The ‘Democracy’ Gap

When I lived in China, a decade ago, I often saw propaganda billboards covered in words that supposedly expressed the country’s values: Patriotism. Harmony. Equality. And … Democracy. Indeed, China claims to consider itself a democratic country. So do Russia, Cuba, Iran, and so on down the list of nations ranked by their level of commitment to rights and liberties. Even North Korea fancies itself part of the club. It’s right there in the official name: the Democratic People’s Republic of Korea.

I thought of those Chinese billboards recently, when a postelection poll showed that many American voters touted the importance of democracy while supporting a candidate who had tried to overturn the results of the previous presidential election. According to a survey by the Associated Press, a full one-third of Trump voters said that democracy was their top issue. (Two-thirds of Harris voters said the same thing.) In a poll conducted before Joe Biden dropped out of the race, seven out of 10 uncommitted swing-state voters said they doubted that Donald Trump would accept the election results if he lost—but more people said they’d trust Trump to handle threats to democracy than said they’d trust Biden.

Almost all Americans say they support democracy. They even agree that it’s in trouble. But when researchers drill down, they find that different people have very different ideas about what democracy means and what threatens its survival, and that democracy is just one competing value among many. In the collective mind of U.S. voters, the concept of democracy appears to be so muddled, and their commitment to it so conditional, that it makes you wonder what, if anything, they’d do anything to stop its erosion—or whether they’d even notice that happening.

Americans perceive democracy through an almost completely partisan lens. In recent polls, Democrats tend to cite Trump—in particular, the likelihood of him seeking to subvert elections—as the biggest threat to democracy. They also point to gerrymandering, voter suppression, and Trump’s rhetoric about using the government to exact retribution as causes for concern. For Republicans, by contrast, threats to democracy take the form of mainstream media, voting by mail, immigration, and what they see as politically motivated prosecutions of Trump. Perhaps the best Rorschach test is voter-ID laws, which get characterized as “election integrity” or “voter suppression” depending on the perspective: Republicans see them as a commonsense way to make elections more accurate and accountable, while Democrats see them as a ploy to disenfranchise voters who don’t have state-issued identification. No surprise, then, that campaigning on a platform of preserving democracy didn’t work for Kamala Harris. Invoking the term to rally support assumes a shared understanding of what it means.

Even more troubling, American voters rarely prioritize democracy over other considerations. For the most part, we’re willing to overlook mischief that undermines democracy as long as our own team is the one doing it. A 2020 study in the American Political Science Review by Matthew H. Graham and Milan W. Svolik of Yale University found that only 3.5 percent of Americans would vote against a candidate whose policies they otherwise support if that candidate took antidemocratic actions, like gerrymandering or reducing the number of polling stations in an unfriendly district. Another survey found that when left-wing voters were presented with hypothetical undemocratic behavior by right-wing politicians—prohibiting protests, say, or giving private groups the ability to veto legislation—62 percent of them considered it undemocratic. But when the same behavior was attributed to left-wing politicians, only 36 percent saw it as undemocratic.

Some scholars have dubbed the phenomenon “democratic hypocrisy.” Others, however, argue that voters aren’t pretending that the antidemocratic behavior they’re supporting is democratic; they really feel that way. “People are pretty good at reasoning their way to believing that whatever they want to happen is the democratic outcome,” Brendan Nyhan, a political-science professor at Dartmouth, told me. That’s especially true if you can tell yourself that this could be your last chance before the other guy abolishes elections altogether. We just have to sacrifice a little democracy for the sake of democracy, the thinking goes. Graham, who is now an assistant professor of political science at Temple University, has studied the reaction to the 2020 presidential election and the “Stop the Steal” movement. “Our conclusion was that pretty much everyone who says in polls that the election was stolen actually believes it,” he told me.

The disturbing implication of the political-science research is that if the typical forms of incipient democratic backsliding did occur, at least half the country likely wouldn’t notice or care. Stacking the bureaucracy with loyalists, wielding law enforcement against political enemies, bullying critics into silence—these measures, all credibly threatened by President-Elect Trump, might not cut through the fog of partisan polarization. Short of tanks in the streets, most people might not perceive the destruction of democratic norms in their day-to-day life. And if Trump and his allies lose elections or fail to enact the most extreme pieces of their agenda, those data points will be held up as proof that anyone crying democratic erosion is a Chicken Little. “This is a debate that’s going to be very dumb,” Nyhan said.

You might think that, in a democracy, support for democracy itself would be nonnegotiable—that voters would reject any candidate or leader who didn’t clear that bar, because they would recognize that weakening democracy threatens their way of life. But that simple story isn’t always true. The job of genuinely pro-democracy politicians is to convince voters that democratic norms and institutions really are connected to more tangible issues that they care about—that an America with less democracy would most likely also be one with more economic inequality, for example, and fewer individual liberties.

The alternative to making and remaking the case for democracy is a descent into apathetic nihilism. Just look at the Chinese media’s coverage of the U.S. election. A video shared by China News Service said that whoever won would merely be “the face of the ruling elite, leaving ordinary people as mere spectators.” The state broadcaster China Central Television claimed that the election was plagued by “unprecedented chaos.” That kind of talk makes sense coming from democracy’s enemies. The danger is when democracies themselves start to believe it.

AI’s Fingerprints Were All Over the Election

The images and videos were hard to miss in the days leading up to November 5. There was Donald Trump with the chiseled musculature of Superman, hovering over a row of skyscrapers. Trump and Kamala Harris squaring off in bright-red uniforms (McDonald’s logo for Trump, hammer-and-sickle insignia for Harris). People had clearly used AI to create these—an effort to show support for their candidate or to troll their opponents. But the images didn’t stop after Trump won. The day after polls closed, the Statue of Liberty wept into her hands as a drizzle fell around her. Trump and Elon Musk, in space suits, stood on the surface of Mars; hours later, Trump appeared at the door of the White House, waving goodbye to Harris as she walked away, clutching a cardboard box filled with flags.

Every federal election since at least 2018 has been plagued with fears about potential disruptions from AI. Perhaps a computer-generated recording of Joe Biden would swing a key county, or doctored footage of a poll worker burning ballots would ignite riots. Those predictions never materialized, but many of them were also made before the arrival of ChatGPT, DALL-E, and the broader category of advanced, cheap, and easy-to-use generative-AI models—all of which seemed much more threatening than anything that had come before. Not even a year after ChatGPT was released in late 2022, generative-AI programs were used to target Trump, Emmanuel Macron, Biden, and other political leaders. In May 2023, an AI-generated image of smoke billowing out of the Pentagon caused a brief dip in the U.S. stock market. Weeks later, Ron DeSantis’s presidential primary campaign appeared to have used the technology to make an advertisement.

And so a trio of political scientists at Purdue University decided to get a head start on tracking how generative AI might influence the 2024 election cycle. In June 2023, Christina Walker, Daniel Schiff, and Kaylyn Jackson Schiff started to track political AI-generated images and videos in the United States. Their work is focused on two particular categories: deepfakes, referring to media made with AI, and “cheapfakes,” which are produced with more traditional editing software, such as Photoshop. Now, more than a week after polls closed, their database, along with the work of other researchers, paints a surprising picture of how AI appears to have actually influenced the election—one that is far more complicated than previous fears suggested.

The most visible generated media this election have not exactly planted convincing false narratives or otherwise deceived American citizens. Instead, AI-generated media have been used for transparent propaganda, satire, and emotional outpourings: Trump, wading in a lake, clutches a duck and a cat (“Protect our ducks and kittens in Ohio!”); Harris, enrobed in a coppery blue, struts before the Statue of Liberty and raises a matching torch. In August, Trump posted an AI-generated video of himself and Musk doing a synchronized TikTok dance; a follower responded with an AI image of the duo riding a dragon. The pictures were fake, sure, but they weren’t feigning otherwise. In their analysis of election-week AI imagery, the Purdue team found that such posts were far more frequently intended for satire or entertainment than false information per se. Trump and Musk have shared political AI illustrations that got hundreds of millions of views. Brendan Nyhan, a political scientist at Dartmouth who studies the effects of misinformation, told me that the AI images he saw “were obviously AI-generated, and they were not being treated as literal truth or evidence of something. They were treated as visual illustrations of some larger point.” And this usage isn’t new: In the Purdue team’s entire database of fabricated political imagery, which includes hundreds of entries, satire and entertainment were the two most common goals.

That doesn’t mean these images and videos are merely playful or innocuous. Outrageous and false propaganda, after all, has long been an effective way to spread political messaging and rile up supporters. Some of history’s most effective propaganda campaigns have been built on images that simply project the strength of one leader or nation. Generative AI offers a low-cost and easy tool to produce huge amounts of tailored images that accomplish just this, heightening existing emotions and channeling them to specific ends.

These sorts of AI-generated cartoons and agitprop could well have swayed undecided minds, driven turnout, galvanized “Stop the Steal” plotting, or driven harassment of election officials or racial minorities. An illustration of Trump in an orange jumpsuit emphasizes Trump’s criminal convictions and perceived unfitness for the office, while an image of Harris speaking to a sea of red flags, a giant hammer-and-sickle above the crowd, smears her as “woke” and a “Communist.” An edited image showing Harris dressed as Princess Leia kneeling before a voting machine and captioned “Help me, Dominion. You’re my only hope” (an altered version of a famous Star Wars line) stirs up conspiracy theories about election fraud. “Even though we’re noticing many deepfakes that seem silly, or just seem like simple political cartoons or memes, they might still have a big impact on what we think about politics,” Kaylyn Jackson Schiff told me. It’s easy to imagine someone’s thought process: That image of “Comrade Kamala” is AI-generated, sure, but she’s still a Communist. That video of people shredding ballots is animated, but they’re still shredding ballots. That’s a cartoon of Trump clutching a cat, but immigrants really are eating pets. Viewers, especially those already predisposed to find and believe extreme or inflammatory content, may be further radicalized and siloed. The especially photorealistic propaganda might even fool someone if reshared enough times, Walker told me.

There were, of course, also a number of fake images and videos that were intended to directly change people’s attitudes and behaviors. The FBI has identified several fake videos intended to cast doubt on election procedures, such as false footage of someone ripping up ballots in Pennsylvania. “Our foreign adversaries were clearly using AI” to push false stories, Lawrence Norden, the vice president of the Elections & Government Program at the Brennan Center for Justice, told me. He did not see any “super innovative use of AI,” but said the technology has augmented existing strategies, such as creating fake-news websites, stories, and social-media accounts, as well as helping plan and execute cyberattacks. But it will take months or years to fully parse the technology’s direct influence on 2024’s elections. Misinformation in local races is much harder to track, for example, because there is less of a spotlight on them. Deepfakes in encrypted group chats are also difficult to track, Norden said. Experts had also wondered whether the use of AI to create highly realistic, yet fake, videos showing voter fraud might have been deployed to discredit a Trump loss. This scenario has not yet been tested.

Although it appears that AI did not directly sway the results last week, the technology has eroded Americans’ overall ability to know or trust information and one another—not deceiving people into believing a particular thing so much as advancing a nationwide descent into believing nothing at all. A new analysis by the Institute for Strategic Dialogue of AI-generated media during the U.S. election cycle found that users on X, YouTube, and Reddit inaccurately assessed whether content was real roughly half the time, and more frequently thought authentic content was AI-generated than the other way around. With so much uncertainty, using AI to convince people of alternative facts seems like a waste of time—far more useful to exploit the technology to directly and forcefully send a motivated message, instead. Perhaps that’s why, of the election-week, AI-generated media the Purdue team analyzed, pro-Trump and anti-Kamala content was most common.

More than a week after Trump’s victory, the use of AI for satire, entertainment, and activism has not ceased. Musk, who will soon co-lead a new extragovernmental organization, routinely shares such content. The morning of November 6, Donald Trump Jr. put out a call for memes that was met with all manner of AI-generated images. Generative AI is changing the nature of evidence, yes, but also that of communication—providing a new, powerful medium through which to illustrate charged emotions and beliefs, broadcast them, and rally even more like-minded people. Instead of an all-caps thread, you can share a detailed and personalized visual effigy. These AI-generated images and videos are instantly legible and, by explicitly targeting emotions instead of information, obviate the need for falsification or critical thinking at all. No need to refute, or even consider, a differing view—just make an angry meme about it. No need to convince anyone of your adoration of J. D. Vance—just use AI to make him, literally, more attractive. Veracity is beside the point, which makes the technology perhaps the nation’s most salient mode of political expression. In a country where facts have gone from irrelevant to detestable, of course deepfakes—fake news made by deep-learning algorithms—don’t matter; to growing numbers of people, everything is fake but what they already know, or rather, feel.

Elon Musk Didn’t ‘Steal’ the Election

Democrats will spend the next four years debating why the party suffered a sweeping defeat last week. Maybe it was inflation, or the culture wars, or Joe Biden’s hubris, or podcasts, that drove voters in every swing state to the Republican presidential nominee. At least one theory, however, can already be put to rest: Elon Musk did not “steal” the election for Donald Trump.

In the weeks and months leading up to the election, Republican officials and operatives architected a second “Stop the Steal” campaign, ready to deploy should their presidential candidate lose. Musk laid much of this groundwork himself, for instance by aggressively promoting the false narrative that the Democrats had brought foreigners into the United States to vote illegally, among other falsehoods. Yet following Trump’s election, it was the left sowing doubts: “#donotconcedekamala” and “Trump cheated” both trended on X. One post on Threads read, “20 million Democratic votes don’t disappear on their own,” and pointed to Musk, Peter Thiel, and Vladimir Putin as likely culprits. “If anyone could fund a massive election fraud scheme it’s Elon musk. He also has motive,” Dean Obeidallah, a progressive radio host, posted to Threads and X on Friday. Such posts have been viewed tens of millions of times.

There is no evidence to support these claims—but they’re still fundamentally different from the original “Stop the Steal” movement. Democratic leadership, for example, is not repeating these conspiracy theories, nor is there a coordinated attempt to amplify, validate, or act on them. (Obeidallah himself eventually clarified his position, writing on his Substack yesterday that although skepticism is healthy, “there is currently no credible, objective evidence of fraud or any other criminal conduct” suggesting that the outcome was illegitimate.) In fact, the 2024 election was by all accounts extremely secure. There is no evidence that foreign interference affected the results, nor did any domestic conspiracy materially hurt election administration. “Our election infrastructure has never been more secure,” Jen Easterly, the director of the Cybersecurity and Infrastructure Security Agency, said in a statement on November 6. “We have no evidence of any malicious activity that had a material impact on the security or integrity of our election infrastructure.” Top officials in Pennsylvania, Georgia, Michigan, Nevada, and Wisconsin, all key battlegrounds, have said the election was safe, free, and fair.

That hasn’t stopped some Democrats from implying otherwise. Musk, as one of Trump’s most vocal supporters and an extremely online enemy of the extremely online left, has become an obvious target. Maybe the world’s richest man hacked the election with his Starlink satellite network; maybe Democratic ballots were systematically not counted; even if the mechanism is unclear, the math isn’t mathing. Even if such suspicions are raised in good faith, they are counterproductive. Musk—who is now close enough to Trump to have joined him on a recent call with Ukrainian President Volodymyr Zelensky—is dangerous. His willingness to amplify brazen lies in order to help advance the outcome he wanted was on display for months leading up to the election. But the misinformation about him or any major Republican figure stealing the election obscures and diminishes the actual threat at hand: The authoritarian bent in American media, business, and politics that Musk represents has profoundly warped many Americans’ political discourse, trust in one another, and grip on reality, all without needing to mess with any ballots.

Believing that Musk rigged this November’s outcome has become, at least for some, easier than accepting the truth: Trump, an openly racist and misogynistic candidate who tried to overthrow the government and has said he wants generals like those of the Third Reich, just won the Electoral College and is poised to claim the popular vote in the United States. Yet fantasies about election fraud are dangerous this time around, not because they will actively undermine or mount a physical threat to democracy, but because they blunt, and even willfully ignore, reality. This is Trump’s party now, everyone knows it, pundits should know that everyone knows it, and the GOP still won back control of the Senate and will likely claim a narrow majority in the House of Representatives. As of Friday, Trump had improved his vote margin in more than nine out of every 10 counties with near-complete results, including many progressive strongholds. Fixating on fraud disregards the material factors that brought the nation and its citizens to this choice, and detracts from the daunting work that must be done to recover.

And Elon Musk, “hacking” aside, played a substantial role in Trump’s reelection campaign by spreading and normalizing a wide range of hateful rhetoric and conspiracy theories. He has been the spearhead of a growing segment of the ultra-wealthy technocratic class that rapidly coalesced around Trump this year. The far-right rhetoric about voter fraud that Musk has amplified helped trigger a wave of death threats against election officials. He is trying to single-handedly replace objective sources of information and reporting with his white-supremacist social network, degrading America’s information environment to the point that it has become unclear how, exactly, to change anyone’s mind about anything.

It is not surprising that suspicion about the election has cropped up. Conspiracy theories frequently emerge around election time, and they have for decades. These Democrats are not being uniquely, or even especially, whiny or hypocritical. Before Trump decried a “steal” in 2020, Democrats blamed Russian trolls and Facebook in 2016. (In that case, to be clear, U.S. intelligence officials did find evidence of Russian interference—but not evidence that it was what decisively swung the outcome in Trump’s favor.) Four years prior, Trump called Barack Obama’s victory a “total sham,” and in 2008 John McCain’s campaign was reportedly collecting reports of “Election Day irregularities” before his overwhelming defeat. Both times, a poll found that roughly half of Republicans thought the election was stolen. In 2004, some Democrats blamed shenanigans in Ohio for John Kerry’s exit-poll-defying loss, and in 2000 the culprit was then–Florida Governor Jeb Bush and the state’s infamous “hanging chads.”

Yet Trump’s political foes should be striving to prove that cognitive flexibility, grounded in reality, is possible. Anyone who believes in democracy, registered Democrat or not, should accept the results—and, instead of retroactively fixating on polling and data, focus all their energy on the economic, social, political, and other aspects of people’s lives that caused this outcome, and on how to make those people’s lives better.

Taxonomy of the Trump Bro

The MAGA hats were flying like Frisbees. It was two weeks before Election Day. Charlie Kirk, the Millennial right-wing influencer, had been touring college campuses. On this particular Tuesday, he’d brought his provocations to the University of Georgia. Athens, where the school’s main campus is located, is an artsy town in a reliably blue county, with a famed alternative-music scene. (R.E.M., the B-52s, and Neutral Milk Hotel are among the many bands in the city’s lore.) But that afternoon, the courtyard outside the student center was a sea of red, with thunderous “U-S-A!” chants echoing off the buildings. Kirk had arrived on a mission: to pump up Gen Z about the return of Donald Trump. He was succeeding.

I was standing in the back of the crowd, watching hundreds of young guys with their arms outstretched, hollering for MAGA merch. Once a stigmatized cultural artifact, the red cap is now a status symbol. For a certain kind of bro, MAGA is bigger than politics. MAGA makes you manly.

MAGA, as this week affirmed, is also not an aberration. At its core, it remains a patriarchal club, but it cannot be brushed off as a passing freak show or a niche political sect. Donald Trump triumphed in the Electoral College, and when all the votes are counted, he will likely have captured the popular vote as well. Although it’s true that MAGA keeps growing more powerful, the reality is that it’s been part of mainstream culture for a while. Millions of Americans, particularly those who live on the coasts, have simply chosen to believe otherwise.

Democrats are performing all manner of autopsies, finger-pointing, and recriminations after Kamala Harris’s defeat. Many political trends will continue to undergo examination, especially the pronounced shift of Latino voters toward Trump. But among all the demographic findings is this particular and fascinating one: Young men are more conservative than they used to be. One analysis of ​​AP VoteCast data, for instance, showed that 56 percent of men ages 18–29 supported Trump this year, up 15 points from 2020.

Depending on where you live and with whom you interact, Trump’s success with young men in Tuesday’s election may have come as a shock. But the signs were there all along. Today, the top three U.S. podcasts on Spotify are The Joe Rogan Experience, The Tucker Carlson Show, and The Charlie Kirk Show. All three hosts endorsed Trump for president. These programs and their massive audiences transcend the narrow realm of politics. Together, they are male-voice megaphones in a metastasizing movement across America. In 2023, Steve Bannon described this coalition to me as “the Tucker-Rogan-Elon-Bannon-combo-platter right.” Trump has many people to thank for his victory—among them men, and especially young men with their AirPods in.

Trump can often be a repetitive bore when speaking in public, but one of his more interesting interviews this year was a conversation with dude-philosopher Theo Von. As my colleague Helen Lewis wrote, Trump’s “discussion of drug and alcohol addiction on Theo Von’s This Past Weekend podcast demonstrated perhaps the most interest Trump has ever shown in another human being.” (Trump’s older brother, Fred Trump Jr., died of complications from alcoholism at the age of 42.) Similarly, five days before the election, Trump took the stage with Carlson for a live one-on-one interview. The two bro’d out in an arena near Phoenix, and that night, Trump was especially freewheeling—and uncharacteristically reflective about the movement he leads. (Trump looks poised to win Arizona after losing it in 2020.)

It’s not just one type of talkative bro who has boosted Trump and made him more palatable to the average American. Trump has steadily assembled a crew of extremely influential and successful men who are loyal to him. Carlson is the preppy debate-club bro. Rogan is the stoner bro. Elon Musk is the tech bro. Bill Ackman is the finance bro. Jason Aldean is the country-music bro. Harrison Butker is the NFL bro. Robert F. Kennedy Jr. is the crunchy-conspiracist bro. Hulk Hogan is the throwback entertainer bro. Kid Rock is the “American Bad Ass” bro. And that’s hardly an exhaustive list. Each of these bros brings his own bro-y fandom to the MAGA movement and helps, in his own way, to legitimize Trump and whitewash his misdeeds. Some of these men, such as Kennedy and Musk, may even play a role in the coming administration.

My colleague Spencer Kornhaber wrote this week that Democrats are losing the culture war. He’s right, but Trumpism extends even beyond politics and pop culture. I’ve been thinking a lot about that day I spent at the University of Georgia. Students I spoke with told me that some frat houses off campus make no secret of their Trump support, but it seemed less about specific policies and more about attitude. That’s long been the open secret to Trump: a feeling, a vibe, not a statistic. Even Kirk’s “free speech” exercises, which he’s staged at colleges nationwide for a while now, are only nominally about actual political debate. In essence, they are public performances that boil down to four words: Come at me, bro! Perhaps there is something in all of this that is less about fighting and more about acceptance—especially in a culture that treats bro as a pejorative.

These Trump bros do not all deserve sympathy. But there’s good reason to try to actually understand this particular voting bloc, and why so many men were—and are—ready to go along with Trump.

In the moments before the opening kick of a match, they proudly shout at the top of their lungs, “Jews, Jews, Jews,” because—though most of them are not Jewish—philo-Semitism is part of their identity.

As Israeli fans left the stadium, after their club suffered a thumping defeat, they were ambushed by well-organized groups of thugs, in what the mayor of Amsterdam described as “anti-Semitic hit-and-run squads.”

Facebook Doesn’t Want Attention Right Now

After the 2016 elections, critics blamed Facebook for undermining American democracy. They believed that the app’s algorithmic News Feed pushed hyperpartisan content, outright fake news, and Russian-seeded disinformation to huge numbers of people. (The U.S. director of national intelligence agreed, and in January 2017 declassified a report that detailed Russia’s actions.) At first, the company’s executives dismissed these concerns—shortly after Donald Trump won the presidential election, Mark Zuckerberg said it was “pretty crazy” to think that fake news on Facebook had played a role—but they soon grew contrite. “Calling that crazy was dismissive and I regret it,” Zuckerberg would say 10 months later. Facebook had by then conceded that its own data did “not contradict” the intelligence report. Shortly thereafter, Adam Mosseri, the executive in charge of News Feed at the time, told this magazine that the company was launching a number of new initiatives “to stop the spread of misinformation, click-bait and other problematic content on Facebook.” He added: “We’ve learned things since the election, and we take our responsibility to protect the community of people who use Facebook seriously.”

Nowhere was the effort more apparent than in the launch of the company’s “war room” ahead of the 2018 midterms. Here, employees across departments would come together in front of a huge bank of computers to monitor Facebook for misinformation, fake news, threats of violence, and other crises. Numerous reporters were invited in at the time; The Verge, Wired, and The New York Times were among the outlets that ran access-driven stories about the effort. But the war room looked, to some, less like a solution and more like a mollifying stunt—a show put on for the press. And by 2020, with the rise of QAnon conspiracy theories and “Stop the Steal” groups, things did not seem generally better on Facebook.

What is happening on Facebook now? On the eve of another chaotic election, journalists have found that highly deceptive political advertisements still run amok there, as do election-fraud conspiracy theories. The Times reported in September that the company, now called Meta, had fewer full-time employees working on election integrity and that Zuckerberg was no longer having weekly meetings with the lieutenants in charge of them. The paper also reported that Meta had replaced the war room with a less sharply defined “election operations center.”

When I reached out to Meta to ask about its plans, the company did not give many specific details. But Corey Chambliss, a Meta spokesperson focused on election preparedness, told me that the war room definitely still exists and that “election operations center” is just another of its names. He proved this with a video clip showing B-roll footage of a few dozen employees working in a conference room on Super Tuesday. The video had been shot in Meta’s Washington, D.C., office, but Chambliss impressed upon me that it could really be anywhere: The war room moves and exists in multiple places. “Wouldn’t want to over-emphasize the physical space as it’s sort of immaterial,” he wrote in an email.

It is clear that Meta wants to keep its name out of this election however much that is possible. It may marshal its considerable resources and massive content-moderation apparatus to enforce its policies against election interference, and it may “break the glass,” as it did in 2021, to take additional action if something as dramatic as January 6 happens again. At the same time, it won’t draw a lot of attention to those efforts or be very specific about them. Recent conversations I’ve had with a former policy lead at the company and academics who have worked with and studied Facebook, as well as Chambliss, made it clear that as a matter of policy, the company has done whatever it can to fly under the radar this election season—including Zuckerberg’s declining to endorse a candidate, as he has in previous presidential elections. When it comes to politics, Meta and Zuckerberg have decided that there is no winning. At this pivotal moment, it is simply doing less.

Meta’s war room may be real, but it is also just a symbol—its meaning has been haggled over for six years now, and its name doesn’t really matter. “People got very obsessed with the naming of this room,” Katie Harbath, a former public-policy director at Facebook who left the company in March 2021, told me. She disagreed with the idea that the room was ever a publicity stunt. “I spent a lot of time in that very smelly, windowless room,” she said. I wondered whether the war room—ambiguous in terms of both its accomplishments and its very existence—was the perfect way to understand the company’s approach to election chaos. I posed to Harbath that the conversation around the war room was really about the anxiety of not knowing what, precisely, Meta is doing behind closed doors to meet the challenges of the moment.

She agreed that part of the reason the room was created was to help people imagine content moderation. Its primary purpose was practical and logistical, she said, but it was “a way to give a visual representation of what the work looks like too.” That’s why, this year, the situation is so muddy. Meta doesn’t want you to think there is no war room, but it isn’t drawing attention to the war room. There was no press junket; there were no tours. There is no longer even a visual of the war room as a specific room in one place.

This is emblematic of Meta’s in-between approach this year. Meta has explicit rules against election misinformation on its platforms; these include a policy against content that attempts to deceive people about where and how to vote. The rules do not, as written, include false claims about election results (although such claims are prohibited in paid ads). Posts about the Big Lie—the false claim that the 2020 presidential election was stolen—were initially moderated with fact-checking labels, but these were scaled back dramatically before the 2022 midterms, purportedly because users disliked them. The company also made a significant policy update this year to clarify that it would require labels on AI-generated content (a change made after its Oversight Board criticized its previous manipulated-media policy as “incoherent”). But tons of unlabeled generative-AI slop still flows without consequence on Facebook.

In recent years, Meta has also attempted to de-prioritize political content of all kinds in its various feeds. “As we’ve said for years, people have told us they want to see less politics overall while still being able to engage with political content on our platforms if they want,” Chambliss told me. “That’s exactly what we’ve been doing.” When I emailed to ask questions about the company’s election plans, Chambliss initially responded by linking me to a short blog post that Meta put out 11 months ago, and attaching a broadly circulated fact sheet, which included such vague figures as “$20 billion invested in teams and technology in this area since 2016.” This information is next-to-impossible for a member of the public to make sense of—how is anyone supposed to know what $20 billion can buy?

In some respects, Meta’s reticence is just part of a broader cultural shift. Content moderation has become politically charged in recent years. Many high-profile misinformation and disinformation research projects born in the aftermath of the January 6 insurrection have shut down or shrunk. (When the Stanford Internet Observatory, an organization that published regular reports on election integrity and misinformation, shut down, right-wing bloggers celebrated the end of its “reign of censorship.”) The Biden administration experimented in 2022 with creating a Disinformation Governance Board, but quickly abandoned the plan after it drew a firestorm from the right—whose pundits and influencers portrayed the proposal as one for a totalitarian “Ministry of Truth.” The academic who had been tasked with leading it was targeted so intensely that she resigned.

“Meta has definitely been quieter,” Harbath said. “They’re not sticking their heads out there with public announcements.” This is partly because Zuckerberg has become personally exasperated with politics, she speculated. She added that it is also the result of the response the company got in 2020—accusations from Democrats of doing too little, accusations from Republicans of doing far too much. The far right was, for a while, fixated on the idea that Zuckerberg had personally rigged the presidential election in favor of Joe Biden and that he frequently bowed to Orwellian pressure from the Biden administration afterward. In recent months, Zuckerberg has been oddly conciliatory about this position; in August, he wrote what amounted to an apology letter to Representative Jim Jordan of Ohio, saying that Meta had overdone it with its efforts to curtail COVID-19 misinformation and that it had erred by intervening to minimize the spread of the salacious news story about Hunter Biden and his misplaced laptop.  

Zuckerberg and his wife, Priscilla Chan, used to donate large sums of money to nonpartisan election infrastructure through their philanthropic foundation. They haven’t done so this election cycle, seeking to avoid a repeat of the controversy ginned up by Republicans the last time. This had not been enough to satisfy Trump, though, and he recently threatened to put Zuckerberg in prison for the rest of his life if he makes any political missteps—which may, of course, be one of the factors Zuckerberg is considering in choosing to stay silent.

Other circumstances have changed dramatically since 2020, too. Just before that election, the sitting president was pushing conspiracy theories about the election, about various groups of his own constituents, and about a pandemic that had already killed hundreds of thousands of Americans. He was still using Facebook, as were the adherents of QAnon, the violent conspiracy theory that positioned him as a redeeming godlike figure. After the 2020 election, Meta said publicly that Facebook would no longer recommend political or civic groups for users to join—clearly in response to the criticism that the site’s own recommendations guided people into “Stop the Steal” groups. And though Facebook banned Trump himself for using the platform to incite violence on January 6, the platform reinstated his account once it became clear that he would again be running for president

This election won’t be like the previous one. QAnon simply isn’t as present in the general culture, in part because of actions that Meta and other platforms took in 2020 and 2021. More will happen on other platforms this year, in more private spaces, such as Telegram groups. And this year’s “Stop the Steal” movement will likely need less help from Facebook to build momentum: YouTube and Trump’s own social platform, Truth Social, are highly effective for this purpose. Election denial has also been galvanized from the top by right-wing influencers and media personalities including Elon Musk, who has turned X into the perfect platform for spreading conspiracy theories about voter fraud. He pushes them himself all the time.

In many ways, understanding Facebook’s relevance is harder than ever. A recent survey from the Pew Research Center found that 33 percent of U.S. adults say they “regularly” get news from the platform. But Meta has limited access to data for both journalists and academics in the past two years. After the 2020 election, the company partnered with academics for a huge research project to sort out what happened and to examine Facebook’s broader role in American politics. It was cited when Zuckerberg was pressed to answer for Facebook’s role in the organization of the “Stop the Steal” movement and January 6: “We believe that independent researchers and our democratically elected officials are best positioned to complete an objective review of these events,” he said at the time. That project is coming to an end, some of the researchers involved told me, and Chabliss confirmed.

The first big release of research papers produced through the partnership, which gave researchers an unprecedented degree of access to platform data, came last summer. Still more papers will continue to be published as they pass peer review and are accepted to scientific journals—one paper in its final stages will deal with the diffusion of misinformation—but all of these studies were conducted using data from 2020 and 2021. No new data have or will be provided to these researchers.

When I asked Chambliss about the end of the partnership, he emphasized that no other platform had bothered to do as robust of a research project. However, he wouldn’t say exactly why it was coming to an end. “It’s a little frustrating that such a massive and unprecedented undertaking that literally no other platform has done is put to us as a question of ‘why not repeat this?’ vs asking peer companies why they haven't come close to making similar commitments for past or current elections,” he wrote in an email.

The company also shut down the data-analysis tool CrowdTangle—used widely by researchers and by journalists—earlier this year. It touts new tools that have been made available to researchers, but academics scoff at the claim that they approximate anything like real access to live and robust information. Without Meta’s cooperation, it becomes much harder for academics to effectively monitor what happens on its platforms.

I recently spoke with Kathleen Carley, a professor at Carnegie Mellon’s School of Computer Science, about research she conducted from 2020 to 2022 on the rise of “pink slime,” a type of mass-produced misinformation designed to look like the product of local newspapers and to be shared on social media. Repeating that type of study for the 2024 election would cost half a million dollars, she estimated, because researchers now have to pay if they want broad data access. From her observations and the more targeted, “surgical” data pulls that her team has been able to do this year, pink-slime sites are far more concentrated in swing states than they had been previously, while conspiracy theories were spreading just as easily as ever. But these are observations; they’re not a real monitoring effort, which would be too costly.

Monitoring implies that we’re doing consistent data crawls and have wide-open access to data,” she told me, “which we do not.” This time around, nobody will.

Election Day Is Just the Beginning

One week ago, in the middle of early voting, an arsonist attached incendiary devices to two ballot-drop boxes, one in Oregon and another in Washington State. Hundreds of ballots were scorched or burned beyond recognition. Affected voters will have to be identified, contacted, and asked to resubmit their ballot. Police are still searching for the culprit, who they fear may strike again.

Set aside the high-minded talk of saving democracy; this was a literal attack on voting—and officials are preparing for even more. Election experts and local leaders anticipate that this week, and probably some weeks after, will bring a torrent of election disinformation, online threats, and in-person tensions that could boil over into violence.

In response, officials across the country have transformed their tabulation centers into fortresses, with rolls of razor wire atop their fences and ballistic film reinforcing their windows. Election staffers are running drills with law-enforcement officers, studying nonviolent de-escalation tactics, and learning protocols for encountering packages containing mysterious white powder.

The more pressing concern, however, is what happens after Tuesday, in that period, fraught with impatience, between when election workers are counting votes and the results are confirmed. During this interval—which may be only hours, but may run to days in some places—there will be little actual news and many attempts to create some: At the very moment when a watchful press will be desperate for new developments, conspiracy theorists and Donald Trump’s allies will be intent on sowing chaos and doubt.

“It’s going to be a time of high drama,” Darrell West, a senior fellow specializing in governance at the Brookings Institution, told me. There are always small, human-caused errors in polling, but in many decades of American elections, only a handful of cases of voter fraud have ever been found. Any glitch is “likely to be seriously elevated this time, and people will take isolated examples and turn them into system-wide problems that could fuel outrage,” West said. But instead of another concentrated day of “Stop the Steal” violence, as January 6 was in Washington, D.C., West and other experts say that we’re likely to see a more dispersed, harder-to-track election-denial movement. “The violence, if it takes place, will be during the vote-counting process,” he said.

America has had four years to prepare—legally and logistically—for this election week. Election workers have received new training in case things get rowdy in polling places. Many states have passed laws to clarify the role of poll observers, who can provide valuable transparency but who were deployed by election conspiracists to disrupt the 2020 election—and might be again.

Authorities have also shored up their facilities. In Phoenix, the Maricopa County Tabulation and Election Center, which was ground zero for protests and so many baseless allegations of fraud in 2020, is now surrounded by concrete barriers, armed officers, and a 24/7 video feed for public observation. The county has also developed “robust cybersecurity measures,” J. P. Martin, a spokesperson for Arizona Secretary of State Adrian Fontes, told me, and it has employed on-call experts called “tiger teams” to troubleshoot any tech and security issues.

At the federal level, the Justice Department’s Election Threats Task Force has already brought 20 charges against people accused of threatening election officials. Each of the 94 U.S. Attorney’s Offices across the country has designated a district elections officer to handle any Election Day complaints. Still, officials in many states—Texas, Georgia, and North Carolina, to name just a few—have purchased panic buttons for their poll workers; some have Narcan on hand in case they find fentanyl in ballot envelopes. “Election officials are risk managers by nature” and have always been well aware of Election Day threats, Kim Wyman, a senior fellow at the nonprofit Bipartisan Policy Center and the former Washington secretary of state, told me. “What’s new since 2020 is the more personal nature” of those threats.

Although police officers will not be stationed at every polling site in America this year, the presence of law enforcement, including plainclothes officers, will be higher than normal, even if their presence will be intentionally inconspicuous, Chris Harvey, who works with the Committee for Safe and Secure Elections, a coalition of election and law-enforcement officials, told me. “Police at polling places should be like fire extinguishers,” he said: available but not obtrusive.

Harvey and his colleagues have spent the past year holding “tabletop exercises” in states across the country. At these trainings, election officials and police collaborate to work through alarming scenarios, including bomb threats to a voting precinct, active-shooter reports, and what, exactly, should happen if a group of armed men turns up outside a polling place in a state with open-carry laws. We “let each side sort of express their concerns: what the election officials would like the cops to do, what the cops tell the election officials they have the ability to do,” Harvey said. “If nothing else, they at least get familiar with each other.”

When Harvey first started this project, most of the law-enforcement attendees seemed bored, he told me—but in the past six months, “interest has increased dramatically.” Officers are realizing that this election season could be more volatile than any in recent memory. “People have had four years of marinating in conspiracy theories,” Harvey said. So when they go to vote, “they’ll be primed for any type of confrontation—or something they see as suspicious or evidence of fraud.” Before 2020, police officers could generally assume that most of the hard work was done when the polls closed. Now, Harvey said, they’re aware that when polls close on Election Day, that “might just be the beginning.”

That brings us to what experts believe is a more realistic hypothetical than violence on Election Day itself: a breakdown of public order resulting from days of confusion and impatience. Think hordes of people rioting outside polling centers across America, and stalking or physically attacking election officials. Imagine 2020, experts say, only worse.

Trump’s supporters do not seem at all prepared to accept a loss. And any claim of a stolen election this year could prompt them to take matters into their own hands. In 2020, cities such as Philadelphia, Milwaukee, Detroit, Phoenix, and Atlanta witnessed swarms of angry people, riled up by false claims of voter fraud. These are places where, to this day, election officials receive a high volume of threats.

Delays will make things worse. Most states allow election workers to begin processing early ballots before Election Day, which helps speed up the counting process. Unfortunately, two states that still do not allow this are Pennsylvania and Wisconsin, both electoral battlegrounds that could determine the outcome. Results are expected to take a while in the key states of Georgia and North Carolina, too. Counting, auditing, recounting—“all that stuff will draw a crowd and have an intimidating effect on the poll workers,” Harvey said.

Take Pennsylvania, a state seen as a must-win for both Kamala Harris and Trump. “We could end up in a situation where early tabulation shows Trump ahead, and Wednesday through Friday [that lead] starts to slip away,” West said. “That’s a bad formula for people who don’t trust the system.” Trump has again primed his supporters to pay special attention to Philadelphia. If it looks like Harris is edging ahead, West said, the city “will be the epicenter of a lot of the anger.”

Philly leaders are aware of this. Since 2020, they’ve moved the entire central election operation away from downtown to the northeastern part of the city. Certified poll watchers are still allowed inside, and there will be designated demonstration areas outside. But the new facility is also defended by a fence, barbed wire, and security checkpoints. “We are prepared, with our partners in law enforcement throughout the city, for anything that could come our way,” Lisa Deeley, a city commissioner, told me. Other states say that they, too, are ready for any contingency. In emailed statements, officials in Wisconsin, Georgia, Arizona, and Nevada confirmed to me that they had enhanced safety measures to protect the count. “We just have to be on the watch for outside agitators,” Darryl Woods, the chair of the Detroit Board of Police Commissioners, told me. “Foolishness will not be tolerated.”

No one seems too worried about D.C. this year. The Department of Homeland Security has designated January 6, 2025, as a National Special Security Event, and D.C. police have given press conferences assuring citizens of law-enforcement preparedness for any election-related disorder before or on that date. Some experts told me that the days with greater potential for risk this time are December 11, the deadline by which states must certify their election results, and December 17, when electors meet in their states to vote for president. If the election is close, both days could see protests and violence in the states where the margin is tightest, West said.

One welcome bit of reassurance is the fact that experts don’t anticipate the kind of paramilitary mobilization America saw in 2020, when unrest over the police killing of George Floyd and the COVID-19 lockdowns had people marching in the streets and extremist groups deploying around the country. Prominent members of militia-type organizations, such as the Proud Boys and the Oath Keepers, that achieved national prominence in 2020 are thankfully in jail, and many groups have refocused their efforts at a local level, Mary McCord, a former federal prosecutor and a law professor at Georgetown, told me.

Still, McCord is watching the parts of the country where these militias have regrouped, which, in some cases, happen to coincide with parts of the country where experienced election officials have been replaced with election deniers, including parts of Pennsylvania, Michigan, Oregon, and Arizona. If there are moves, after the election, to implement independent state legislature theory and replace slates of electors, McCord said, “you can imagine extremists glomming onto that.”

Whatever intimidation and violence may occur in the coming weeks, election workers and volunteers will almost certainly feel it most. Many of them have been receiving threats for years, and continue forwarding them, by muscle memory, to local authorities. Paradoxically, the election officials most likely to come under hostile pressure from MAGA activists are themselves Republicans.

Stephen Richer, the Republican recorder in Maricopa County, faced immense pressure and vile threats in 2020. But so did Leslie Hoffman, a Republican in deep-red Yavapai County. So did Anne Dover, the election director in Trump-voting Cherokee County, Georgia. And so did Tina Barton, a Republican clerk in Rochester Hills, Michigan, who was accused of cheating to help Joe Biden, and received a voicemail promising that “10,000 patriots” would find and kill her. No evidence of fraud was uncovered in any of these counties. (The threatening “patriot” was identified, charged, and later sentenced to 14 months in jail.)

This year, despite everything, some of those same officials remain remarkably hopeful. “While I have anxiety and concern about what we could see over the next few days and weeks, and maybe even into a few months,” Barton, who now works for the nonpartisan Elections Group, told me, “I have to think that the good in humanity and the good in America will ultimately win.”
