Why Oz Is the Doctor Trump Ordered

Donald Trump appears to experience the world through the glow of a television screen. He has long placed a premium on those who look the part in front of the camera. Paging Dr. Mehmet Oz.

Trump has picked Oz to lead the Centers for Medicare and Medicaid Services. CMS, as the agency is known, falls under the Department of Health and Human Services (HHS). Last week, Trump nominated Robert F. Kennedy Jr. to serve as HHS secretary. As you may have guessed, Kennedy and Oz are not only friends but kindred spirits. Oz is a global adviser at iHerb, a for-profit company that offers “Earth’s best-curated selection of health and wellness products at the best possible value.” He and Kennedy, two relative outsiders, are now positioned to enjoy a symbiotic relationship within Trump’s chaotic ecosystem.

Oz was last seen running for a Pennsylvania Senate seat in 2022. He lost to John Fetterman, who, despite dealing with the aftereffects of a stroke, carried the state by five points. Throughout that race, Oz struggled to combat the perception that he was a charlatan and carpetbagger who primarily lived in New Jersey. (Fetterman’s team repeatedly tagged Oz as an out-of-touch elitist, trolling him, for example, when he went grocery shopping for crudités and lamented high prices.) After that electoral defeat, Oz’s political dreams seemed all but dashed. But he wisely remained loyal to Trump—a person who has the ability to change trajectories on a whim.

In the pre-Trump era, it might have been a stretch to describe CMS administrator as an overtly political position. But Oz’s objective under Trump couldn’t be clearer. In a statement, Trump, using his reliably perplexing capitalization, telegraphed that Oz will bring a certain ethos to the job—a little MAGA, a little MAHA. Oz, Trump promised, will “cut waste and fraud within our Country’s most expensive Government Agency, which is a third of our Nation’s Healthcare spend, and a quarter of our entire National Budget.” And, because he’s Trump, he mentioned Oz’s nine daytime Emmy Awards.

Some 150 million Americans currently rely on the agency’s insurance programs, including Medicaid, Medicare, and Obamacare. Oz has been a proponent of Medicare Advantage for All. Though that sounds like the Medicare for All initiative championed by progressives such as Senator Bernie Sanders, the two programs are quite different. At its core, Medicare for All would set the U.S. on a path toward nationalizing health care. Trump would never go for that. But Medicare Advantage already exists within America’s patchwork private/public system, and Oz might push to strengthen it. He could also face budgetary pressure to weaken it. Oz’s own health-care views haven’t remained consistent. Though he once praised the mandatory universal models of Germany and Switzerland, as a Republican politician he threw his support behind privatized Medicare.

When asked about Oz’s nomination, Fetterman, his former opponent, told CNN: “As long as he’s willing to protect and preserve Medicaid and Medicare, I’m voting for the dude.” Some people were pissed. Victoria Perrone, who served as the director of operations on Fetterman’s Senate campaign, called out her old boss on social media: “Dr. Oz broke his pledge to ‘do no harm’ when he said red onions prevent ovarian cancer. My sis died of OC in 6/2022. This is a huge personal betrayal to me. We know he won’t protect the Medicaid that paid for her treatments,” Perrone posted on X. “I feel like I’ve been duped and 2 years of working on your campaign was a waste,” she added.

The above argument is illustrative of another reality Trump acknowledged in announcing his pick: “Make America Healthy Again” keeps growing. Oz, Trump declared, “will work closely with Robert F. Kennedy Jr. to take on the illness industrial complex, and all the horrible chronic diseases left in its wake.” He went a step further, promising that Oz will bring “a strong voice to the key pillars of the MAHA Movement.” Oz holds degrees from Harvard and Penn, and he worked as a professor of surgery at Columbia. In spite of that pedigree, Oz has spent years facing credible accusations of medical quackery for his endorsement of dietary supplements. In 2014, he received a dramatic dressing-down on Capitol Hill. Senator Claire McCaskill read three statements that Oz had made on his eponymous show:

“You may think magic is make-believe, but this little bean has scientists saying they’ve found the magic weight-loss cure for every body type: It’s green coffee extract.”

“I’ve got the No. 1 miracle in a bottle to burn your fat: It’s raspberry ketone.”

“Garcinia cambogia: It may be the simple solution you’ve been looking for to bust your body fat for good.”

Oz’s defense that day was that his job was to be a “cheerleader” for the Dr. Oz audience. “I actually do personally believe in the items I talk about in the show. I passionately study them. I recognize oftentimes they don’t have the scientific muster to present as fact, but nevertheless, I would give my audience the advice I give my family,” he testified.

He emerged from that hearing largely unscathed. Two years later, Oz would go on to read what he claimed were Trump’s medical records on that same show. He famously praised Trump’s testosterone levels and supposed all-around health. Four years after that, once Trump was president, Oz sent emails to White House officials, including Trump’s son-in-law Jared Kushner, pushing them to rush patient trials for hydroxychloroquine, an unproven treatment for COVID.

In the next Trump administration, those are the sorts of exchanges Oz could be having with Kennedy—or with Trump himself. How did we get here? Oz landed this gig because he’s good on TV, yes, but also because, when he entered the political arena, he fully aligned himself with Trump. The 47th president rewards loyalty. If there’s one thing that’s become clear from his administration nominations so far, it’s that.

Some of Trump’s appointments will be less consequential than others. Anything involving the health and well-being of tens of millions of Americans is inarguably serious. Oz’s confirmation is not guaranteed, but his selection has already confirmed that nothing about Trump 2.0 is mere bluster.

The other night, a friend came over. A dear friend. A friend who has helped me out when I’ve been sick, and who brought over takeout when I had just given birth. Still, before he arrived, I vacuumed.

I thought about this while reading the Gender Equity Policy Institute’s recent report on gender and domestic labor. The study finds that mothers spend twice as much time as fathers “on the essential and unpaid work” of taking care of kids and the home, and that women spend more time on this than men, regardless of parental and relationship status. “Simply being a woman” is the instrumental variable, the study concludes.

The Paradox of the Trump Nostalgia Vote

The central contradiction of Donald Trump’s reelection is this: He owes his victory to the fact that millions of voters appear to have seen him as the stability candidate who would usher in a return to pre-COVID normalcy. But he has put forward a second-term agenda that would be far more radical and disruptive than anything he accomplished while in office.

To much of the country, the notion of Trump as the return-to-normal candidate is laughable. His first term involved two impeachments, intense national protests, a flailing pandemic response, and, as a capstone, a violent attempt to defy the results of the 2020 election. But many voters, perhaps most, see things differently in retrospect. In a New York Times poll conducted toward the end of Trump’s first term, just 39 percent of voters said that the country had been better off since he took office; in a version of the poll conducted in April of this year, nearly 50 percent did. An NBC poll conducted weeks before last Tuesday’s election similarly found that a plurality of voters believed that Trump’s policies had helped their families and that Biden’s had hurt them.

In 2016, Trump voters wanted change—disruptive, confrontational change—and believed that their man would deliver it. They described Trump as a “middle finger” to the establishment and “a wrecking ball” aimed at the status quo. Eight years later, voters once again overwhelmingly said they want change, but the kind of change was very different: a reversion to the perceived better times of the first Trump administration, before inflation and a border crisis took hold under Joe Biden. “In my assessment of the dynamics of this election, what I see and hear is an electorate that seems to be craving stability in the economy, in their finances, at the border, in their schools and in the world,” the Republican pollster Kristen Soltis Anderson wrote last year, summarizing the findings of her frequent focus-group discussions. Trump seized on this dynamic, encouraging voters to remember how good they had it when he was in office.

“Less than four years ago our border was secure, inflation was nowhere to be seen, the world was at peace, and America was strong and respected,” he declared at a rally earlier this year.

Even as Trump promised a return to happier times, however, he campaigned on an agenda that seems bound to generate conflict and chaos. His promise to carry out the “largest deportation effort in American history” would involve law-enforcement raids at workplaces and homes across the country. His plan to purge the federal government of insufficiently loyal bureaucrats would leave agencies struggling to carry out their basic tasks. His proposal to impose heavy tariffs on all imports would raise consumer prices and could trigger a series of retaliatory trade wars. Some of his ideas, such as directing the Department of Justice to go after his political opponents and inviting the nation’s most prominent vaccine skeptic to help set federal health policy, depart so flagrantly from established political norms that the consequences are impossible to predict. Given all that, how did Trump win over so many voters who just want things to go back to normal?

One answer is that even Trump’s own voters don’t think he’ll act on many of his proposals. As my colleague David A. Graham wrote last month, “Trump exists in a strange zone where voters hear what he’s saying and then largely discount it, perhaps as a result of his past dissembling, or perhaps because the ideas just seem too extreme to be real.” In one poll taken right before the election, just two-thirds of his supporters said the former president was “serious” about mass deportations; only 38 percent and 21 percent, respectively, said the same about using the military against U.S. citizens and prosecuting his political opponents, both of which Trump has said he would do. When asked why they don’t take Trump’s proposals seriously, voters tend to give the same answer: The media made many similar warnings last time, heading into Trump’s first term, and things never got all that bad. The economy kept humming; the Affordable Care Act never got repealed; the U.S. didn’t get into any major wars.

It’s true that the most dire predictions for the first Trump presidency never materialized. But there’s a very specific reason for that: The institutions and people surrounding Trump prevented him from acting on his worst impulses. The courts struck down more than 70 of Trump’s policies in his first three years alone. The ACA was narrowly saved by a handful of moderate Republicans, most prominently John McCain. Trump’s own vice president refused to negate the 2020 election results. Trump’s staffers repeatedly thwarted his more bizarre ideas and musings. “Everyone at this point ignores what the president says and just does their job,” a senior national-security official told CNN’s Jake Tapper in 2019.

In this sense, the “deep state” that Trump blames for his problems deserves some of the credit for his reelection. The limited damage of Trump’s first term reflected an entire apparatus of staffers, civil servants, and institutions that prevented him from doing everything he wanted to do.

Things will likely be different this time. The Supreme Court recently held that presidents are immune from prosecution for anything that qualifies as an “official act,” which it hinted is a broad category. The Republican congressional caucus has mostly purged itself of anyone willing to defy Trump. And Trump’s inner circle is focused on staffing the government with loyalists. The guardrails are largely gone.

“I will govern by a simple motto,” Trump proclaimed in his victory speech last week: “Promises made, promises kept.” Americans often fault politicians for not keeping their word. Swing voters who opted to give Trump a second chance might soon find themselves raising the opposite complaint.

A few hours after Donald Trump was declared the winner of the presidential election, Senator Bernie Sanders released a fiery statement saying, in part, that “it should come as no great surprise that a Democratic Party which has abandoned working class people would find that the working class has abandoned them.” He concluded that those concerned about democracy need to have some “very serious political discussions.”

The statement drew both praise and pushback from others in his party. But the serious discussions Sanders warned about have indeed begun over the past week. Plenty of blame has been tossed around: Democrats have pointed to the economy, identity politics, Joe Biden, racism, sexism, elitism, Liz Cheney, the war in Gaza, and much more as factors in Trump’s resounding victory. Democrats will surely continue to dissect why voters moved to the right in almost every county, as one early analysis showed. Meanwhile, many Democrats are already sharing their vision for where the party should go next. Some are vowing to fight Trump at the state level, and others are pledging to find common ground with his administration. Those on the party’s left, including Sanders and Representative Alexandria Ocasio-Cortez, seem to be using this moment to push the party to embrace more progressive policies that serve the working class.

And the soul-searching about how to change a party overrun by elitism has begun. Senator Chris Murphy of Connecticut, in a long thread on X yesterday, outlined what he saw as the party’s major problems, which included fealty to a higher-income voter base and how the party “skips past the way people are feeling … and straight to uninspiring solutions … that do little to actually upset the status quo of who has power and who doesn’t.” Murphy’s prescriptions included: “Embrace populism. Build a big tent. Be less judgmental.” Representative Marie Gluesenkamp Perez, a car-repair-shop owner who won a very tight race against a MAGA Republican in Washington State, said, “We need people who are driving trucks and changing diapers and turning wrenches to run for office.” It’s not that lawyers should not be in Congress, she added, but “we need to change our idea of who is credentialed and capable of holding elected office.”

Other Democrats have blamed ultraprogressive messaging for playing a role in the Democrats’ loss, and suggested that the party needs to move on from that approach. Representative Tom Suozzi, who recently won the seat formerly occupied by George Santos on Long Island, told The New York Times that “the Democrats have to stop pandering to the far left.” Representative Ritchie Torres, who represents the Bronx, told my colleague Michael Powell that “Donald Trump had no greater friend than the far left,” which, Torres argued, “alienated historic numbers of Latinos, Blacks, Asians, and Jews with absurdities like ‘Defund the police’ or ‘From the river to the sea’ or ‘Latinx.’” To move forward, he suggested that Democrats can’t assume they “can reshape the world in a utopian way.”

Messaging isn’t everything, but given the Democrats’ current position in Washington, it will be key in the years ahead: Facing a probable Republican trifecta—the GOP has won back control of the Senate, and is just four winnable districts shy of a majority in the House—that will stymie their ability to effect legislation, much of what Democrats can do in the years to come boils down to their messaging (and may rely on a new generation of messengers). As Representative Dean Phillips—the only elected Democrat who mounted a primary bid to unseat President Biden this year—put it when asked by a Washington Post reporter what the party must do to reinvent itself, “We have good product and terrible packaging and distribution.”

As the Democratic Party starts to identify which lessons to take from last week’s outcome, they’ll be reckoning with the gaps between presidential and downballot results: Many Democratic Senate candidates did well in swing states where Trump won the presidential race, which has prompted questions about whether the Democrats’ problem is more of a top-of-the-ticket one. And, for all the discussion coming from high-profile party members, reform for the Democrats may actually happen in a way that’s more “organic” rather than centrally directed, Michael told me—including momentum originating in local campaigns. “I suspect if there’s a change, it will come bottom-up and in fits and starts,” he added. For example: “Bernie Sanders in 2016 was dismissed by all serious or self-serious political writers and politicians, and nearly changed the face of the party. I suspect in smaller form that’s how change—if it comes about—will emerge.”

The Invention That Changed School Forever

Its invention can be traced to one man, Murray McCory, who died last month. McCory founded JanSport in 1967 with his future wife (Jan, the company’s namesake). Until JanSport evolved the design, a backpack was a bulky, specialized thing for hiking, used only by smelly people on mountain trailheads or European gap years. By the time I entered school, the backpack was lightweight and universal. What did anyone ever do previously?

What the Democrats Couldn’t Outrun

Heading into the presidential election, voters voiced concerns about many issues: abortion, housing, the war in Gaza, immigration. But the one that really resonated at the polls had long dogged the Biden administration, appearing over and over as the top concern on voters’ minds: the economy. In the end, abortion—much as Democrats tried—wasn’t the policy issue that defined the race. Instead, millions of Americans cast their vote based on fear and anger about the state of the economy—all stoked by Donald Trump, who claimed that he was the only one who could solve America’s problems.

On Tuesday, Americans unhappy with the status quo rebuked the current administration for COVID-sparked inflation, following an anti-incumbent pattern that is playing out in elections worldwide. As my colleague Annie Lowrey wrote this week, the “everyday indignity” of heightened food prices, in particular, haunted and enraged American voters even after inflation cooled meaningfully from its 2022 peaks. Though the economy improved by many measures under President Joe Biden, the message from Democrats that you’re doing fine didn’t land—and even seemed patronizing—to Americans who saw high prices all around them. And as Annie noted, although wages have outpaced inflation in recent months, “people interpret wage gains as a product of their own effort and high costs as a policy problem that the president is supposed to solve.”

Trump’s proposals on the economy were frequently incoherent; he scapegoated immigrants for Americans’ financial woes and made promises about tariffs that economists said would lead to higher prices. Still, voters said consistently that they felt that Trump was the right person to handle the economy (even as Kamala Harris started to close in on Trump’s lead on the issue), perhaps because of nostalgia for a pre-pandemic economy that’s unlikely to return. For all the criticism Harris faced early in her campaign for not issuing clearer policy proposals (she ultimately did), Trump was the one whose appeal was rooted largely in “vibes”: He brought heavy doses of hateful culture-war rhetoric to the race, spreading false and dangerous messages about transgender people, blaming immigrants for societal ills, and smearing women, including Harris.

Even though Trump was president just four years ago, he framed himself as the candidate of change, whereas Harris was pegged as the status-quo candidate and struggled to differentiate herself from Biden. Harris, of course, is not the incumbent president. But she was an imperfect messenger on the economy. Even as she started releasing more detailed economic-policy proposals, which included tackling price gouging and making housing more affordable, she was still the governing partner of a president whom voters blamed for inflation—a president whose policies she did not seem willing to openly break with. Trump seized on that dynamic, framing her as a continuation of the current administration and surfacing clips of Harris defending Bidenomics.

Democrats, meanwhile, tried to center abortion rights. When Harris took over for Biden, some pundits saw the issue as a strength for her. It was reasonable for Democrats to think appeals on abortion could work, Jacob Neiheisel, a political-science professor at SUNY Buffalo told me: In 2022, emphasizing abortion proved a decisive issue for Democrats in the midterm elections (though, he noted, it actually helped Democrats only in specific parts of the country—just enough to fend off a midterms “red wave”). But this time around, the economy mattered more: CNN national exit polling found that only 14 percent of voters said abortion was their top issue, compared with more than 30 percent who said that about the economy. And Trump, it seemed, managed to muddle the message on abortion enough that many voters didn’t view him as patently anti-abortion (even as Democrats emphasized that he was responsible for the fall of Roe v. Wade). More than a quarter of women who supported legal abortion still chose Trump, according to exit polling.

Fears about the future of democracy were also at the top of voters’ minds more commonly than abortion, according to CNN exit polling: 34 percent of voters said it was their top issue, suggesting that the Harris campaign’s rhetoric about the existential threats posed by Trump did have some effect on voters’ perceptions. My colleague Ronald Brownstein noted today that in national exit polling, 54 percent of voters agreed that Trump was “too extreme,” “but about one in nine voters who viewed Trump as too extreme voted for him anyway.”

For nearly a decade now, Trump has felt like the dominant figure in American politics. But as David Wallace-Wells noted in The New York Times yesterday, a Democrat has been president for 12 of the past 16 years. Democrats, he argues, for a generation now have been “the party of power and the establishment,” with the right becoming “the natural home for anti-establishment resentment of all kinds—of which, it’s now clear to see, there is an awful lot.” Ultimately, much of the dynamic in this race came down to whether voters were hopeful or fearful about their and their country’s future. When people have the choice to “vote hopes or vote fears,” Neiheisel said, “fears tend to override.”

Why Biden's Team Thinks Harris Lost

Earlier this fall, one of Joe Biden’s closest aides felt compelled to tell the president a hard truth about Kamala Harris’s run for the presidency: “You have more to lose than she does.” And now he’s lost it. Joe Biden cannot escape the fact that his four years in office paved the way for the return of Donald Trump. This is his legacy. Everything else is an asterisk.

In the hours after Harris’s defeat, I called and texted members of Biden’s inner circle to hear their postmortems of the campaign. They sounded as deflated as the rest of the Democratic elite. They also had a worry of their own: Members of Biden’s clan continue to stoke the delusion that its paterfamilias would have won the election, and some of his advisers feared that he might publicly voice that deeply misguided view.

Although the Biden advisers I spoke with were reluctant to say anything negative about Harris as a candidate, they did level critiques of her campaign, based on the months they’d spent strategizing in anticipation of the election. Embedded in their autopsies was their own unstated faith that they could have done better.

One critique holds that Harris lost because she abandoned her most potent attack. Harris began the campaign portraying Trump as a stooge of corporate interests—and touted herself as a relentless scourge of Big Business. During the Democratic National Convention, speaker after speaker inveighed against Trump’s oligarchical allegiances. Representative Alexandria Ocasio-Cortez of New York bellowed, “We have to help her win, because we know that Donald Trump would sell this country for a dollar if it meant lining his own pockets and greasing the palms of his Wall Street friends.”

While Harris was stuck defending the Biden economy, and hobbled by lingering anger over inflation, attacking Big Business allowed her to go on the offense. Then, quite suddenly, this strain of populism disappeared. One Biden aide told me that Harris steered away from such hard-edged messaging at the urging of her brother-in-law, Tony West, Uber’s chief legal officer. (West did not immediately respond to a request for comment.) To win the support of CEOs, Harris jettisoned a strong argument that deflected attention from one of her weakest issues. Instead, the campaign elevated Mark Cuban as one of its chief surrogates, the very sort of rich guy she had recently attacked.

Another Bidenland critique takes Harris to task for failing to navigate the backlash against identity politics. Not that Harris ran a “woke” campaign. To the contrary, she bathed herself in patriotism. She presented herself as a prosecutor, a friend of law enforcement, and a proud gun owner. But she failed to respond to the ubiquitous ads the Trump campaign ran claiming that Harris supports sex-change operations for prisoners. She allowed Trump to create the impression that she favored the most radical version of transgender rights.

Biden, allies say, never would have let such attacks stand. He would have clearly rejected the idea of trans women competing in women’s sports. Of course, he never staked out that position in his presidency. But it’s true that Harris avoided the issue, rather than rebutting it, despite the millions of dollars poured into those attack ads. And in the end, those ads very likely implanted the notion that Harris wasn’t the cultural centrist she appeared to be.

A sour irony haunts Biden aides. In the coming months, Trump will use executive power and unified control of Washington to wreck many of the administration’s proudest accomplishments. But the ones he doesn’t wreck, he will claim as his own. Biden helped build the foundations for economic growth, with the Inflation Reduction Act, the CHIPS Act, and the infrastructure bill. Because the investments enabled by all three of those bills will take years to bear fruit, Biden never had the chance to reap the harvest. Despite Trump’s opposition to those pieces of legislation, the benefits of those bills could bolster his presidency. Biden will have passed along his most substantive legacy as a gift to his successor.

In 2022, pollsters and political analysts predicted a red wave in the midterms that didn’t materialize. Last night, polls anticipated a whisker-thin election, and instead we got a red wave that carried Donald Trump to victory.

The breadth of Trump’s improvement over 2020 is astonishing. In the previous two elections, we saw narrow demographic shifts—for example, non-college-educated white people moved toward Trump in 2016, and high-income suburban voters raced toward Biden in 2020. But last night’s election apparently featured a more uniform shift toward Trump, according to a county-by-county analysis shared with me by Thomas Wood, a political scientist at Ohio State University. The “really simple story,” he said, “is that secular dissatisfaction with Biden’s economic stewardship affected most demographic groups in a fairly homogeneous way.”

Trump improved his margins not only in swing states but also in once comfortable Democratic strongholds. In 2020, Biden won New Jersey by 16 points. In 2024, Harris seems poised to win by just five points. Harris ran behind Biden in rural Texas border towns, where many Hispanic people live, and in rural Kentucky, where very few Hispanic people live. She ran behind Biden in high-income suburbs, such as Loudoun County, Virginia, and in counties with college towns, including Dane County (home to the University of Wisconsin) and Centre County (home to Penn State).

Perhaps most surprising, Trump improved his margins in some of America’s largest metro areas. In the past two cycles, Democrats could comfort themselves by counting on urban counties to continue moving left even as rural areas shifted right. That comfort was dashed last night, at least among counties with more than 90 percent of their results reported. In the New York City metro area, New York County (Manhattan) shifted nine points right, Kings County (Brooklyn) shifted 12 points right, Queens County shifted 21 points right, and Bronx County shifted 22 points right. In Florida, Orange County (Orlando) shifted 10 points right and Miami-Dade shifted 19 points right. In Texas, Harris County (Houston) and Bexar County (San Antonio) both shifted eight points right and Dallas County shifted 10 points right. In and around the “Blue Wall” states, Pennsylvania’s Philadelphia County shifted five points right, Michigan’s Wayne County (Detroit) shifted nine points right, and Illinois’ Cook County (Chicago) shifted 11 points right.

Other than Atlanta, which moved left, many of the largest U.S. metros moved right even more than many rural areas. You cannot explain this shift by criticizing specific campaign decisions (If only she had named Pennsylvania Governor Josh Shapiro her vice president…). You can’t pin this shift exclusively on, say, Arab Americans in Michigan who voted for Jill Stein, or Russian trolls who called in bomb threats to Georgia.

A better, more comprehensive way to explain the outcome is to conceptualize 2024 as the second pandemic election. Trump’s victory is a reverberation of trends set in motion in 2020. In politics, as in nature, the largest tsunami generated by an earthquake is often not the first wave but the next one.

The pandemic was a health emergency, followed by an economic emergency. Both trends were global. But only the former was widely seen as international and directly caused by the pandemic. Although Americans understood that millions of people were dying in Europe and Asia and South America, they did not have an equally clear sense that supply-chain disruptions, combined with an increase in spending, sent prices surging around the world. As I reported earlier this year, inflation at its peak exceeded 6 percent in France, 7 percent in Canada, 8 percent in Germany, 9 percent in the United Kingdom, 10 percent in Italy, and 20 percent in Argentina, Turkey, and Ethiopia.

Inflation proved as contagious as a coronavirus. Many voters didn’t directly blame their leaders for a biological nemesis that seemed like an act of god, but they did blame their leaders for an economic nemesis that seemed all too human in its origin. And the global rise in prices has created a nightmare for incumbent parties around the world. The ruling parties of several major countries, including the U.K., Germany, and South Africa, suffered historic defeats this year. Even strongmen, such as Indian Prime Minister Narendra Modi, lost ground in an election that many experts assumed would be a rousing coronation.

This has been a year of global anti-incumbency within a century of American anti-incumbency. Since 2000, every midterm and presidential election has seen a change in control of the House, Senate, or White House except for 2004 (when George W. Bush eked out a win) and 2012 (when Barack Obama won reelection while Republicans held the House). The U.S. appears to be in an age of unusually close elections that swing back and forth, in which every sitting president spends the majority of his term with an underwater approval rating.

There will be a rush to blame Kamala Harris—the candidate, her campaign, and her messaging. But there is no escaping the circumstances that Harris herself could never outrun. She is the vice president of a profoundly unpopular president, whose approval was laid low by the same factors—such as inflation and anti-incumbency bias—that have waylaid ruling parties everywhere. An analysis by the political scientist John Sides predicted that a sitting president with Biden’s approval rating should be expected to win no more than 48 percent of the two-party vote. As of Wednesday afternoon, Kamala Harris is currently projected to win about 47.5 percent of the popular vote. Her result does not scream underperformance. In context, it seems more like a normal performance.

A national wave of this magnitude should, and likely will, inspire some soul searching among Democrats. Preliminary CNN exit polls show that Trump is poised to be the first GOP candidate to win Hispanic men in at least 50 years; other recent surveys have pointed to a dramatic shift right among young and nonwhite men. One interpretation of this shift is that progressives need to find a cultural message that connects with young men. Perhaps. Another possibility is that Democrats need a fresh way to talk about economic issues that make all Americans, including young men, believe that they are more concerned about a growth agenda that increases prosperity for all.

If there is cold comfort for Democrats, it is this: We are in an age of politics when every victory is Pyrrhic, because to gain office is to become the very thing—the establishment, the incumbent—that a part of your citizenry will inevitably want to replace. Democrats have been temporarily banished to the wilderness by a counterrevolution, but if the trends of the 21st century hold, then the very anti-incumbent mechanisms that brought them defeat this year will eventually bring them back to power.

Kamala Harris Couldn’t Outrun Inflation

Donald Trump is heading back to the White House. He has inflation to thank.

In poll after poll, focus group after focus group, Americans said the economy was bad—and the economy was bad because prices were too high. This was always going to be a problem for Kamala Harris. “Excess” inflation—defined as the cumulative growth of prices in one presidential term compared with the term preceding it—is highly predictive of electoral outcomes, according to the Northwestern economist Robert Gordon. It is a crucial part of how voters decide whether they are better off and want to stick with the incumbent. The measure strongly pointed to a Trump victory. Indeed, since the global post-pandemic inflation spike began, ruling parties around the world, on the left and the right, have been toppled.

Still, before this week, Democrats had good reasons to believe that they might be spared the inflation backlash. Households’ spending power improved more and faster in the United States than in other countries. On paper, families were doing better than they were before the pandemic, particularly at the low end of the income spectrum. Real wages—meaning wages adjusted for prices—jumped 13.2 percent for the lowest-income workers from 2019 to 2023; real wages for the highest-income workers climbed 4.4 percent.

But voters do not make their decisions at the polls on the basis of price-adjusted time series. Nor do they seem to appreciate pundits and politicians telling them that their lived experience is somehow incorrect—that they are truly doing great; they just don’t know it.

Prices spiked more during the Biden administration than at any point since the early 1980s. In some categories, they remain unsustainably high. Home prices have jumped an astonishing 47 percent since early 2020. This has made homeowners wealthier on paper, but has priced millions of people out of the housing market. The situation with rented homes is no better. Costs are up more than 20 percent since COVID hit, and have doubled in some places. The number of cost-burdened renters is at an all-time high.

In response to inflation, the Federal Reserve raised interest rates. Inflation statistics do not include the cost of borrowing, but many Americans experienced higher rates—the supposed cure for higher prices—as making costs worse. Mortgage rates more than doubled from their pandemic-era level, adding insult to home-buying injury. The interest payment on a new-car loan has grown nearly as much. Credit-card APRs climbed to all-time highs, making many families’ buffer against month-to-month earnings and spending changes a costly one. If you include the cost of borrowing, inflation peaked at 18 percent, not 9 percent.

When asked over the past few years about their personal financial stressors, however, voters mostly haven’t focused on housing or auto loans. They overwhelmingly brought up everyday purchases, above all the price of groceries and fast food. Food inflation outpaced the overall rate for much of the Biden administration; in 2022, when inflation was 6.5 percent, the price of groceries grew by 11.8 percent. The price hikes cooled off in 2023, but prices themselves remained far higher than Americans were used to: Margarine, eggs, peanut butter, crackers, and bread all cost more than 40 percent more than they did just a few years ago. That everyday indignity seems to be what made inflation so salient for voters. The mental math families were tasked with felt excruciating. The sticker shock remained shocking.

The optimistic story for the Harris campaign was that, after a year of subdued price growth, the American people would have gotten used to higher bills and appreciated the earning power they gained from the tight labor market. Instead, anger at inflation lingered, even among tens of millions of working-class Americans who had gotten wealthier. This is not a purely economic story; it’s a psychological one too. People interpret wage gains as a product of their own effort and high costs as a policy problem that the president is supposed to solve. Going to the polls, voters still ranked the economy as their No. 1 issue, inflation as the No. 1 economic problem, and Trump as their preferred candidate to deal with it. In interviews, many voters told me they felt as if Democrats were gaslighting them by insisting that they were thriving.

Voters who expect Trump’s victory to herald a return to 2019 prices or relief from the cost-of-living crisis might be due for disappointment, though. Trump’s signature economic proposal of huge global tariffs would immediately raise the cost of household goods. And his promise to round up and deport millions of undocumented immigrants could create a labor shortage that would raise the cost of food, construction, home health care, and child care. He has offered no serious plan to address the deep, tangled problems that have made a middle-class life so unobtainable for so many Americans. Those problems preceded the Biden administration, and they will outlast the second Trump administration too.  

Five of the Election’s Biggest Unanswered Questions

Every presidential election appears to pose one big question—who will win?—that is in fact made up of countless smaller questions: How do voters really behave? Which old rules of politics still apply, and which are obsolete? What kind of country do we live in? In 2016, we learned that white evangelical voters would overwhelmingly support a louche serial philanderer. Four years later, we learned that Florida had shifted from the quintessential swing state to a Republican stronghold. Here are five of the biggest outstanding questions heading into next week’s vote.

Will the polls finally be right?

Donald Trump’s stunning 2016 victory set off a reckoning among pollsters to figure out how they had gotten things so wrong. Then 2020 came around, and they somehow did even worse. Polling averages showed Joe Biden leading in Wisconsin, for example, by 10 points; he won the state by just half a point.

Pollsters have offered various overlapping explanations for their errors last time. Republicans seem to have been less likely to respond to surveys, because of a deep mistrust in institutions, which left them underrepresented in the results. And Democrats may have been more likely to respond, because they were more likely to be sheltering in place during COVID. Whatever the precise mechanism, the 2020 polls clearly underestimated support for Trump.

In 2024, pollsters have been deploying a range of techniques to prevent that from happening again. One common approach: asking people whom they voted for in 2020 to ensure that surveys include enough Trump 2020 supporters. Such techniques, however, can introduce problems of their own. Voters are bad at recalling past votes, and tend to say that they voted for the winner of the previous election even if they didn’t. This raises the possibility, however remote, that polls are overestimating Trump’s support this time around.

Will we finally see a youth gender gap?

In an electorate deeply divided by race, class, geography, and education, gender has long been an exception. Since the 1980s, men have been slightly more likely to vote Republican and women to vote Democratic, but the gap has remained small and stable. Among young voters, it has hardly existed at all; young people have skewed overwhelmingly Democratic regardless of gender. In 2020, 68 percent of 18-to-29-year-old men voted for Joe Biden compared with 70 percent of women in that age cohort. That was the same percentage gap as in 2008.

If the polls are to be believed, that pattern has radically changed this year. Across three recent New York Times/Siena polls, young women still support Democrats at about the same rate as they did in 2020, with 67 percent in favor of Kamala Harris. But young male support for Democrats has plummeted to just 37 percent. In swing states, the gap appears to be even larger.

What makes this shift especially strange is that its sudden timing rules out many of the most common explanations offered for it. The backlash to #MeToo, Trump’s hypermasculine appeal, changing gender roles, and the rise of an anti-establishment male online subculture have been many years in the making, and yet the youth gender-voting divide didn’t show up in 2018, 2020, or 2022. Why it might be showing up now remains a mystery. (It also doesn’t seem to be about the gender of the Democratic candidate; Joe Biden was polling just as poorly with young men as Harris is.)

The possibility remains that the divide is an artifact of polling that will not extend to the voting booth. Trump’s youth support is concentrated among those who are least likely to actually vote. According to the most recent Harvard Youth Poll, young men who “definitely” plan to vote favor Harris 55 to 38 percent. Young men might say they prefer Trump, but whether they will act on that preference is a different story.

Are Democrats losing Black and Hispanic support?

The American electorate has long been sharply divided on racial lines. Since the 1960s, white voters have mostly voted Republican and nonwhite voters have overwhelmingly voted Democrat. In 2020, Joe Biden won 92 percent of Black voters and 63 percent of Hispanic voters. Hillary Clinton and Barack Obama performed similarly among those groups.

Four years later, Trump’s rhetoric toward nonwhite Americans and immigrants has become even more nakedly hateful, while Democrats have nominated a Black woman for president. And yet, according to a recent New York Times/Siena poll of the Black and Hispanic electorate, Harris is winning just 78 percent of Black voters and 56 percent of Hispanic voters. If those numbers hold on Election Day, Trump is on track to win a greater share of Hispanic voters than any other Republican candidate in two decades and a greater share of Black voters than any other Republican candidate since the passage of the 1964 Civil Rights Act.

How can this be? One possibility is that economic concerns are overwhelming racial ones. Black and Hispanic voters have long been more likely than white voters to say the economy is their top issue, and right now the country’s economic mood is dismal. The same Times/Siena poll found that just 20 percent of Hispanic voters and 26 percent of Black voters say current economic conditions are good or excellent.

Another possibility is that the same forces that first caused white voters without a college degree to swing toward Trump in 2016 are now causing nonwhite voters to do the same. Many Black and Hispanic voters agree with Trump on issues such as immigration and crime: The Times/Siena poll found that 45 percent of Hispanic voters and 41 percent of Black voters support deporting undocumented immigrants, and about half the voters in each group say that crime in big cities is a major problem that has gotten out of control. And both groups have become disillusioned with the Democrats. The poll found that just 76 percent of Black voters and 56 percent of Hispanic voters see them as “the party of the working class,” while only six in 10 Black voters and fewer than half of Hispanics say that the Democratic Party “keeps its promises” more than Republicans.

Either way, a shift of this magnitude would overturn two interrelated assumptions that have dominated the thinking of both major parties for decades: first, that voters of color predictably vote according to their racial identities, and second, that as the U.S. continues to become a more racially diverse country, the electorate will automatically tilt in favor of the Democrats. A political system in which nonwhite voters are truly up for grabs has the potential to reshape the strategies of both parties and transform the electoral map.

Does the economy matter?

Historically, the state of the economy has been a pretty good predictor of who will win the presidency. An analysis by the political scientists John Sides, Chris Tausanovitch, and Lynn Vavreck found that despite all the abnormalities of 2020—a pandemic, national protests, a uniquely polarizing president—models that factored in both economic fundamentals and consumer sentiment predicted the result and margin of that year’s presidential election more accurately than the polls did.

That should be good news for Harris. By most objective standards, the U.S. economy is performing remarkably well: Growth is up, unemployment is low, real wages are rising, and inflation has been tamed.

Except the voters seem to disagree. Despite a stretch of fantastic economic news—including interest-rate cuts, low inflation, plunging gas prices, and continued job growth—consumer sentiment remains well below where it was as recently as April of this year and at about the same level as it was in October 2009, when the economy was in freefall and the unemployment rate reached more than 10 percent. Even as the economy has improved in almost every possible way, voters don’t seem any happier with it. Many Americans are still outraged by the higher cost of goods, particularly groceries, relative to pre-pandemic prices. And, like voters around the world, they seem likely to take that frustration out on the incumbent party.

But here’s a further twist: Polls also show Harris’s standing improving along the specific dimension of economic issues. Every month this election cycle, the polling firm Echelon Insights has asked voters which candidate would make the economy work better. In June, voters favored Trump over Biden by 11 points; in September, they favored Harris over Trump by one point. That might help explain why Harris is doing better in the polls than Biden did, but it doesn’t explain the fact that Trump has been gaining ground in recent weeks to pull dead even with the vice president, even in some national polls. The relationship between the economy and voting behavior in the 2024 election appears to be anything but straightforward.

Do campaigns make a difference?

The core of every campaign is what’s known as the “ground game”: each side’s effort to canvass neighborhoods, knock on doors, and make phone calls in an attempt to turn out its supporters come Election Day.

But the ground game has been a remarkably poor predictor of success in recent elections. In 2016, Trump’s field operation was almost nonexistent, whereas the Hillary Clinton campaign oversaw a voter-outreach juggernaut. Trump won. In 2020, the Trump campaign boasted that its massive field operation knocked on a million doors every week, while the Biden campaign conducted almost no in-person canvassing because of worries about spreading COVID. Biden won.

Still, political-science research has consistently found—and common sense strongly suggests—that nudging potential voters to vote does, in fact, increase turnout. According to estimates by the political scientists Alan Gerber and Donald Green, a canvassing effort that gets a response at 1,000 doors generates about 40 new voters, and a phone bank that reaches 1,000 people produces approximately 28 new voters. Given that the 2024 presidential race could very well be decided by tens of thousands of votes in a few key states, these kinds of numbers could be enough to swing the outcome.  

So who has the better ground game this time around? By just about every conventional indicator, the answer is Kamala Harris. The Trump campaign claims to have “hundreds of paid staff”; the Harris campaign has 375 in Pennsylvania alone, and about 2,500 in total. During just one week in October, the Harris campaign says its volunteers knocked on 1.6 million doors and made 20 million phone calls. (Trump’s team has chosen not to release these kinds of details.)  

The disparity is partly a product of an imbalance in resources. The Harris campaign has raised more than $1 billion in the past three months, more than double the Trump campaign’s haul during the same period. The Harris campaign accordingly outspent the Trump campaign by more than three to one in September alone. (Making matters worse for Trump, his campaign has spent a large chunk of its war chest paying off his legal bills and funding efforts to monitor “election integrity.”)

The Trump campaign says it can make up for its lackluster on-the-ground numbers by relying on unconventional tactics, such as hyper-targeting “low-propensity voters” who support Trump but didn’t show up in 2020. It is also relying heavily on well-resourced but unproven outside organizations funded by conservative donors to get out the vote.

Judging by the past two elections, odds are that Trump’s lack of a ground game won’t be decisive. But in an election in which almost every single swing-state vote might count, it certainly isn’t doing him any favors.
