prison designed to let an unseen guard keep watch over its inhabitants. “There’s a sense that Elon Musk, through DOGE, is always watching. It has created a big sense of fear.”

The contractor said that she had placed her government laptop in her closet at home, underneath a pile of clothes, in case DOGE was using it to listen to her private conversations. She said that other colleagues were so paranoid, they had discussed stowing their laptop in their refrigerator.

Over at the Department of Education, the new strike force invited sympathetic witnesses to cheer their arrival. Christopher Rufo, a conservative activist who had been appointed by Florida Governor Ron DeSantis as trustee of a Florida college, posted photos like a soldier on the front: the door of the building, a picture of the secretary of education’s office. “Such a cool vibe right now,” he wrote. “And everyone is waiting for the opening moves.”

Donald Trump wanted to act fast upon his return to power. He was determined to fundamentally change the institutions that so effectively constrained him during his first term. “I am your retribution,” he had promised on the campaign trail. This time he would be seemingly everywhere at once, the only public notice coming in unverified claims made by social-media accounts overseen by Musk and through leaks by the workforce that bore the brunt of the assault.

Undefined and hard to track, DOGE has claimed to be a new government department but operates more as a disembodied specter. Some of its emissaries, including Musk, have insisted they don’t work for DOGE at all, but for the White House directly as “special government employees.” Much of the cost savings that Musk has touted as DOGE victories on social media have been carried out by other appointees.

Over the first month of Trump’s new term, patterns have nonetheless emerged as a small crew of Musk’s young technologists worked their way through the federal workforce. This new unit has trained its initial attention on the key punchers who make the government work, executing Musk’s belief that by controlling the computers, one could control the entire federal bureaucracy. They’ve mapped systems, reworked communication networks, and figured out the choke points. Instead of taking command of the existing workforce, Trump’s new team has pressured them to disperse, firing those who were probationary, offering buyouts to others, and subjecting many others to 15-minute interviews in what many felt were juvenile tests of their worth.

The full impact of the blitz will not be known for months, when the courts and Congress decide where to push back—if at all. But the scale and speed of the transformation now taking place across the executive branch is likely to leave a deep mark. The civil service is built on the caution that comes from layers of rules, with the knowledge that the American people directly depend on the services provided. Reliability, however creaky, is typically paramount. Musk’s broader operation started from the opposite premise: Radical action was the only responsible course. The improperly fired could be rehired. The confusing memo could be withdrawn and replaced. The courts might overturn their actions, but that is a problem for another day. Make change happen, and rebuild the smashed shards later, if necessary.

This story is based on interviews with more than 25 current and former government workers, most of whom requested anonymity to avoid retribution or public targeting. They told the story of a chaotic few weeks when DOGE and its allies infiltrated their offices, with an endgame that is still being written. The first month of Trump’s second term may be the start of a government transformation on par with Franklin D. Roosevelt’s New Deal, fundamentally remaking the powers of the president under the emerging authority of digital data systems. Or it could be the start of a constitutional crisis and the fracturing of the government systems upon which Americans rely.

The White House maintains that the DOGE transformation is being done securely, in full compliance with the law. “DOGE has fully integrated into the federal government to cut waste, fraud, and abuse,” Karoline Leavitt, the White House press secretary, told us in a statement. “Rogue bureaucrats and activist judges attempting to undermine this effort are only subverting the will of the American people, and their obstructionist efforts will fail.”

Pushback within the government has already started to emerge. A top GSA engineer resigned this week when faced with orders to turn over root access to Notify.gov, the system that government agencies use to send text messages to citizens, because the file contained personal information, according to an internal message we obtained.

Outside observers have been watching with increasing anxiety, worried that the rush for change and the blunt-force methods will break something important that will hurt people who need services and take years to put back together.

“You are controlling technology pipelines, which is the modern-day equivalent of blocking the highway. You are controlling any in and out flow,” Ayushi Roy, a former technologist at the General Services Administration who now teaches digital government at the Harvard Kennedy School, told us. “You have to know where the breaker is and what the right order of switches is to turn the thing back on. I don’t know that they know where all the breakers and the mains are for this house yet, and they are letting go of all the people who do know.”

Democrats like to call him “President Musk”—following polling that shows the world’s richest man is less popular than Trump, and holds powers that make even one in five Republican voters disapprove. But White House officials, who lionize Trump for a living, dismiss the attack as a fundamental misunderstanding.

Musk is not the architect of the plan, they say, but its executor. Conservatives spent decades fantasizing about shrinking government down to the size it could be drowned in the bathtub. Musk’s big innovation is finding ways to get that done.

Russell Vought, a co-author of Project 2025 and the new director of the Office of Management and Budget, laid out the mission shortly after the election, back when Musk was still getting used to his guesthouse at Trump’s private Mar-a-Lago club. Vought called for a return to a pre-Watergate mindset—“a radical constitutional perspective to be able to dismantle that bureaucracy in their power centers.” There would be three prongs of the attack, he told Tucker Carlson during a November 18 podcast.

First, “the whole notion of an independent agency should be thrown out,” Vought said, giving the president complete control of the executive branch to impose his will. Second, the courts must be provoked to smash the idea that Congress directs spending. “Congress gets to set the ceiling. You can’t spend without a congressional appropriation, but you weren’t ever meant to be forced to spend it,” Vought said, dismissing the 1974 Impoundment Control Act, which basically decrees the opposite. Third, the protections of the civil service must end, making nearly all of the federal workforce at-will employees.

This is where Musk entered under the banner of cost reduction, a useful side effect of the larger project. His major contribution, repeated to Trump and his advisers down at Mar-a-Lago, was to reject thinking about government as a lawyer would—a collection of institutions bound by norms, laws, and rules, and controlled by policy and decree. The bureaucracy does not easily bend to white papers. “The government runs on computers” soon became a mantra repeated by Trump’s advisers, who found themselves in awe of his enthusiasm and speed, even as they expressed annoyance at having to constantly clean up his messes, according to two people familiar with the discussions.

Musk began wearing a T-shirt around the White House that said Tech Support to drive home the point. “One of the biggest functions of the DOGE team is just making sure that the presidential executive orders are actually carried out,” Musk told Fox News in a joint interview with Trump on Tuesday.

His team focused on accessing the terminals, uncovering the button pushers, and taking control.

“He is kind of going after the nerve center of government,” said Amanda Ballantyne, the director of the Technology Institute at the AFL-CIO. “It looks like he’s using data and IT systems as a backdoor way to gain considerable discretionary power without normal, legal oversight.”

Musk recruited loyalists. They started with the data sets, the programs deep in the bowels of the government. They abided by no official hierarchy, and many of his employees worked out of a large conference room in the Eisenhower Executive Office Building, their backpacks strewn about. Steve Davis, DOGE’s unofficial chief operating officer, was a former SpaceX engineer who once owned Mr. Yogato, a D.C. frozen-yogurt shop where customers could win discounts by singing a song.

The targets of DOGE takeovers were often among the most obscure outposts of the federal government. But each had something that Musk’s allies needed. In previous changes of government, the employees of the Bureau of Fiscal Service, the paymaster of the federal government, had waited months for the new administration to even discover their existence. Now they found themselves fielding questions from Musk’s team during the transition about how things worked.

The General Services Administration, long thought of as the government’s landlord, took on new importance as the repository of massive data sets—about grants, contracts, even the personal identity verification cards that control access to federal buildings and workstations. The DOGE team sought access to the Integrated Data Retrieval System at the IRS, a point of entry for the tax-record master file and similar systems at the Social Security Administration.

Technologists who watched the work from the inside wondered if Musk had plans to impose new AI tools on the federal machine. They speculated about plans to create a massive “data lake” that connected the disparate bits and bytes of the federal government into one giant system. New Trump appointees tried to gain access to a U.S. Treasury system to stop payments from USAID, rather than simply ordering the agency to stop spending—a test case, perhaps, for mastering 23 percent of the U.S. GDP, the scale of the federal government, from a single keyboard.

Thomas Shedd, a former Tesla engineer recently appointed as director of Technology Transformation Services at GSA, suggested a broader plan in an all-hands meeting on February 3 that was recorded and later shared with The Atlantic. “We want to start implementing more AI at the agency level and be an example for how other agencies can start leveraging AI,” he said, providing AI-powered coding assistants and federal contract analysis as examples. The ambitions raised security concerns. Government systems are hardened against outside attack but remain vulnerable to insider threats, veteran federal employees warned. Centralizing data could raise the risk.

“At present, every hacker in the world knows there are a small number of people new to federal service who hold the keys to access all US government payments, contracts, civil servant personal info, and more,” one recently departed federal technology official wrote in draft testimony for lawmakers. “DOGE is one romance scam away from a national security emergency.”

Without a master AI at hand, the Trump team has worked agency by agency. One of the first tasks when they arrive is to get a full list of its contracts and grants, a person familiar with the process told us. “They are kind of like freelance henchmen,” observed the departed technologist who has been speaking with current officials directly interacting with DOGE. “They are going on little missions that Elon and Steve Davis are telling them to go on.”

Trump appointees have sometimes asked agency leaders for a one-line description of every contract, as well as who is responsible for it. Then they go through the list, highlighting contracts that they think might contradict one of Trump’s executive orders or require additional scrutiny. Those singled out then get put in different batches, by category, before ending up on the secretary’s desk, to make a final determination.

The process is error-prone. Employees at CFPB warned the newcomers that the telephone hotline for consumer complaints, operated by a contractor, was mandated by law. But for one day last week, it went offline, infuriating people on the inside of the frozen agency. It was reinstalled a day later. In other cases, the cuts sparked congressional backlash from key Republican members, forcing reconsideration.

At the Treasury Department, one of the Trump team’s first steps was simply to print out Government Accountability Office reports and go through them line by line, implementing the GAO’s recommendations for cutting spending and more, said a person familiar with the methods. The new team could also search whole contract data sets for supposedly “woke” words such as equity and diversity to target their cuts.

But the promise of digital supremacy can go only so far. Trump’s advisers encountered systems of what the incumbent engineers called “spaghetti code,” the product not of any grand design but of decades of revisions under new administrations and legal edicts.

Multiple agencies have as many as 20 to 30 different versions of code, sometimes decades old, a person familiar with the process told us. So even when one of Musk’s allies masters a system, the team cannot simply replicate it across the government. Musk has expressed disbelief at some of the government’s antiquated programs and the challenge of centralizing command and control. Speaking in the Oval Office last week, he described the process of manually retiring government employees using paperwork stored in an old limestone mine in Pennsylvania, marveling that the “time warp” system restricted how many bureaucrats could retire each month.

Government veterans, who have spent decades toiling in the mines of government data, looked on knowingly. “If they are targeting the computer systems, when are they going to realize that the computers don’t work?” a veteran federal technologist asked us. “There are so many systems strapped together or held together by duct tape or literal humans. There are limitations to what you can do with a systems-first approach.”

Some of the engineers at the U.S. Digital Service, a strike team of technologists where Musk embedded his new operation, dared to harbor initial optimism that Musk could build something better. On January 20, USDS had projects running in at least 15 different federal agencies, including improving online passport applications and helping the Department of Veterans Affairs upgrade its app.

But it soon became clear that they were not invited to this new party. There would be two teams, the newcomers and those already there.

Within weeks of Trump’s arrival, the new technology leadership was telling federal employees to consider a modest buyout offer that arrived in an email titled “Fork in the Road,” an echo of a similar offer Musk had written to staffers when he took over Twitter.  

“In recent years, priorities have shifted from efficiency to ideology, and the agency has strayed from its mission,” Stephen Ehikian, the acting director of the GSA and a former Salesforce executive, wrote in an email to staff on Inauguration Day. Under his leadership, GSA could expect a “return” to “making government work smarter and faster, not larger and slower.”

“It was different in tone from anything I’ve heard from a government official,” one GSA worker told us. “It was very much: ‘You all have been slacking off, and we’re going to stop that.’”  

Probationary employees, including veterans of government service who had just taken new roles, were targeted as the easiest to dismiss, in many cases regardless of their qualifications. In at least one instance, a federal technology employee never received notice of apparent termination, the person said. The official’s computer and email were disabled. A supervisor thought initially that there might be an IT glitch. The word from human resources was to wait. Then the paychecks stopped.

Federal coders and product managers found themselves called into 15-minute interviews with the Musk newcomers, who were sometimes young enough to be their children and had a fraction of their experience. Employees received calendar invites to virtual meetings with nongovernment email addresses, were given only hours’ notice, and some were first asked to fill out a form describing recent “wins” and “blockers.”

The questions hit the same points across agencies, typically with variations on the wording—a request for a greatest-hits list of what employees had done, a probing of their capabilities. “Like, what’s your superpower?” a young Musk acolyte asked in an interview with one GSA employee, according to a recording obtained by The Atlantic. Some got quick coding tests. Others reported hearing questions that sounded like loyalty tests about what they thought of DOGE.

The uncertainty and chaos has left thousands of federal employees wondering what comes next and whether it will make more sense.

Last Wednesday, when a U.S. District Court judge’s ruling allowed the “Fork” buyout program to proceed, Department of Energy employees received an email at 7:18 p.m. alerting them of the ruling and saying they had until 11:59 p.m. that evening to make a decision about whether to resign, according to a copy of the email provided to us.

At approximately 8 p.m., Energy Department staff received another email saying that, in fact, “the Deferred Resignation Program is now closed” and that any resignations received after 7:20 p.m.—just two minutes after the initial email went out—would not be accepted.

One Energy Department employee told us that he was on the phone with fellow department staff, everyone agonizing over what to do, when the second email came in saying that, despite the midnight deadline, the window had already shut. He later told us that resignations had, in fact, been accepted until midnight.

The amateurish errors caused unnecessary chaos and scrambling in an already uncertain time, leaving many government employees wondering if casual cruelty was as much the point as the government overhaul itself.

DOGE Has ‘God Mode’ Access to Government Data

DOGE has achieved “God mode.” That’s according to an employee in senior leadership at USAID, who told us that Elon Musk’s Department of Government Efficiency now has full, unrestricted access to the agency’s digital infrastructure—including total control over systems that Americans working in conflict zones rely on, the ability to see and manipulate financial systems that have historically awarded tens of billions of dollars, and perhaps much more.

The employee’s account, along with the accounts of several others across federal agencies, offers the clearest portrait yet of just how deep DOGE has burrowed into the systems of the federal government—and the sensitive information of countless Americans.

In the coming weeks, the team is expected to enter IT systems at the CDC and Federal Aviation Administration, and it already has done so at NASA, according to sources we’ve spoken with at each of those agencies. At least one DOGE ally appears to be working to open back doors into systems used throughout the federal government. Thomas Shedd, a former Tesla engineer who was recently appointed director of the Technology Transformation Services, requested privileged access to 19 different IT systems administered by teams within TTS, according to two federal workers we spoke with who are familiar with his request. With this level of control, Shedd would be able to not only view and modify federal data, but also grant and revoke access to other people. (In a written statement, Will Powell, the acting press secretary for the General Services Administration, of which TTS is a part, said Shedd needs this level of access to rapidly identify “areas for optimization and efficiencies” and insisted that he is working with “appropriate GSA officials” to follow established protocols.)

Over the past few days, we’ve talked with civil servants working for numerous agencies, all of whom requested anonymity because they fear what will happen if they lose their job—not just to themselves, but to the functioning of the federal government. Their observations reveal the abnormal degree of power that DOGE has already achieved. Federal agencies are subject to various forms of administrative and legal oversight, but they operate separately from one another for good reasons: to support a specialized purpose and to insulate them from undue outside influence. Now they effectively roll up to Elon Musk. (Neither the White House nor DOGE responded to requests for comment for this story. Earlier this week, a White House official claimed that Musk is not the head of DOGE. He is clearly the group’s functional leader.)

Among the federal agencies we reported on, USAID is the only one where we could confirm that DOGE has acquired God-mode access across the entire digital system. (The Trump administration has sought to effectively shut down USAID since the inauguration.) But as Musk and his acolytes enter a growing number of federal databases and IT systems, their unfettered access at USAID offers a sense of what they might be able to do elsewhere. At NASA, for example, it could mean access to knowledge about sensitive government technologies used for defense. At the CDC, such ability could expose millions of Americans’ health data and allow DOGE to access labs that store deadly pathogens. At Treasury, such access would allow Musk’s employees to view Americans’ names, Social Security numbers, and financial information. “It is not ridiculous to think they’d have bank-account and routing numbers for every single person in the United States,” the senior USAID source said. “What do you do with this information? I had to ask myself, Do I file my taxes this year or not? I had to sit and debate that.”

The federal government does not typically grant such wide-ranging access to a single entity, let alone one that is effectively under the control of an unelected, erratic, and politically extreme actor such as Musk. The group is working on behalf of Donald Trump, but sources we spoke with emphasized that the level of access DOGE possesses means that the organization may already be able to siphon data that Musk or his agents could hold on to forever, long after his time as a government liaison, or even after a potential falling-out with the president.

One experienced government information-security contractor offered a blunt response to the God-mode situation at USAID: “That sounds like our worst fears come true.” The purpose of DOGE’s incursions remains unclear to employees at these agencies. Musk was supposed to help improve the workings of the government—that is DOGE’s stated purpose. But in the offices where the team is reaching internal IT systems, some are beginning to worry that he might prefer to destroy it, to take it over, or just to loot its vaults for himself.

“Once they’re in, they’re in,” the USAID employee told us. And this is a big part of the problem in a nutshell: Access is everything, and in many cases, DOGE has it.

At USAID and other agencies whose employees we spoke with, leaders explained that Musk’s team could copy and remove information from government servers without anybody knowing. The team could then feed this classified information into AI tools, either for training purposes or to mine the data for insights. (Members of DOGE already reportedly have put sensitive data from the Education Department into AI software.) Within USAID, DOGE has full access to human-resources information—Social Security numbers, addresses, reputational data such as performance reviews, plus classified information and disciplinary information. The USAID source noted that DOGE can also control USAID systems that help with disbursement of funds, building-access tools, and payroll: “If they wanted to change how much a person is making, they could modify that, given their access in the system.” According to the employee, DOGE is also inside of an internal system for managing contracts and grants, which functions like a high-security online marketplace where USAID plans and approves billions in government spending.

Inside NASA, according to one agency employee we spoke with, DOGE workers already have access to contracts, partnerships, performance reviews, classified national-security information, and satellite data, among other materials. The NASA worker told us that such knowledge could erase generations of advantage in aerospace and defense capabilities if it falls into the wrong hands. Agency technologies such as propulsion systems, novel materials, and satellites overlap with Department of Defense projects. Someone with information about NASA’s thermal-protection or encryption technologies could take advantage of vulnerabilities in aerospace vehicles, for example.

USAID employees have felt more acute effects of DOGE’s operations. Employees there say they have been rattled by the demands of DOGE engineers: “They have walked in and said to senior staff, You have 15 minutes to do this or you’re fired,” the USAID senior leader told us. Now USAID staff are “operating in a zero-trust environment.” With its God-mode IT control at the agency, DOGE can read emails and chats, plus see who’s attending which meetings. The source described employees in a recent meeting growing alarmed when transcription services seemed to turn on without warning. An employee at NASA reported similar concerns, after unfamiliar messages appeared on workstations. “We’re operating believing our systems are completely bugged,” one person told us.

The senior USAID official fears that DOGE could terminate somebody working in a conflict zone like Ukraine, Sudan, or Ethiopia from an agency system. “If they lose access to their USAID laptop, phone, and accounts, for a lot of them that’s their only means of communication. We are putting their lives on the line,” one said.

For those who have watched DOGE storm into their workplace, what is perhaps most terrifying is its attempts to scale. If DOGE were to acquire God-mode administrative access across many systems, several sources told us, that level of control could affect every citizen at home, and many American interests abroad: personal financial data, defense secrets, and more, all in the palm of Musk’s hand.

There’s reason to believe that health information may be next. The Trump administration fired roughly 700 people at the CDC last weekend. As in other agencies, the firings will hollow out expertise but also remove obstacles to further changes. A CDC employee told us that the agency’s Office of the Chief Information Officer is expecting DOGE, but “no one has seen anyone yet.”

The individual, who has knowledge of how CDC information systems work, fears that DOGE could gain access to an abundant store of sensitive information about health and disease. This year, the CDC is supposed to roll out a central data platform for public-health surveillance and emergency response to better address new threats such as H5N1 bird flu and old ones such as measles. The new system, called the One CDC Data Platform, promises to aggregate all of the CDC’s public-health data, including hundreds of thousands of daily anonymized lab tests, data from emergency-room visits, and measurements from wastewater disease-reporting sites.

The design and rollout of this system were already controversial inside the agency, our source said, even before Trump and Musk came on the scene. Putting everybody’s health data in one place carries risks. Although the health data the CDC houses are usually de-identified or aggregated, “people with very stigmatizing illnesses could be identified by certain characteristics” if the data are exposed or misused, the CDC worker said. What’s more, plenty of health data contain information that, when correlated with other data outside the system, could pinpoint specific individuals. Given all of the data that DOGE appears to be capable of siphoning from all over the government, such identification could become much easier. The CDC collects electronic health-record details from all over the country, meaning that this could affect just about everyone—including us, and you too.

CDC systems control more than mere information about disease. At the agency’s facility in Atlanta, the CDC stores the microbes that cause disease and can hold secrets to treatment. Some are relatively benign, such as strains of E. coli. Others are intrinsically dangerous, including the Ebola and Marburg viruses, and bacterium that causes tuberculosis. These materials are housed in labs with associated biosafety levels. The highest level, BSL-4, applies to only a small number of labs around the world containing “dangerous and exotic” microbes, as the CDC describes them, that pose a high risk of spread.

Access to such labs is managed by computers, and management of those computers is local to the CDC. If DOGE got the same kind of access to CDC IT systems as it has elsewhere, would that give the group direct access to CDC facilities? “Yes, those are all out of CDC level,” our source at the agency told us. Does that mean that DOGE could gain direct access to BSL-4 labs? we asked. “It’s definitely possible,” the employee said.

Our source hoped that such a prospect would be averted. (To repeat, DOGE hasn’t taken control of CDC IT systems yet, at least as far as our source knew.) But the employee also explained that the recent layoffs will reduce the agency’s ability to defend against IT or security errors, on top of diminishing morale. The CDC did not respond to requests for comment about whether someone with full, local IT control could indeed grant entry to, or control over, BSL-4 labs and their contents.

The risk of harm, abuse, or political revenge is clear. But simple, brazen corruption is also a concern among the federal workers we spoke with. The CDC staffer wondered if DOGE’s unelected and seemingly unaccountable leadership, including Musk, might simply want to sell the public-health data the CDC collects. Democratic leaders have also expressed the worry that Musk’s interest in SpaceX, which has received billions of dollars in contracts from NASA over the years, creates an untenable conflict of interest. The NASA employee worried that Musk would end up “reaping all of the profits of the investment that the American public put into NASA’s research, which was being shared with the country.” NASA holds technical specs and research data for SpaceX competitors, and insiders fear that such information will soon be compromised, too. They also worry that classified NASA R&D in areas such as quantum, biotech, and astrobiology could be stolen for private gain.

A number of lawsuits have been filed seeking to limit DOGE’s access, with mixed results. Meanwhile, Trump and Musk have both attacked judges who have ruled against their interests; Musk has said they should be impeached. Trump has also indicated that he might just ignore the courts—an act that would be challenging to counter, providing plenty of opportunity for the administration to get its way. Across agencies, leaders have started to step aside voluntarily. Jim Jones, head of the Food and Drug Administration’s food division, resigned this week. Michelle King, who ran the Social Security Administration, stepped down too rather than carry out DOGE’s wishes. The resignations may be principled, but they open the door for more compliant replacements.

The request from Shedd, the former Tesla engineer, in particular, illustrates the variety of avenues and back doors that DOGE and Musk’s allies may have available to enter the government’s systems. According to the two federal workers we spoke with about Shedd’s efforts, such access typically is not granted to TTS leadership and requires a specific reason and the permission of each system’s owner. Shedd initially issued a blanket request, the sources told us, and is now attempting to bypass the individual system owners by seeking permission from other officials, circumventing standard security procedures. He also had not completed a background check, which is usually required for such access, at least as of when he first made the request, according to our sources. How much access Shedd has been granted remains uncertain.

This is the DOGE playbook: There are no norms to be respected, and everything is up for grabs. Once the damage is done, it will be difficult to remedy, especially if DOGE staffers can themselves grant or remove access to others at their discretion.

Musk and DOGE’s first month has been so chaotic, their incursions so haphazard, that assessing what has even happened is difficult. DOGE claims to be improving the government, but the agency workers we spoke with feel that they are being hacked instead. So it is worth stepping back to note the most basic fact: No good reason or case can be made for one person or entity to have this scope of access to this many government agencies containing this much sensitive information. Even in one government office, full administrative access to all systems is the rarest privilege. In the aggregate, across the whole of the government, it would be unfathomable.

By reputation, Elon Musk and Donald Trump are builders. Musk has grown two of the largest hardware-innovation companies in the world, Tesla and SpaceX. As for Trump, he once told Golf Digest: “I own buildings. I’m a builder; I know how to build. Nobody can build like I can build.”

But now, united in Washington, the duumvirate of Trump and Musk has made its mark not by building, but by the opposite: demolition.

With the creation of the Department of Government Efficiency, Musk has claimed for himself an extraordinary amount of power: Serving as the iron fist of the White House, he’s rooting out what he sees as the plague of wokeism in government, halting grants, freezing payments, lighting fires in various departments, and generally firing as many people as he can get away with. On Monday, DOGE claimed to have already saved the government more than $50 billion. Meanwhile, federal judges have ruled that Trump and Musk have violated the law, typically by exceeding the powers of the executive branch and attempting to defund agencies that were initially funded by Congress.

In theory, DOGE exists to promote efficiency. And the need for efficiency is real. The federal government is deeply in debt. Its interest payments now exceed what it spends on defense. Even if the United States had no issue with its debt, it would still be a mitzvah to find ways to make government work better—to take the same tax dollar further, to do one more unit of good. But judging by DOGE’s early returns, the only objective conclusion one can reach about the agency seems to be that it’s out of control. What we’re witnessing in government right now—across the Departments of Energy, Veterans Affairs, Education, and beyond—is not only a bonfire of cruelty but a reign of ineptitude.

Let’s start with the Department of Energy, which recently faced the brunt of massive DOGE layoffs. Among those who lost their job were dozens of staff members at the National Nuclear Security Administration—scientists, engineers, and safety officials responsible for safeguarding and assembling nuclear warheads. Roughly 100 people were reportedly laid off from the Pantex Plant, in Texas, the most important nuclear-assembly-and-disassembly plant in the country, before they were called back to the office. As Daryl Kimball, the executive director of the nonpartisan Arms Control Association, said: “The DOGE people are coming in with absolutely no knowledge of what these departments are responsible for.”

Next, there’s Veterans Affairs, where the Trump administration offered buyouts to tens of thousands of employees before realizing that, once again, they’d made a mistake. Far from the typical impression some might have of government workers just moving paper around all day, the VA provides health and psychiatric care to millions of U.S. veterans. That means if you offer buyouts to the VA, what you’ll get is a lot of underpaid doctors, nurses, and psychologists taking up offers to leave offices that are already understaffed—which is exactly what happened. Days after the buyout offer, thousands of doctors, nurses, psychologists, and other essential staff got a notice that they were exempt from the offer.

At the Department of Education, which the Trump administration seems to want to destroy, DOGE terminated $1 billion in contracts. But rather than end ideological programs that Musk says he wants to eliminate, these cuts decimated the Institute for Education Sciences, which funds many of the longest-running and most famous studies in education research, including several longitudinal studies on student achievement and school effectiveness. It’s hard to think of a better nonpartisan role for government than data collection. But Musk and his team have gutted some of the best education-data tools we have. Nat Malkus, a senior fellow at the American Enterprise Institute, a conservative think tank, told The Washington Post: “There’s a lot of bloat in IES. There’s a lot of problems to be solved. These are problems you solve with a scalpel and maybe a hatchet, but not a bulldozer.”

DOGE’s cuts will go much further. At the FDA, the Trump administration has fired hundreds of employees, including those involved in testing food and medical devices. At the CDC, more cuts have reached the Epidemic Intelligence Service, which pays disease detectives around the world and stops epidemics in other countries before they spread. At the National Institutes of Health, the administration is set to slash personnel and funding in a variety of ways. If you’re a fan of Musk and Trump, your hope is that these cuts will be all fat and no bone. But remember: This is the same administration that, in an attempt to refocus the Department of Energy on nuclear security, initially gutted the division with the words nuclear security in it.

So far, few DOGE actions have received more attention than the agency’s attack on USAID, which is responsible for foreign aid and global-health spending. Musk seems to be on a gleeful and personal mission to destroy USAID, placing most of its employees on leave, closing its headquarters, and moving what’s left of it to the State Department. According to one report, the administration says that it plans to reduce USAID staffers from 10,000 to about 600. As Musk recently posted on X, “We spent the weekend feeding USAID into the wood chipper.”

There is irony here. And there is tragedy. The irony is that, when he was a U.S. senator, Marco Rubio was one of the most outspoken defenders of global aid. In February 2017, he called foreign aid “critical to our national security.” In 2019, he said: “Anybody who tells you that we can slash foreign aid and that will bring us to balance is lying to you.” Today, however, Rubio is in the morally compromising position of overseeing, as secretary of state, the dismantling of the very aid agency he once praised.

The tragedy will be felt at the individual level, with immense human costs. Unless the administration course-corrects and immediately replenishes our global-health grants, there’s just no getting around the fact that a lot of people around the world are going to suffer and die in order to save the typical American taxpayer a negligible sum. The U.S. pays for insecticide sprays in Uganda, for pregnancy services in Zambia, for health-care clinics in the poorest parts of the world. Most notably, the President’s Emergency Plan for AIDS Relief has saved an estimated 25 million lives and prevented more than 5 million babies from being born with HIV. It’s not yet clear whether PEPFAR will be spared or left to wither away. This wrecking-ball approach to reform has astonished even the most famous critics of U.S. aid programs. William Easterly, an economist who has written that much of American aid props up dictators and goes to waste, told The New Yorker that Trump’s USAID-demolition plan is “horrific,” “illegal,” and “undemocratic.”

Musk has hinted, amid rising criticism, that DOGE will simply reverse any measures that go too far. This sounds good in theory. Move fast; cut stuff; add back whatever you miss. But in practice, you can’t just slash 10,000 programs at once and then reinstall them on a one-by-one basis depending on whether the volume of criticism passes some imaginary threshold. Whatever you think of the failures of progressive governance, “mess around and find out” is not a suitable replacement. Unfortunately, it does appear to be the current methodology of the executive branch.

Who Is Running the United States?

Like many Americans lately, I am seized with curiosity about who is actually running the government of the United States. For that reason, I watched Sean Hannity’s Fox News interview tonight with President Donald Trump and Elon Musk.

But I am still not sure who’s in charge. If there is a headline from the interview, it is that the president of the United States feels that he requires the services of a multi-billionaire to enforce his executive orders. Trump complained that he would write these “beautiful” executive orders, that would then languish in administrative limbo. Musk, for his part, explained how the president is the embodiment of the nation and that resisting his orders is the same as thwarting the will of the people. Hannity, of course, enthusiastically supported all of this whining about how hard it is to govern a superpower.

In other words, it was an hour of conversation among three men who have no idea how American democracy works.

The goal of the interview, I assume, was to calm some of the waters around Trump’s relationship with Musk, and especially to present Musk as just another patriotic American who is only trying to help out his government in a time of crisis. Hannity deplored how shamefully the richest man in the world is being treated despite trying to create technologies to “help the blind to see.” Trump and Musk bemoaned how the world is trying to drive them apart, but affirmed that they like each other very much. “I wanted to find somebody smarter than him,” Trump said in one of his classic insult-praise combination punches, “but I couldn’t do it.”

They may have even been telling the truth: Trump loves people who publicly love him back, and Musk seems to be grateful to be in a place—in this case, the White House—where people aren’t judging him for supporting Trump, a new social opprobrium that clearly stings him. “The eye-daggers level is insane,” he said, after recounting that people at a dinner party reacted to Trump’s name as if they’d been hit with “a dart in the jugular that contained, like, methamphetamine and rabies.” (This, from a man whose social media feed is a daily exercise in trolling.)

The interview was arduous both for the viewer and for Hannity, because everyone who interviews Trump must always contend with the president’s apparent inability to hold a single thought for very long. Hannity, as usual, tried to throw softballs; Trump, as usual, missed every pitch. Hannity at one point noted that Trump has “become a student of history” and then asked how the Framers of the Constitution would view his efforts to rein in the bureaucracy. Trump verbally wandered about before returning to his talking points about Musk, who he said is “amazing” and “cares.” So say James Madison and the other Founders, apparently.

And so it went, with Trump digressing into various riffs drawn from his rally speeches, ranging from immigration to the money he saved on contracts for Air Force One to hurricane damage in North Carolina. (He was trying to praise Musk for providing Starlink access to stricken areas, but it was evident that Trump has no idea what Starlink is or does.)

A few other news flashes from the interview: The president of the United States thinks that the government should not pay its bills in full. It should lowball its contractors and force them to accept half payment, he said. Former President Joe Biden was going to leave two American astronauts marooned in space for “political reasons” according to Musk. Also, Biden wrecked America in every possible way, but they’re fixing it. Musk said he has never seen Trump do anything “mean” or “wrong,” while Trump claimed that he’s always respected Musk. Musk added that he’s never asked Trump for anything, ever, and that if a conflict should arise in his DOGE efforts, he’ll recognize it and recuse himself.  (Earlier today, when asked why DOGE and SpaceX employees are working at the FAA and DoD, agencies where Musk has contracts or regulatory relationships, Trump said: “Well, I mean, I’m just hearing about it.”) Finally, Trump and Musk expect to find a trillion dollars of fraud and waste in the government.

Musk did generally behave himself, instead of stealing the show as he did a few days ago in the Oval Office. When prompted by Trump, he said he very much liked “Bobby”—Robert F. Kennedy, Jr. —who he said was demonstrating the scientific method by questioning science.  And in an interesting moment of inadvertent candor, Musk also defended some of the people working for DOGE, noting that they were taking much lower pay to help the government rather than the salaries they could command in private industry—much like the people he’s working to get fired.

Hannity at one point brushed away Musk’s status as an unelected functionary by noting that no one votes for the Cabinet, either, which returns us to the problem that this conversation took place among people who do not understand the basic structure of their own government. (Cabinet officials, unlike Musk, are confirmed by the Senate and impeachable; the days when Republicans objected to Hillary Clinton’s task force on health care because she was unelected and unaccountable are now only of blessed memory.)

After an hour of this rambling and sometimes weird conversation, all I could think of was George W. Bush’s reported reaction to Trump’s first inaugural address: “That was some weird shit.”

This low-key fandango was probably good enough for MAGA fan-servicing purposes, but seems unlikely to reassure the millions of Americans doubtful that the president and the plutocrat know what they’re doing. The president seems only dimly aware of the details of Musk’s adventures, but he’s certain a smart guy like Musk is furthering his agenda—whatever it is. Musk, who answers to no one, is full of fervor to kill off government agencies he does not understand, because unelected rich men firing probationary federal employees is apparently how true Jeffersonian democracy is restored to an ailing America.

How long this chaos can go on is anyone’s guess. At some point, Musk might cross one of Trump’s other officials, or he might bring enough bad press that Trump himself could end up throwing Musk off the ship of state, as he has done to so many other of his loyal subordinates. But no matter how it ends, Trump will still be president, and Musk will still be rich. The rest of us, unfortunately, will be living with the damage done.

Paranoia Is Winning

The Trump administration’s attempt to eliminate USAID is many things: an unfolding humanitarian nightmare, a rollback of American soft power, the thin end of a wedge meant to reorder the Constitution. But upon closer examination, it is also an outbreak of delusional paranoia that has spread from Elon Musk throughout the Republican Party’s rank and file.

Several days ago, the administration began promoting the theory that USAID was secretly directing a communist conspiracy of unknown dimensions. Musk, who is running point on Donald Trump’s efforts to unmask and destroy this internal conspiracy, claimed on X, “USAID was a viper’s nest of radical-left marxists who hate America.” Trump, adopting an uncharacteristic tone of more-in-sadness-than-in-anger, told reporters in the Oval Office: “I love the concept, but they turned out to be radical-left lunatics.”

Soon Musk declared that he had uncovered explosive evidence for this belief: The agency had funneled $8 million to Politico. Why exactly the Marxist plotters at USAID would select Politico as the vehicle for their scheme—its owner, the German media giant Axel Springer, has right-of-center politics with a strong pro-Israel tilt—has not been fully explained. But Musk’s discovery soon rocketed across X, the social-media platform he owns and uses promiscuously, and became official government policy.

“LOOKS LIKE BILLIONS OF DOLLARS HAVE BEEN STOLLEN AT USAID, AND OTHER AGENCIES, MUCH OF IT GOING TO THE FAKE NEWS MEDIA AS A ‘PAYOFF’ FOR CREATING GOOD STORIES ABOUT THE DEMOCRATS,” Trump wrote on his own social-media site, Truth Social. “THE LEFT WING ‘RAG,’ KNOWN AS ‘POLITICO,’ SEEMS TO HAVE RECEIVED $8,000,000 … THIS COULD BE THE BIGGEST SCANDAL OF THEM ALL, PERHAPS THE BIGGEST IN HISTORY!”

In fact, USAID has not given millions to Politico. The agency subscribed to E&E News by Politico, a premium service that provides detailed, fairly boring, and decidedly noncommunist coverage of energy and environmental policy. Most of Politico’s paying subscribers, according to its editors, work in the private sector. Many of them are lobbyists, who are also, as a rule, unreceptive to communist ideology, and who pay for comprehensive coverage of the inner workings of Congress and the federal bureaucracy, which holds little interest for a general audience.

Government officials themselves also subscribe to Politico and other paywalled news sources. This is because, far from masterminding intricate conspiracies, public employees are often just trying to figure out what’s happening using the same information sources available to the public. Thus USAID spent $24,000 on E&E subscriptions for its staff in 2024, and $20,000 the year before. The $8 million figure encompasses Politico subscriptions across the entire executive branch. Musk has been conspiratorially describing these subscriptions as “contracts,” as if the government is paying Politico for something other than articles about the government.

If USAID is a secret left-wing plot, leftists themselves have not been let in on the secret. Actual Marxists despise USAID, which they consider a tool of American imperialism. Jacobin, a self-consciously radical-socialist journal, has spent years railing against the agency for “stealthily advancing the interests of the Salvadoran corporate class,” working to “augment center-right parties throughout much of the Global South,” and even having the effrontery to fund a rock band that criticized Hugo Chávez, among other nefarious capitalistic schemes.

Some leftists have noticed the Trump administration’s efforts to eliminate the hated agency, and they’re not angry. The journalist Ryan Grim, who has decidedly left-wing views on foreign policy, has optimistically asked whether Trump’s crusade against USAID indicates a desire “to unwind and reorient American empire.”

The left-wing critique of USAID is considerably more grounded in reality than Musk’s is. Although the agency carries out humanitarian works, those programs have a dual purpose of advancing American soft power and resisting propaganda from hostile countries—originally from the Soviet bloc, and today from China. Not long ago, USAID’s strongest advocates included some of the most anti-communist (and thus conservative) members of Congress. As recently as 2022, Republican Senator Joni Ernst of Iowa, who now praises Trump’s crackdown on the agency, was calling for it to boost staffing in order to more efficiently disburse humanitarian aid to Ukraine.

The process by which Musk came to his conclusions does not inspire great confidence. His expertise lies mostly outside public policy. He arrived in Washington, D.C., and quickly set out to prove that he could identify at least $1 trillion in annual waste and fraud, a figure wildly out of scale with the conclusions of every serious expert. He claims to be working 120 hours a week, yet is posting on X at a manic pace, sending more than 3,000 tweets a month, at all hours of the night. Musk has acknowledged that he has a prescription for ketamine, a drug that can cause unpredictable behavior if abused. Last year, The Wall Street Journal reported that people close to Musk worry that his recreational drug use—including “LSD, cocaine, ecstasy and psychedelic mushrooms,” according to the article—was driving his erratic behavior and could adversely affect his businesses. (His attorney accused the Journal of printing “false facts,” and told the paper that Musk is “regularly and randomly drug tested at SpaceX and has never failed a test.”)

It is entirely possible that Musk genuinely thinks he has stumbled upon a vast conspiracy, rather than an anodyne plan to give public employees access to a rather staid news source. Every response he has made to outside criticism tracks the most typical paranoid thought process. He believes that politicians criticize him because they, too, are collecting “kickbacks and bribes.” He has accordingly interpreted all opposition to his moves as just more proof that he is onto something big.

The ultimate conspiracy that Musk thinks he has uncovered goes far beyond even USAID. On Wednesday, Musk reposted an X post claiming that “all the elections are rigged and fake, all the liberal media outlets have no audience and are kept alive by USAID funding. All their politicians and political pundits are paid by USAID to say what the government wants.” Musk’s commentary: “Yes.”

Any well-functioning political party would laugh off such claims as kookery. Musk, however, has attained a unique place of power because of his simultaneous position as Trump’s proxy and the owner of a powerful communications platform. X is teeming with accounts repeating and amplifying Musk’s firehose of nonsense, spinning it into a grand narrative in which Musk has heroically exposed a left-wing, taxpayer-funded cabal that has orchestrated various disasters behind the scenes.

What remains of the conservative establishment has mostly defaulted to applying a sheen of rationality to Musk’s paranoid fantasy. “Mr. Musk sometimes blows hot air, and he needs to be watched to stay within legal guardrails,” a Wall Street Journal editorial gently scolded. “But he’s also hitting targets that have long deserved scrutiny and reform, which helps explain the wailing over the U.S. Agency for International Development.”

“The tofu-eating wokerati at the USAID are screaming like they’re part of a prison riot, because they don’t want us reviewing the spending,” Republican Senator John Kennedy told Fox News’s Sean Hannity. “But that’s all Mr. Musk is doing. And he’s finding some pretty interesting stuff.”

The result is that Musk’s most fervent devotees can believe that he has broken open a globalist plot responsible for stealing elections and manufacturing consent for the liberal agenda, while more responsible figures can pretend he’s doing nothing more than auditing funds for waste. This is the same justification process that enabled Trump’s insurrection after the 2020 election: The true believers said Trump had uncovered massive voter fraud, while the Republicans who knew better claimed he just wanted to use his legal right to count the votes and make sure the result was legit.

The Republican establishment may now be calculating that the smart move is to go along with Trump’s and Musk’s delusions. Just cancel some government-agency news subscriptions, maybe zero out a few spending programs, and wait for the howling mob to move on to new obsessions. But if the Republican Party’s leaders have proved anything over the past decade, it’s that the paranoid demagogues they think they can control are usually controlling them.

What the Democrats’ Musk Whisperer Thinks Now

Representative Ro Khanna has known Elon Musk for more than a decade, so he thought he should raise some concerns about the billionaire’s assault on the federal government where he would be sure to see them. Posting on the platform Musk owns, the California Democrat said yesterday that Musk should be hauled before Congress to explain himself. “Musk’s attacks on our institutions are unconstitutional,” Khanna wrote.

It took Musk just 16 minutes to reply: “Don’t be a dick.”

The two continued their conversation over text message, Khanna told me. In private, Musk displayed the same anger over Khanna’s criticism of his unrestrained efforts to root out supposed government waste and fraud. When Khanna again urged Musk to appear before Congress to recommend spending cuts—rather than carry them out by fiat—Musk replied by revealing that he had a very different vision of his job as chair of President Donald Trump’s Department of Government Efficiency. Khanna wouldn’t show me their exchange, but he described Musk’s reply this way: “I think his view is, ‘I didn’t come to Washington to give a report to Congress.’”

The banter between the pair used to be friendlier. When Trump appointed Musk to lead a team scouring the federal government for spending cuts, few Democrats reacted more positively than Khanna, who quickly offered to partner with Musk on slashing the defense budget.

Virtually alone among Democrats, Khanna has been willing to engage with and occasionally defend the billionaire owner of Tesla and SpaceX as Musk moved further to the right and became a Trump loyalist. Even now, Khanna can’t help but marvel at Musk’s success in business. “I always thought he was a remarkable entrepreneur,” Khanna told me. “He has an eccentric brilliance to him.”

Musk wrote a laudatory blurb for Khanna’s first book, and he would refer to the Silicon Valley Democrat, who twice backed Bernie Sanders for president, as “a sensible moderate.” Khanna, in turn, has connected Musk with members of Congress in both parties. In 2023, he persuaded a skeptical Musk to work with a Republican-led House committee investigating China. (Notably, Musk did not take another piece of advice Khanna offered him when he started getting involved in politics: “Stick to cars and Mars.”)

Like many people in Washington, Khanna assumed that Musk’s DOGE would hole up in an office for a few months and issue a report recommending cuts for Congress to consider. Musk, of course, has done much more than that. With Trump’s approval, he has ignored Congress and burrowed deep into federal departments, sidelining career civil servants, all but eviscerating USAID, and gaining access to the Treasury Department’s payment systems.

“Maybe I was naive,” Khanna told me. I had called to seek his insights on what Musk is doing and what he ultimately wants; Musk’s critics, both Democrats and Republicans, have speculated that his targets in the government are tied to his business interests. Khanna suggested that Musk’s motivation is more straightforward. Musk “is on a maniacal mission to save the country from fiscal collapse,” Khanna said, and thinks “that he is going to figure out all of the wasteful spending and all of the inefficiencies in a government that no one has been able to figure out.” Musk believes, Khanna said, “that people like me are in the way of what he thinks is in the American interest.”

To Musk’s critics—who now include Khanna—it’s not just people standing in his way but the Constitution. “We need to make sure that Elon Musk has an allegiance to the Constitution,” Khanna told me. Do you think he does? I asked him. “No, I don’t,” Khanna replied. “That’s why we need to push back on him.”

Musk’s assault on the government has complicated Khanna’s standing in the Democratic Party. Khanna has made no secret of his ambitions for higher office, and yesterday he delivered a speech in which he called on Americans to “stand up to the unholy alliance of wealth and power.” But nowhere in his address did he mention Musk, and some progressives see him as having vouched for a plutocrat who is now taking a sledgehammer to all they hold dear.

For weeks before Trump took office, Khanna extended his hand to work with Musk and DOGE on defense cuts. He told me that the offer remains—but only “if he committed to following the Constitution.” He added: “There’s a lot of trust that would have to be rebuilt at this point.”

He still seems to see himself as a potential bridge between Democrats and Musk. But if the past two weeks are an indication, any influence Khanna had with Musk might be gone. I asked Khanna whether, after all these years, he had misjudged Musk. He replied: “I underestimated how far he would go.”

Elon Musk’s unceasing attempts to access the data and information systems of the federal government range so widely, and are so unprecedented and unpredictable, that government computing experts believe the effort has spun out of control. This week, we spoke with four federal-government IT professionals—all experienced contractors and civil servants who have built, modified, or maintained the kind of technological infrastructure that Musk’s inexperienced employees at his newly created Department of Government Efficiency are attempting to access. In our conversations, each expert was unequivocal: They are terrified and struggling to articulate the scale of the crisis.

Even if the president of the United States, the head of the executive branch, supports (and, importantly, understands) these efforts by DOGE, these experts told us, they would still consider Musk’s campaign to be a reckless and dangerous breach of the complex systems that keep America running. Federal IT systems facilitate operations as varied as sending payments from the Treasury Department and making sure that airplanes stay in the air, the sources told us.

Based on what has been reported, DOGE representatives have obtained or requested access to certain systems at the U.S. Treasury, the Department of Health and Human Services, the Office of Personnel Management, and the National Oceanic and Atmospheric Administration, with eyes toward others, including the Federal Aviation Administration. “This is the largest data breach and the largest IT security breach in our country’s history—at least that’s publicly known,” one contractor who has worked on classified information-security systems at numerous government agencies told us this week. “You can’t un-ring this bell. Once these DOGE guys have access to these data systems, they can ostensibly do with it what they want.”

What exactly they want is unclear. And much remains unknown about what, exactly, is happening here. The contractor emphasized that nobody yet knows which information DOGE has access to, or what it plans to do with it. Spokespeople for the White House, and Musk himself, did not respond to emailed requests for comment. Some reports have revealed the scope of DOGE’s incursions at individual agencies; still, it has been difficult to see the broader context of DOGE’s ambition.

The four experts laid out the implications of giving untrained individuals access to the technological infrastructure that controls the country. Their message is unambiguous: These are not systems you tamper with lightly. Musk and his crew could act deliberately to extract sensitive data, alter fundamental aspects of how these systems operate, or provide further access to unvetted actors. Or they may act with carelessness or incompetence, breaking the systems altogether. Given the scope of what these systems do, key government services might stop working properly, citizens could be harmed, and the damage might be difficult or impossible to undo. As one administrator for a federal agency with deep knowledge about the government’s IT operations told us, “I don’t think the public quite understands the level of danger.”

Each of our four sources, three of whom requested anonymity out of fear of reprisal, made three points very clear: These systems are immense, they are complex, and they are critical. A single program run by the FAA to help air-traffic controllers, En Route Automation Modernization, contains nearly 2 million lines of code; an average iPhone app, for comparison, has about 50,000. The Treasury Department disburses trillions of dollars in payments per year.

Many systems and databases in a given agency feed into others, but access to them is restricted. Employees, contractors, civil-service government workers, and political appointees have strict controls on what they can access and limited visibility into the system as a whole. This is by design, as even the most mundane government databases can contain highly sensitive personal information. A security-clearance database such as those used by the Department of Justice or the Bureau of Alcohol, Tobacco, Firearms and Explosives, one contractor told us, could include information about a person’s mental-health or sexual history, as well as disclosures about any information that a foreign government could use to blackmail them.

Even if DOGE has not tapped into these particular databases, The Washington Post reported on Wednesday that the group has accessed sensitive personnel data at OPM. Mother Jones also reported on Wednesday that an effort may be under way to effectively give Musk control over IT for the entire federal government, broadening his access to these agencies. Trump has said that Musk is acting only with his permission. “Elon can’t do and won’t do anything without our approval,” he said to reporters recently. “And we will give him the approval where appropriate. Where it’s not appropriate, we won’t.” The specter of what DOGE might do with that approval is still keeping the government employees we spoke with up at night. With relatively basic “read only” access, Musk’s people could easily find individuals in databases or clone entire servers and transfer that secure information somewhere else. Even if Musk eventually loses access to these systems—owing to a temporary court order such as the one approved yesterday, say—whatever data he siphons now could be his forever.

With a higher level of access—“write access”—a motivated person may be able to put their own code into the system, potentially without any oversight. The possibilities here are staggering. One could alter the data these systems process, or they could change the way the software operates—without any of the testing that would normally accompany changes to a critical system. Still another level of access, administrator privileges, could grant the broad ability to control a system, including hiding evidence of other alterations. “They could change or manipulate treasury data directly in the database with no way for people to audit or capture it,” one contractor told us. “We’d have very little way to know it even happened.”

The specific levels of access that Musk and his team have remain unclear and likely vary between agencies. On Tuesday, the Treasury said that DOGE had been given “read only” access to the department’s federal payment system, though Wired then reported that one member of DOGE was able to write code on the system. Any focus on access tiers, for that matter, may actually simplify the problem at hand. These systems aren’t just complex at the code level—they are multifaceted in their architecture. Systems can have subsystems; each of these can have their own permission structures. It’s hard to talk about any agency’s tech infrastructure as monolithic. It’s less a database than it is a Russian nesting doll of databases, the experts said.

Musk’s efforts represent a dramatic shift in the way the government’s business has traditionally been conducted. Previously, security protocols were so strict that a contractor plugging a non-government-issued computer into an ethernet port in a government agency office was considered a major security violation. Contrast that with DOGE’s incursion. CNN reported yesterday that a 23-year-old former SpaceX intern without a background check was given a basic, low tier of access to Department of Energy IT systems, despite objections from department lawyers and information experts. “That these guys, who may not even have clearances, are just pulling up and plugging in their own servers is madness,” one source told us, referring to an allegation that DOGE had connected its own server at OPM. “It’s really hard to find good analogies for how big of a deal this is.” The simple fact that Musk loyalists are in the building with their own computers is the heart of the problem—and helps explain why activities ostensibly authorized by the president are widely viewed as a catastrophic data breach.

The four systems professionals we spoke with do not know what damage might already have been done. “The longer this goes on, the greater the risk of potential fatal compromise increases,” Scott Cory, a former CIO for an agency in the HHS, told us. At the Treasury, this could mean stopping payments to government organizations or outside contracts it doesn’t want to pay. It could also mean diverting funds to other recipients. Or gumming up the works in the attempt to do those, or other, things.

In the FAA, even a small systems disruption could cause mass grounding of flights, a halt in global shipping, or worse, downed planes. For instance, the agency oversees the Traffic Flow Management System, which calculates the overall demand for airspace in U.S. airports and which airlines depend on. “Going into these systems without an in-depth understanding of how they work both individually and interconnectedly is a recipe for disaster that will result in death and economic harm to our nation,” one FAA employee who has nearly a decade of experience with its system architecture told us. “‘Upgrading’ a system of which you know nothing about is a good way to break it, and breaking air travel is a worst-case scenario with consequences that will ripple out into all aspects of civilian life. It could easily get to a place where you can’t guarantee the safety of flights taking off and landing.” Nevertheless, on Wednesday Musk posted that “the DOGE team will aim to make rapid safety upgrades to the air traffic control system.”

Even if DOGE members are looking to modernize these systems, they may find themselves flummoxed. The government is big and old and complicated. One former official with experience in government IT systems, including at the Treasury, told us that old could mean that the systems were installed in 1962, 1992, or 2012. They might use a combination of software written in different programming languages: a little COBOL in the 1970s, a bit of Java in the 1990s. Knowledge about one system doesn’t give anyone—including Musk’s DOGE workers, some of whom were not even alive for Y2K—the ability to make intricate changes to another.

The internet economy, characterized by youth and disruption, favors inventing new systems and disposing of old ones. And the nation’s computer systems, like its roads and bridges, could certainly benefit from upgrades. But old computers don’t necessarily make for bad infrastructure, and government infrastructure isn’t always old anyway. The former Treasury official told us that mainframes—and COBOL, the ancient programming language they often run—are really good for what they do, such as batch processing for financial transactions.

Like the FAA employee, the payment-systems expert also fears that the most likely result of DOGE activity on federal systems will be breaking them, especially because of incompetence and lack of proper care. DOGE, he observed, may be prepared to view or hoover up data, but it doesn’t appear to be prepared to carry out savvy and effective alterations to how the system operates. This should perhaps be reassuring. “If you were going to organize a heist of the U.S. Treasury,” he said, “why in the world would you bring a handful of college students?” They would be useless. Your crew would need, at a minimum, a couple of guys with a decade or two of experience with COBOL, he said.

Unless, of course, you had the confidence that you could figure anything out, including a lumbering government system you don’t respect in the first place. That interpretation of DOGE’s theory of self seems both likely and even more scary, at the Treasury, the FAA, and beyond. Would they even know what to do after logging in to such a machine? we asked. “No, they’d have no idea,” the payment expert said. “The sanguine thing to think about is that the code in these systems and the process and functions they manage are unbelievably complicated,” Scott Cory said. “You’d have to be extremely knowledgeable if you were going into these systems and wanting to make changes with an impact on functionality.”

But DOGE workers could try anyway. Mainframe computers have a keyboard and display, unlike the cloud-computing servers in data centers. According to the former Treasury IT expert, someone who could get into the room and had credentials for the system could access it and, via the same machine or a networked one, probably also deploy software changes to it. It’s far more likely that they would break, rather than improve, a Treasury disbursement system in so doing, one source told us. “The volume of information they deal with [at the Treasury] is absolutely enormous, well beyond what anyone would deal with at SpaceX,” the source said. Even a small alteration to a part of the system that has to do with the distribution of funds could wreak havoc, preventing those funds from being distributed or distributing them wrongly, for example. “It’s like walking into a nuclear reactor and deciding to handle some plutonium.”

DOGE is many things—a dismantling of the federal government, a political project to flex power and punish perceived enemies—but it is also the logical end point of a strain of thought that’s become popular in Silicon Valley during the boom times of Big Tech and easy money: that building software and writing code aren’t just dominant skills for the 21st century, but proof of competence in any realm. In a post on X this week, John Shedletsky, a developer and an early employee at the popular gaming platform Roblox, summed up the philosophy nicely: “Silicon Valley built the modern world. Why shouldn’t we run it?”

This attitude disgusted one of the officials we spoke with. “There’s this bizarre belief that being able to do things with computers means you have to be super smart about everything else.” Silicon Valley may have built the computational part of the modern world, but the rest of that world—the money, the airplanes, the roads, and the waterways—still exists. Knowing something, even a lot, about computers guarantees no knowledge about the world beyond them.

“I’d like to think that this is all so massive and complex that they won’t succeed in whatever it is they’re trying to do,” one of the experts told us. “But I wouldn’t want to wager that outcome against their egos.”
